May 16, 1996
TO: Mayor and Members of the City Council
FROM: Richard B. Helwig, City Manager
SUBJECT: Change Order No. 1 for the Northwest Interceptor
Sewer (NWIS) Phase I Construction Contract
PURPOSE
The purpose of this memorandum is to provide the Mayor and
members of the City Council with information to consider
approving Change Order No. 1 deducting $225, 069 from the
contract with Michels Pipeline Construction, Inc.
eft. BACKGROUND
On April 26, 1995 the City Council authorized the Mayor to
enter into a contract with Michels Pipeline Construction,
Inc. to construct the subject interceptor sewer. During
pre-construction discussions with Michels Pipeline, they
proposed the elimination of several deep manholes with longer
sewer lines between manholes . Since the construction of the
deep manhole shafts is costly, substantial savings to the
project would be realized if the manholes were eliminated.
As the initial design met Illinois Environmental Protection
Agency ( IEPA) requirements, a revised plan was submitted to
IEPA illustrating the proposed changes . IEPA accepted the
change and issued a revised construction permit. Change Order
No. 1, attached, details the adjustments to the contract with
Michels Pipeline. Michels Pipeline has agreed to the terms
of the change order and has signed the Change Order.

sewer capital expenditures .
LEGAL IMPACT

ALTERNATIVES
There is no alternative to this deduct change order. After
the alternate was approved by IEPA and FRWRD, Michels
Pipeline was authorized to proceed with the new alignment at
