RESOLUTION
AUTHORIZING EXECUTION OF AN EMPLOYMENT AGREEMENT WITH
JOEL PEREZ
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS, that Robert O. Malm, Interim City Manager, and
Dolonna Mecum, City Clerk, be and are hereby authorized and
directed to execute an Employment Agreement on behalf of the
City of Elgin with Joel Perez for his services as a Gang
Intervention Supervisor, a copy of which is attached hereto
and made a part hereof by reference.

EMPLOYMENT AGREEMENT
This agreement is hereby made and entered into this 8th day
of January, 1997 , by and between the City of Elgin, Illinois, a
municipal corporation (hereinafter referred to as "City" ) , and
Joel Perez (hereinafter referred to as "Perez" ) .
WHEREAS, City desires to employ Joel Perez as a Gang
Intervention Supervisor during the term of this agreement; and
WHEREAS, Joel Perez is willing and able to accept
appointment as City' s Gang Intervention Supervisor upon certain
terms and conditions; and
NOW THEREFORE, in consideration of the mutual promises and
covenants contained herein, the sufficiency of which is hereby
acknowledged, the parties hereto hereby agree as follows :
1) Perez shall be employed by City during the term of
this agreement as a Gang Intervention Supervisor under the terms
and conditions contained herein.
2 ) Perez shall coordinate gang intervention and prevention
programs and various youth and teen activities, and shall
perform such other duties as directed by City' s Parks and
Recreation Director in such manner and during such times as
City' s Parks and Recreation Director shall designate. Perez ' s
duties shall include, but not be limited to:
a. Be responsible to the Recreation Superintendent.
b. Manage and coordinate youth and teen programs for
the Elgin Parks and Recreation Department.
c . Prepares budgets and administers programs within the
adopted budget guidelines of the Recreation Division.
d. Keep accurate financial records and demonstrate
sound fiscal control of all recreation programs .
e. Plans, organizes, promotes, supervises and evaluates
year round recreation programs specific to youth and
teens . Make recommendations and introduces new
activities and events .
f. Develops specific goals and objectives relating to
program content.
g. Prepares and maintains records and accounts of
attendance, inventory, financial charges, receipts,
personnel evaluations, accidents and other related data.
h. Works closely with schools, the public, business
organizations, public housing and other recreation
organizations in coordinating cooperative programming,
and generating interest and participation by youth and
teens .
i . Promotes recreation programs in the community by
preparing flyers, news releases, posters,
photographs and brochures .
j . Maintains inter-departmental communications within
the department ' s organizational structure.
k. Perform other related work as assigned by the
Recreation Superintendent.
3) The following goals shall be reviewed on a quarterly
basis with City's Recreation Superintendent:
a. 100% of work time shall be spent coordinating programs
for the Elgin Parks and Recreation Department with 50%
of those programs coordinated through the Elgin
Recreation Center.
b. Work with the City Youth and Teen Program Supervisor
to establish contact with the U46 school district
and coordinate cooperative programming with a
minimum of the middle schools .
c. Establish a minimum of two cooperative programs with
each youth/teen recreation agency in Elgin; Boys and
Girls Club, YWCA, Salvation Army, etc.
d. Establish contact with Housing Authority and public
housing projects to coordinate cooperative
programming, transportation to programs, etc .
e. Coordinate a minimum of six (6 ) cooperative
youth/teen programs with the Elgin Parks and
Recreation Department at the Elgin Recreation Center.
4 ) City shall provide Perez with the following during the
term of this agreement:
a. Per annum base rate of $31,512 effective on
January 1, 1997 , to be paid in equal biweekly
installments throughout 1997 . In addition, a $475
salary bonus incentive will be available in both June
and December if all goals relating to gang intervention
have been met.
b. Class C benefit package which shall include fully
paid comprehensive group major medical insurance for
the Supervisor and dependents; but shall not include
401 retirement plan participation.
5) Perez shall be subject to and governed by City' s
personnel rules and regulations .
6 ) Perez hereby warrants and represents that his
relationship with ERC shall not interfere or in any way
otherwise preclude or prevent him from fully performing his
obligations and duties to City pursuant to this agreement. He
will not receive payment from ERC.
7 ) This agreement may be terminated by either party hereto
for any reason upon ninety (90) days written notice.
8) The term of this agreement shall commence on January 1,
1997 , and shall terminate on December 31, 1997 .
9 ) This agreement shall be subject to and governed by the
laws of the State of Illinois .
10) The terms and provisions of this agreement shall be
severable. In the event that any of the terms or provisions of
this agreement shall be deemed to be void or otherwise
unenforceable for any reason, the remainder of this agreement
shall remain in full force and effect.
11) This agreement constitutes the entire agreement between
the parties hereto. There are no other verbal or written
understandings or agreements between the parties hereto. Any
modification or amendment to this agreement shall be written and
signed by the parties hereto, or shall be ineffective.

