SUBJECT: Renewal of Elgin Community College Contract for
Police Service 1995/96
PURPOSE
The purpose of this memorandum is to authorize the approval
of a contract with Elgin Community College (ECC) for police
services from July 1, 1995 through June 30, 1996.
BACKGROUND
The Elgin Police Department began supplying enhanced police
patrol service to the downtown and main campuses of ECC in
1994. Three sworn Elgin police officers have provided routine
police services and security services for the College. The
estimated full cost of three officers (Attachment A) is reim-
bursed by ECC. The students of the College, the College
staff and administration and Elgin residents in the surround-
ing area have enjoyed a heightened sense of security and
safety. ECC wishes to continue this contract for an addition-
al year and expand the hours of work and corresponding remu-
neration. This change will have only a minor effect on patrol
operations and will greatly enhance the College's security
operation.
COMMUNITY GROUPS/INTERESTED PERSONS CONTACTED
The ECC Board has considered and approved this contract for
the coming year.
FINANCIAL IMPACT
The proposed agreement represents an increase in the funding
by the College from $120,000 in 1994/95 to $146,000 during
this contract period. In return for this increased funding,
ECC will use more hours and fewer duty-days will be returned
to the Police Department during the school year, 33 days as
opposed to 79 days during the previous contract. The program
was anticipated during the 1995 budget process with the fees
to be paid by-ECC included in the General Fund, account num-
ber 010-2308-534-01.01.
