RESOLUTION
AUTHORIZING EXECUTION OF CONTRACT NO. 1 TO AN AGREEMENT WITH
HNTB CORPORATION FOR RANDALL ROAD ELEVATED TOWER
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS, that Richard B. Helwig, City Manager, and Dolonna
Mecum, City Clerk, be and are hereby authorized and directed
to execute Contract Amendment No. 1 on behalf of the City of
Elgin with HNTB Corporation for engineering services for the
Randall Road elevated tower, a copy of which is attached
hereto and made a part hereof by reference.

Dear Larry:
Re: Randall Road 1 MG Water Tank
On May 16, I spoke with Peter Bityou about a contract amendment for the Randall Road tank,
which we proposed in a letter to you dated May 14. Peter informed me that he had no objection to
the proposed amendment except that he wanted to delete the weekly construction meetings which
were proposed at the construction kickoff meeting.
I have therefore, prepared a revised contract amendment which is attached for your review. The
amendment contains three elements: a review of the project schedule; a proposed fee increase for
design services; and a proposed fee increase for construction services. As background in support of
the amendment, we offer the following information.
Schedule
Our contract called for a design phase lasting for twelve weeks. At the eleven week point,we
delivered"pre-final"plans and specifications for review. Due to decisions made by the City which
were beyond HNTB's control,the design work was suspended for a period of approximately fifteen
months. The design work resumed in November 1995 and was completed in late December.
Based on the original design schedule, construction was expected to commence in November of
1994 and be completed by December of 1995. The current schedule submitted by the tank
contractor, CBI Na-Con, indicates substantial completion occurring in May 1997.
Design
After our submittal of pre-final plans on September 2, 1994, we worked occasionally on design
alternatives to install a motor operator on an existing valve at the Airlite Water Plant. This work
was performed at the City's request, but was not part of the original design scope. HNTB inspected
the site and made field measurements to the surrounding area, prepared preliminary drawings and
cost estimates for four alternatives and submitted several letters summarizing our findings. After
sorting through several options involving excavation and yard piping changes at the Airlite Plant,
HNTB ultimately located a compact body actuator and disconnect which could be installed on the
existing valve in the existing vault. The estimated savings represented by this solution in
comparison to other alternatives is $6,000. This work began in October 1994 and continued through
August 1995.

Construction
The City's decision to defer bidding on the tank project resulted in a 16-month delay in the
construction schedule. The effect of this delay is that HNTB's direct costs (such as salary,
overhead, and expenses) have risen from the original construction fee. The scope of construction
services in the original contract is based on a work plan identical to the construction services
provided for the Shales Parkway Tank construction project. There has been no change in scope for
construction services, on this project.
Based on the effect of a 16-month delay on direct costs, the revised cost of construction phase
services is as follows:

SUBJECT: Amendment No. 1 to Agreement for
Engineering Services with HNTB Corporation
for Randall Road Elevated Tower
PURPOSE
This memorandum will provide the Mayor and members of the
City Council with information to consider awarding Amendment
_` No. 1 to the agreement for engineering services with the
rik consulting firm of HNTB Corporation, Chicago, for additional
design and construction services .
BACKGROUND
On May 25, 1994, a contract was awarded to HNTB Corporation
for preparation of engineering plans and specifications for
the 1.0 million gallon Randall Road elevated tower. The
contract was executed on June 13, 1994 . The overall schedule
for design services was 12 weeks, and the schedule for con-
struction services was 14 months . The City's budget consider-
ations postponed the construction funding 16 months until
this year. This amendment contains fee increases for design
and construction services totaling $9,692 . The additional
costs involve design services for a control valve and teleme-
try at the Airlite Street Water Treatment Plant and addition-
al construction compensation based on increases in salary,
expenses, and overhead resulting from a 78-week extension of
the project schedule. A detailed proposed Contract Amendment
No. 1 is attached.

FINANCIAL IMPACT
As part of the 1996 bond sale, $1 . 430 million was issued for
the Randall Road water tower project. To date, $1 ,331 million
has been encumbered and spent. There are sufficient water
funds remaining in account number 396-4000-795 . 92-36, project
number 409517 , Randall Road 1 MG Water Tower, to pay for this
amendment.

ALTERNATIVES
None.
RECOMMENDATION
It is recommended that the Mayor and members of the City
Council authorize the execution of Amendment No. 1 to the
agreement for engineering services with HNTB Corporation to
provide for these additional services for a price of $9,692 .
