Dear Mr. Kristiansen:
Recently the City of Elgin executed the Agreement for the Maintenance of Municipal
Streets for the period beginning July 1, 1995. At the time the City of Elgin signed this
agreement we were unaware that the Comptroller's Office would require the execution
of the International Boycott Certification. The Department of Transportation
attempted to attain a waiver for this requirement but was unable to do so. Therefore, in
order for payment to be made to the City of Elgin the Comptroller's Office has required
that the attached form be completed. Please return the completed form to:
Illinois Department of Transportation
Attn: Robert Holub

Schaumburg, Illinois 60196
If you have any questions concerning the Agreement for Maintenance of Municipal
Streets, please contact the undersigned at 708-705-4163. If you have questions
concerning the necessity for completing the International Boycott certification, please
contact Mr. Joe DiRocco of the Comptroller's Office at 217-782-3608.

TO: Mayor and Members of the City Council
FROM: Richard B. Helwig, City Manager
SUBJECT: Amendment No. 1 to Agreement with IDOT
for the Maintenance of State Highways
PURPOSE
The purpose of this memorandum is to provide information to
the Mayor and members of the City Council with information to
consider an Amendment No. 1 to our agreement with IDOT for the
maintenance of State Highways within the City.
BACKGROUND
At the meeting on July 26, 1995, City Council adopted the
ordinance authorizing the subject agreement. On October 4,
1995, we received. correspondence from IDOT requiring the
execution of an International Boycott Certification. The IDOT
letter and copy of the amendment is attached. The amendment
to certify it will require the City not participate in an
international boycott in violation of federal regulations .
COMMUNITY GROUPS/INTERESTED PERSONS CONTACTED
None.
FINANCIAL IMPACT
The IDOT agreement provides for $56,555 to be paid to the
City. As individual expenditure records for specific
maintenance on State highways are not kept, accurate
expenditure costs related to the agreement are not available.
In our judgment however, actual costs approach the revenues
received.
LEGAL IMPACT
None.