SUBJECT: Employment Agreement with Gang
Intervention Program Supervisor
PURPOSE
The purpose of this memorandum is to provide the Mayor and
members of the City Council with information for the year-end
review of programming accomplished by the Parks and Recrea-
tion Department's Gang Intervention Program Supervisor and to
consider renewal of the contract for 1997 .
BACKGROUND
Joel Perez has been employed by the City of Elgin as the Gang
Intervention Program Supervisor since January 24, 1996. He
has been under the supervision of the Recreation and Facili-
ties Superintendent working closely with the Recreation
Division staff.
Joel plans cooperative programs with other youth serving
agencies, the schools, business organizations, and the pub-
lic. Joel's association with the City has helped him build a
stronger, more successful relationship with many youth-serv-
ing agencies and expanded program offerings for Elgin's youth
and teens. A year-end program review summary is attached for
your reference.
Effective December 5, 1996, Mr. Perez has resigned his posi-
tion as the Executive Director of The Elgin Recreation Center
and has become a volunteer board member for ERC. The move
helps clarify that Joel will continue dedicating 100 percent
of his work time coordinating programs for the Parks and
Recreation Department with 50 percent of those programs
coordinated through the Elgin Recreation Center.
Mr. Perez's current employment agreement will expire on
December 31, 1996. A renewal of an agreement for 1997 would
include a base rate salary of that equal to 1996, $31,512.
This agreement would also include a salary bonus incentive of
$475 available in both June and December if all goals relat-
ing to gang intervention have been met.

FINANCIAL IMPACT
Adequate funds are available for the Gang Intervention Pro-
gram Supervisor within the Recreation Division Budget, ac-
count number 010-5012-762 .45-99, for the $31,512 base salary,
potential bonus of $950, and benefits.
LEGAL IMPACT
None.
ALTERNATIVES
The alternative for this proposal would be to not renew the
contract of the Gang Intervention Program Supervisor.
RECOMMENDATION
It is the recommended that the Gang Intervention Program
Supervisor contract for Joel Perez be renewed for 1997 .

SUBJECT: Gang Intervention Program Supervisor, Year End Review
In preparation for the contract renewal of the Parks and
Recreation Gang Intervention Program Supervisor position, please
find listed below a year-end review of the activity of Joel
Perez . Joel has been employed contractually with the City of
Elgin since January, 1996 . The Parks and Recreation Department
would like to recommend the 1997 renewal of his current contract
which will expire on December 31, 1996 .
The addition of Joel to the Parks and Recreation Department has
enabled our Department to branch out in program areas that were
previously untouched. Cooperative programming throughout the
community has been increased through Joel 's efforts. Joel' s
association with the City of Elgin has helped him build a
stronger, more successful relationship with many youth serving
agencies and committees. Through his efforts with coordinating
the City's Summer Youth Employment Program, 23 youth were
employed in various capacities throughout the City. These young
people were part of the expanded at risk programming done this
summer. Not only did these individuals work with the Parks and
Recreation Department, but the Boys and Girls Club, The Mill
Apartment Complex, YWCA, and the Elgin Recreation Center were
all beneficiaries of this program.
As detailed in his employment agreement, Joel spends 50% of his
time working for the Parks and Recreation Department and 50% of
his time working for the Elgin Recreation Center. The items
listed in this report are those accomplishments that have been
achieved as his duties as the City of Elgin Gang Intervention
Program Supervisor. .
You will find in the following pages an outline of the duties
rk stipulated in the employment agreement for Mr. Perez.
Additionally, listed with each duty are the successes that have
been accomplished. As you read through these accomplishments,
please keep in mind that cooperative programming of this sort

involves many individuals and many organizations, therefore it
is not uncommon that you will find some of these accomplishments
listed in more than one place.
EMPLOYMENT RESPONSIBILITIES

