BACKGROUND
The State of Illinois passed legislation dated 9-16-92 cited

The City was contacted by the Noon Kiwanis in July, 1994 to
adopt Route 31, from the Soo Railroad to Kimball Street. An
agreement with IDOT was required and is in place. A revised
agreement between the City and the Noon Kiwanis is attached
for your consideration. The revised agreement extends the
Noon Kiwanis ' commitment another two years . This agreement
requires the signature of the City Manager.
