HomeMy WebLinkAbout95-18 Resolution No. 95-18 RESOLUTION AUTHORIZING EXECUTION OF AN INTERGOVERNMENTAL AGREEMENT WITH THE COUNTY OF KANE FOR BICYCLE RACKS BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS, that George VanDeVoorde, Mayor, and Dolonna Mecum, City Clerk, be and are hereby authorized and directed to execute an Intergovernmental Agreement on behalf of the City of Elgin with the County of Kane for bicycle racks, a copy of which is attached hereto and made a part hereof by reference. s/ George VanDeVoorde George VanDeVoorde, Mayor Presented: February 8, 1995 Adopted: February 8, 1995 Omnibus Vote: Yeas 6 Nays 0 Attest: s/ Dolonna Mecum Dolonna Mecum, City Clerk INTERGOVERNMENTAL AGREEMENT FOR THE PROVISION OF BICYCLE RACKS WHEREAS, the Chicago Area Transportation Study has awarded to the Regional Council of Mayors the use of Congestion Mitigation/Air Quality (CMAQ) funds from the Federal Intermodal Surface Transportation Efficiency Act ( ISTEA) for the purpose and installation of bicycle racks and lockers (hereinafter known as PROJECT) ; and WHEREAS, the CMAQ funds provide a maximum of eighty percent ( 80%) of the cost of said PROJECT, requiring a twenty percent (20%) match by the participating local agencies; and WHEREAS, at the request of the Kane County Council of Mayors the County of Kane acting through the Kane County Division of Transportation has agreed to act as lead agency for the joint agreement required for the implementation of the PROJECT. NOW, THEREFORE, BE IT AGREED that as a participant in the PROJECT the City of Elgin shall pay to the Kane County Division of Transportation an amount equal to the required twenty percent (20%) local match, which is estimated to be $1, 750 upon completion of the PROJECT. BE IT FURTHER AGREED that the City shall make available a staff member to act as liaison with the successful contractor for the purpose of setting locations and providing assistance with general supervision and inspection. Helwig, City Manager SUBJECT: Intergovernmental Agreement for the Purchase of Bicycle Racks PURPOSE To request the approval of an Intergovernmental Agreement for the provision of bicycle racks . r BACKGROUND In the spring of 1994 , the City of Elgin was awarded the ISTEA grant whereby a total of twelve bicycle racks would be installed in six different locations . The sites include: the mini park at the intersection of Prairie and Grove; con- cession stand area by the BMX track; Lords Park swimming pool entrance area; Wing Park swimming pool entrance area; Trout Park Nature woods entrance area and the Slade Avenue Water Treatment bikepath area. As a participant in this project, the City of Elgin is to pay the Kane County Division of Transportation 20% of the total estimated $8, 750 or a maximum of $1, 750 upon completion of the project. This agreement (attached) requires the signa- ture of the Mayor and the City Clerk. COMMUNITY GROUPS/INTERESTED PERSONS CONTACTED None. Dear Ms. Mecum: The Kane County Council of Mayors is very happy to have been able to provide local agencies such as yours with the opportunity.to take part in the Council of Mayors Bike Rack Program. The Kane County Council Region installed 112 bike racks through this program with excellent results. Agreeing to pay a local match of the total cost of your share of the program was part of the agreement you made with the Kane County Council of Mayors and the Kane County Division of Transportation at the beginning of this program. The Kane County Division of Transportation acted as the lead agency throughout the installation phase of this program, paying for the bike racks and their installation initially to speed up the process and to monitor the program. With the program having been completed and final costs of participation for each local agency known, it is appropriate at this time for your agency to pay the Kane County Division of Transportation your share of the local matching funds. Enclosed is a copy of the Kane County Council's Summary of Cost Participation with your agency's total local share highlighted. We are requesting that you please pay the amount of$2,492.41 to the Kane County Division of Transportation as your agency's local share of cost for the installation of 10 bike racks.