* Joel is supervised by the Recreation and Facilities
Superintendent. As is true throughout the Recreation Division,
Joel works individually on a large amount of programming, but
also works cooperatively with the entire recreation staff.
* August, compiled decision packages for the Parks and
Recreation Department outlining prevention and education
programs for 1997 . These requested programs consisted of
pre-employment training, mentoring program, GED program, and an
afterschool program aimed at middle and high school students.
Manage and coordinate youth and teen programs for the Elgin
Parks and Recreation Department.
* Joel has been very successful in recruiting and
integrating at risk youth in a variety of programs .
* On May 18, and August 10th sponsored a 3 on 3 basketball
tournament at the Elgin Recreation Center: 40 youth participated
each time.
* Worked on a committee sponsored by the United Way to
offer teen dances to the youth of Elgin. On February 10 a dance
was held at the YMCA with 300 teens in attendance, on May 10 a
dance was held at Elgin Central with 100 teens in attendance,
and on September 27 a dance was once again held at the YMCA with
350 teens in attendance.
* November 23, 22 children from the Birch and Poplar Creek
area particiapted in the Parks and Recreation Department's NBA
two ball tournament.
* August 7, organized 42 youth and young adults to
participate in a summer pool party sponsored by the Parks and
Recreation Department.
Prepares budgets and administers programs within the adopted
guidelines of the Recreation Division.
* All gang intervention programming done this year was
incorporated into the operational budget of the Recreation
Division or initiated through the 1996 Safe Summer Program. All
programming was done within budget guidelines.

Keep accurate financial records and demonstrates sound fiscal
control of all recreation programs.
* All programs, trips, and special events are evaluated at
their completion with a program evaluation form. This form
takes into consideration revenue, expenses, number of
participants, instructors needed, and overall suggestions of the
activity.
Plans, organizes, promotes, supervises and evaluates year round
recreation programs specific to youth and teens. Makes
recommendations and introduces new activities and events.
* Worked with several gang members in the beginning of the
summer to establish a variety of activities to include children
in this summer to keep them off the streets .
* Continued throughout July to have conversations with
various gang members to focus them towards more productive
avenues such as education and recreation.
* Continued to have meetings with Diane Pignato of Mothers
Against Gangs about starting a program that would include
psychological help for youth trying to get out of gangs. Have
taken one gang member/drug user to a rehabilitation center to
have him commit himself. This was done inconjunction with MAG.
* Worked on a committee sponsored by the United Way to
offer teen dances to the youth of Elgin. On February 10 a dance
was held at the YMCA, on May 10 a dance was held at Elgin
Central, and on September 27 a dance was once again held at the
YMCA.
* Spent time in September meeting with various gang leaders
to discuss the implementation of a GED and pre-employment skills
training program at the Elgin Recreation Center.
Developes specific goals and objectives relating to program
content.
* Quartely reviews are held with Mr. Perez throughout the
year. At this time, in addition to reviewing what previously
has been accomplished, new goals and objectives are established
for the upcoming year for quarterly review.
Prepares and maintains records and accounts of attendance,
inventory, financial charges, receipts, personnel evaluations,
accidents and other related data.
* Upon completion of all programs, trips, or special
events, a program evaluation form is completed. This form takes
into account revenue and expenses, participant enrollment,
staffing needs and costs, as well as suggestions for future
programming.

