RESOLUTION
APPROVING CHANGE ORDER NO. 1 IN THE CONTRACT WITH
JOSEPH J. HENDERSON FOR THE LIME RESIDUE DISPOSAL FACILITY
WHEREAS, the City of Elgin has heretofore entered into a
contract with Joseph J. Henderson for improvements to the lime
residue disposal facility; and
WHEREAS, it is necessary and desirable to modify the
terms of the contract as is described in Change Order No. 1,
attached hereto.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF ELGIN, ILLINOIS, that Richard B. Helwig, City Manager,
be and is hereby authorized and directed to execute Change
Order No. 1, a copy of which is attached hereto and made a
part hereof by reference.

Extension of Lagoon Outlet Structure and
Raise East - West Interior Berm
CHANGE ORDER NO.1
Scope:
This change order No.1 covers changes in the scope of work for the Lagoon
Improvements at south of McLean Boulevard that were not reasonably
foreseeable at the time the contract was signed and are in the best
interest of the City.
Reasons for change
The original contract required raising eight existing lagoon outlet
structures four feet. This change raised only the southern four existing
lagoon outlet structures six feet instead of four feet. The original
contract also required raising the east-west interior berm two feet, this
change raised the berm four to six feet to achieve level berm which remains
two feet below the exterior berm. These changes will provide more volume
and flexibility in managing the lime sludge produced at the Riverside
treatment plant.
This change order proposal has no effect on the contract price.
OTHER CONTRACT PROVISIONS: All other contract provisions will remain the
same.

SUBJECT: Authorization of Change Order No. 1, Final
Payment, and Acceptance of Improvements to Lime
Residue Disposal Facility on South McLean Boulevard
PURPOSE
The purpose of this memorandum is to provide the Mayor and
members of the City Council with information to consider
authorizing Change Order No. 1, final payment, and acceptance
of the project.
BACKGROUND
On October 25, 1995, the City Council awarded a contract for
improvements to the lime residue disposal facility on South
McLean Boulevard to Joseph J. Henderson. The project general-
ly included raising the existing lagoon outlet structures and
raising an interior berm to provide additional emergency
storage volume for the sludge produced at Riverside treatment
plant. Change Order No. 1 included raising only the southern
four existing outlet structures six feet instead of raising
eight lagoon outlet structures four feet and raising the
interior east-west berm four to six feet instead of two
feet. The cost to raise the berm height was offset by the
cost deduction for the elimination of the four inlet struc-
tures, resulting in a no-cost change order. Please see Exhib-
it A for the calculations of the offsetting costs as well as
a copy of Change Order No. 1.
The modifications to the construction plan included in Change
Order No. 1 will increase the storage capacity of the lagoon
system and its useful life.
Joseph J. Henderson has completed the project in a timely
fashion and in compliance with the plans and specifications
prepared by City staff.

FINANCIAL IMPACT
The original agreement was funded in 1995 in the amount of
$86,300 from the following accounts:
1. Amount totaling $60,000 from the 1995 Water Fund,
under appropriation number 401-4002-771 .93-32, and
2 . Amount totaling $26,300 from annual well mainte-
nance, account number 401-4002-771 .40-02, was trans-
ferred to 401-4002-771.93-32 .
Previous payment in the amount totaling $77,670 was paid to
the contractor. Funds for this final payment in the amount
of $8,630 will be made from account number
401-4002-771. 93-32, project number 409070. The final invoice
payment for $8,630 is attached as Exhibit B.
LEGAL IMPACT
None.
RECOMMENDATION
It is recommended that the City Council authorize Change
Order No. 1 at no cost as well as the final payment of $8,630
to Joseph J. Henderson and accept the completed project.

SUBJECT: Award of Bid for Cleaning South McLean Decant
Lagoon
PURPOSE
This memorandum will provide the Mayor and members of the
City Council with information to consider in awarding a bid
for the cleaning of the South McLean decant pond.
BACKGROUND

On December 12, 1995, bids were opened for the cleaning of
the decant structure at the South McLean lagoon facilities .
This decant structure operates as a final finishing pond for
the four cells on site. The supernatant from the decant pond
is eventually discharged into the Fox River. Through normal
operation of the lagoon cells, lime solids do deposit in this
decant structure. The cleaning of this structure is a normal
maintenance type procedure last done in approximately 1984 .
This bid will provide for the removal of accumulated solids
from the decant pond and return it to one of the major cells
at this site.
The attached tabulation lists the four firms that offered
valid bids and prices for each.

FINANCIAL IMPACT
The Water Fund's 1995 budget contains sufficient dollars to
pay for this expense. Account number 401-4002-771 .45-99,
Other Miscellaneous Services, will be charged for the clean-
ing of this decant pond.

LEGAL IMPACT
None.
RECOMMENDATION
It is recommended that the members of the City Council au-
thorize award of this bid to Environmental Contracting,
Alsip, for a price of $15,800 .
