RESOLUTION
AUTHORIZING EXECUTION OF AN EXTENSION OF AN AGREEMENT WITH THE
ILLINOIS DEPARTMENT OF TRANSPORTATION FOR THE
"EL PROTECTOR" PROGRAM
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS, that Richard B. Helwig, City Manager, be and is
hereby authorized and directed to execute an extension of a
Highway Safety Project Agreement on behalf of the City of
Elgin with the Illinois Department of Transportation for the
"El Protector" program for the period July 1, 1995 through
June 30, 1996, a copy of which is attached hereto and made a
part hereof by reference.

This project allocates funds for the Elgin Police Department to continue the
"El Protector" Program. The program is designed to educate the Latino population
concerning traffic safety issues. Special educational materials and presentations
(both in Spanish and English) will be made available to areas listed within the
agreement.

SUBJECT: Renewal of Grant Agreement with the Illinois Depart-
ment of Transportation for the El Protector Program
PURPOSE
To renew a grant agreement with the Illinois Department of
Transportation for a one year period, July 1995 to July 1996 .
BACKGROUND
The Elgin Police Department has been working to improve rela-
tions with the Hispanic Community in Elgin, approximately 19%
of the City' s population. It has been noted that a dispropor-
tionate number of traffic related arrestees have Hispanic
surnames.
The Elgin Police began searching for a means to address this
problem and located the "El Protector" program operating in
Arizona and California. The program was researched and found
to have great value. The Elgin Police Department then sought
and secured funding from the Illinois Department of Transpor-
tation with Federal Traffic Safety Funds .
For the first two years of a three year agreement, the Elgin
Police Department received 100% funding for said project.
The third and final year of the program will receive 75%
funding. Each year, the grant must be renewed by the City.
The proposed grant (third year) will finance 75% of the pro-
gram expenses, which include the salary and benefits for one
police officer and a part time secretary on a reimbursement
basis. Also authorized in the grant are various expenses and
equipment to maintain the program in the Northern Illinois
area. Significant impact in the area of compliance has been
( noted by the Elgin Police Department as a result of this
program.

FINANCIAL IMPACT
The total cost of the program is $86 ,355 . 00, of which 75%, or
$64,766 .25, will be reimbursed by the grant from I .D.O.T.
The remaining 25%, or $21,588. 75, would be the City's cost
obligation. This amount is available in the regular Police
Department payroll budget, Account No. 010-2307-01-01 .
LEGAL IMPACT
None.
RECOMMENDATION
It is recommended that the City Council approve the third
year of the grant for the "El Protector" Program and author-
ize its execution.