Works closely with schools, the public, business organizations,
public housing and other recreation organizations in
coordinating cooperative programming, and generating interest
and participation by youth and teens.
* Committee member with the Elgin Community College Youth
Leadership Academy.
* Committee member, Elgin Human Relations Commission
"Excellence in Elgin" .
* April 15, spoke to the 5th grade class at Sheridan School
on the dangers of gang involvement.
* April 29, spoke with the north end neighborhood watch
group about the gang presence in their area. Two ex-gang
members attended also to encourage these people that there is
hope in their fight against gangs.
* Organizing Committee Member, Men's Day of Hope.
* Assisted with the placement of 12 Lao Posse gang members
as employees of Victory Press.
* Participated in the committee to select individuals for
the E.C.C. Youth Scholarship Program.
* April 17, spoke at Lords Park Pavilion with Officer Cecil
Smith to the Illinois Crime Prevention Association.
* Participated with Renard Jackson in a cultural diversity
seminar for the Elgin Police Department.
* Worked with Mac and Joanne Stingley of the Police
Department on their Parkwood Asian Community Youth Safe Summer
Program. Presented topics such as: Peer Pressure, Drug &
Alcohol Resistance Education, Disease: AIDS, STD, etc.
* Worked with the Police Department to quiet tempers in the
Ann and Gifford Street area. On August 30 a cookout was held at
the Elgin Recreation Center for the residents of this area.
Upon a request from Chief Gruber, the younger children of this
neighborhood were transported daily to the Elgin Recreation
Center or to Lords Park Pool to participate in constructive
activities outside of their neighborhood.
* Organized a picnic with the Police Department for the
Laotian community at the Parkwood Clubhouse.
* August, received a phone call regarding assisting five
youth in getting out of their gang. They wanted to get out but
could not do it alone due to the harassment by their gang
members. Talked to the leader of the gang they were affiliated

with and came up with an agreement for them not to be harassed
if they follow through with their desire to live a normal
disconnected life.
* Worked on a committee from NHS, Parks and Recreation,
ROPE Officers, and School District U-46 to bring Salvador
Godinaz to speak with students of Elgin High School and to hold
an open meeting for concerned citizens. Mr. Godinaz is a former
warden of Stateville Prison and is currently the Director of
Corrections for Michigan. Mr. Godinaz was in Elgin on October
18 & 19 .
* Working with Judge Wiley Edmondson and Judge Hudson of
the Kane County Court to discuss forming a gang impact panel .
This panel is similar to the DUI impact panel and would discuss
with children the risks of being involved in adjudicated gang
activity.
* August 31 - a fun fair was held at the Elgin Recreation
Center offering games and activities for approximately 250 youth.
* Established a weight training program in August at the
Elgin Recreation Center. This was done with the help of Jerome
Johnson who is also working with Elgin High School to get kids
away from the gangs and into the gym.
* Continually meeting with Mr. Ron O'Neal, principal at
Elgin High School and Dean, Ernie Gonzalez, to try and curb the
gang activity at the school.
* Participated with the Parks and Recreation Department
with the City Government Training Program sponsored by the Elgin
Fire Department.
*In September, met with a group from Elgin Community
College who have expressed an interest in establishing a gang
support/intervention program at the college. The intended
target would be current students as well as incoming students.
* Continue to coordinate with Linda Wickencamp of School
District U-46 to plan programs for students attending the
alternative high school program.
* November 15- assisted Elgin High School with a dance at
their facility.
* December 22, 1996 the Elgin Recreation Center will be
used .asa donation site for young children's clothing.

Promotes recreation programs in the community by preparing
flyers, news releases, posters, photographs and brochures.
* Promotion of the programming done by Mr. Perez is done
primarily by flyers . Joel works very closely with the schools
and the guidance counselors to let students know what
programming is taking place. Promotion is also done through
community groups, the Housing Authority, and the Parks and
Recreation Department.
Maintains inter-departmental communications within the
department's organizational structure.
* Worked with Denise Bell and Walter Blalark to implement
the City of Elgin's Summer Youth Employment Program; 23 youth
were employed in this program.
* Worked with Jim Reuter, Recreation and Maintenance
Supervisor at the Sports Complex, to assist with the employment
of Eric Freund and Freddie Flores as seasonal maintenance
workers .
* Assisted with employment opportunities for Danny Sanchez
and Ricardo Lara as cashiers at Wing and Lords Park Pools .
50% of work time shall be spent in the Elgin Recreation Center
and remaining 50% of work time shall be spent establishing
cooperative programming with outside agencies for the Elgin
Parks and Recreation Department.
* Joel spends one half of his day working on cooperative
programming for the Parks and Recreation Department. The
remaining day is spent at the Elgin Recreation Center. Joel has
an office established at both the Parks and Recreation
Department as well as the Elgin Recreation Center.
Work with the City Youth and Teen Program Supervisor to
establish contact with the U46 school district and coordinate
cooperative programming with a minimum of the middle schools.
* Joel and Wayne Carlstedt the Parks and Recreation Youth
and Teen Program Supervisor continuously work together to
coordinate programming through the Parks and Recreation
Department, the Elgin Recreation Center and other youth serving
agencies such as the ones highlighted throughout this memo. Also,
Joel and Wayne cooperatively meet with agencies to develop new
programs, such as visiting schools to speak with administrators
and students, and initiating contact with outside agencies to
form cooperative relationships.

