FOR LIGHTING REPAIRS AT CARLETON ROGERS PARK BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS, that Richard B. Helwig, City Manager, be and is hereby authorized and directed to accept the proposal on behalf of the City of Elgin of E. Helwig, City Manager SUBJECT: Carleton Rogers Park - Emergency Lighting Repairs PURPOSE The purpose of this memorandum is to award a contract for emergency lighting repairs at Carleton Rogers Park. BACKGROUND Carleton Rogers Park, in the heart of downtown Elgin at Spring Street and Highland Avenue, has had continual problems with failed lighting. The condition creates an unsafe environment for pedestrians and detracts from the aesthetics of downtown. The park site is located adjacent to the Spring Street Parking Deck and downtown business, thus the emerging situation exists under the procurement ordinance. Installed 20 years ago, the lighting system has failed com- pletely and is in need of total replacement. The existing pole and fixtures are obsolete and cannot be replaced. The lights have been off since March, however, City crews have been attempting to make repairs and find parts for the old existing system. Quotations were solicited from three vendors to replace the pole and fixtures and to install completely new wiring. The new pole and fixtures will be as shown in Exhibit A. This type of lighting currently is in place at the downtown entry- way parks. COMMUNITY GROUPS/INTERESTED PERSONS CONTACTED r None. Mayor and Members of the City Council April 14, 1995 r Page 2 LEGAL IMPACT Section 5.20 . 010 of the Procurement Ordinance requires written finding that "Emergency Exists" and the basis of selection must be set out. This memorandum serves as the finding and basis of selection. FINANCIAL IMPACT E. Charles Miller Electric Company has provided a quotation to acquire and install eight light poles and fixtures at Carleton Rogers Park for a cost not to exceed $17,400 . Three quota- tions for the project were solicited and the selection is based on price. The project costs will be charged to Capital Improvement Fund (Account #385-0000-795. 93-80, Project #509526 ) where sufficient funds exist.
