RESOLUTION
AUTHORIZING EXECUTION OF AN EMPLOYMENT AGREEMENT WITH
HARRY DWYER
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS, that Robert O. Malm, Interim City Manager, and
Dolonna Mecum, City Clerk, be and are hereby authorized and
directed to execute an employment agreement on behalf of the
City of Elgin with Harry Dywer for his services as an
assistant golf professional, a copy of which is attached
hereto and made a part hereof by reference.

EMPLOYMENT AGREEMENT
WHEREAS, the City Council of the City of Elgin
desires to employ Harry Dwyer as an Assistant Golf
Professional of the City of Elgin; and
WHEREAS, Harry Dwyer is willing to accept
appointment as an Assistant Golf Professional of the City of
Elgin upon certain terms and conditions; and
WHEREAS, the employment of Harry Dwyer, as an
Assistant Golf Professional for the City of Elgin upon the
terms and conditions recited herein, is in the best interests
of the City of Elgin.
NOW, THEREFORE, for and in consideration of the
mutual covenants contained herein, the City of Elgin, a
municipal corporation, and Harry Dwyer agree as follows :
1 . That for and in consideration of the annual
salary established by ordinance of the City of Elgin as it may
be amended from time to time, and the other terms and
conditions contained herein, Dwyer agrees to act as an
Assistant Golf Professional of the City of Elgin and to
exercise all the powers and to carry out to the best of his
ability all the duties imposed upon him as an Assistant Golf
Professional. The Assistant Golf Professional shall:
a. Be responsible to the Head Golf Professional .
b. Supervise the merchandising operation of the
golf shops . Train staff in sales of merchandise.
c. Supervise the concession operation of both
golf shops .
d. Supervise and schedule individual and group
lessons with the appropriate instruction as agreed to by
the Head Golf Professional .
e. Help plan promotions for the golf course.
f . Help organize and administer leagues,
tournaments, programs and work with high school golf
teams .
g. Help develop, evaluate, recommend and manage
procedures that will inform and direct the public
regarding proper golf etiquette, rules and regulations .
h. Help maintain the cleanliness of golf carts
and pull carts and administer the rental program.
i . Perform other duties as directed by the Head
Golf Professional.
3 . The City shall provide the following:
a. Per annum base rate of $13,000.00 effective
March 6, 1994, to be paid in equal biweekly installments
throughout the employment period of 36 weeks .
b. Receives all receipts for his golf lessons
(both individual and group except for junior lessons) .
c. Benefit package which shall include: 1)
enrollment in the Illinois Municipal Retirement Fund

(including Social Security) ; 2) one ( 1) day off each
week.
3 . Further, the Assistant Golf Professional shall
be governed by the City's Personnel Rules and Regulations,
except that the benefits received shall be those herein
identified.
4 . This letter of understanding covers one ( 1) golf
season, extending from March 6 through the 12th day of
November, 1994 .
5 . This employment agreement may be terminated by
either party, and nothing contained herein shall be construed
to create anything other than an employment at-will agreement.

SUBJECT: Employment Contract for Assistant Golf
Professional, Harry Dwyer
PURPOSE
To request City Council approval of an employment contract
for Harry Dwyer as Assistant Golf Professional.
BACKGROUND
4rk In 1991, the Assistant Golf Professionals were put on con- •
tract. This was done in conjunction with a restructuring of
the clubhouse job classifications and descriptions to effect
supervision and to allow for specialized work at odd times of
the day and week.
This program has been successful and should be continued in
1994. Harry Dwyer has done a fine job during the three years
he has worked for the City of Elgin. It is staff's recommen-
dation that Mr. Dwyer remain in the capacity of Assistant
Golf Professional.
FINANCIAL IMPACT
The cost of this contract, $13,000 (for 36 weeks) will be
paid in the 1994 Budget.
LEGAL IMPACT
None.
RECOMMENDATION
It is recommended that the City Council approve an employment
contract with Harry Dwyer as Assistant Golf Professional.