* Was able to purchase 6 portable basketball hoops through
the City of Elgin Safe Summer Program. These hoops were used at
the Elgin Recreation Center where summer basketball leagues were
formed. Officer O'Quinn at the Mill also utilized one of the
hoops for recreational activities for his children and Mac with
the Police Department also used a hoop for the Asian outreach
program that she coordinated this summer.
* Sponsored a team for a 3 on 3 teen summer basketball
league held at the Salvation Army.
* On July 13, assisted in the coordination of a block party
at the Boys and Girls Club which was sponsored by NHS and the
Police Department. The Parks and Recreation Department supplied
a basketball hoop which came from the Elgin Recreation Center.
Discussions were also held with gang members from that area to
ensure that no problems would arise during the summer months .
* August 7, organized and transported 42 youth and young
adults to Wing Park Pool for a summer pool party sponsored by
the Parks and Recreation Department.
* Worked on a committee sponsored by the United Way to
offer teen dances to the youth of Elgin. On February 10 a dance
was held at the YMCA, on May 10 a dance was held at Elgin
Central and on September 27 a dance was once again held at the
YMCA.
* November 23, 22 children from the Birch and Poplar Creek
area participated in the Parks and Recreation Departments NBA
two ball tournament.
Establish contact with Housing Authority and public housing
projects to coordinate cooperative programming, transportation
to programs, etc.

Property to organize summer activities for their residents .

for the children of the Elgin Recreation Center, Knollwood

the City of Elgin's Summer Youth Employment Program; 23 youth
were employed in this program.
Coordinate a minimum of six (6) cooperative youth/teen programs
with the Elgin Parks and Recreation Department at the Elgin
Recreation Center.
* Coordinated an ice skating trip from the Elgin Recreation
Center to the Polar Dome Ice Arena for 50 children on January
15, 1996.
* Worked with 12 youth volunteers from the Elgin Recreation
Center to assist with the Parks and Recreation Department's
Easter Egg Hunt.

Elgin Recreation Center to go to Lords Park, Wing Park, or Tyler
Creek for various outside activities.
* In July, established an arts and crafts program at the
Elgin Recreation Center providing transportation for the

children of Poplar Creek and Birchwood. There is currently 30
youth participating in this program.
* On May 18th and August 10th sponsored a 3 on 3 basketball
tournament at the Elgin Recreation Center; 40 youth participated
each time.
* August 7 , 42 youth and young adults were transported to
Wing Park Pool for a summer pool party sponsored by the Parks
and Recreation Department.
* On May 26 and August 25 sponsored two, low-rider car
shows at the Elgin Recreation Center. At the August show
approximatley 115 cars were displayed and 1000 people were in
attendance.

* In June, transported 8 gang members to Streamwood to
assist on the rehabilitation of a house that had burned.
* Two individuals from the Summer Youth Employment Program
have been hired on at the Recreation Center as part time staff.
Both had to receive work permits from their guidance counselors .
* November 20- spoke at a gang conference at Elgin
Community College presented by the State's Attorney's Office.
Recommendation:
Through quartely reviews, Mr. Perez has met and/or exceeded the
responsibilities outlined in his employment agreement. It is
our belief that Mr. Perez 's employment has directly and
positively impacted the quantity and quality of at risk, gang
intervention programming for the City of Elgin. Therefore, it
is the recommendation of the Parks and Recreation Department
that Mr. Perez 's employment agreement with the City of Elgin be
renewed for 1997. The attached employment agreement establishes
minimum programming standards for Mr. Perez. In January, more
specific goals and objectives will be established with Joel .
