HELWIG BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS, that Robert Gilliam, Mayor Pro Tem, and Dolonna Mecum, City Clerk, be and are hereby authorized and directed to execute an Employment Contract on behalf of the City of Elgin with Richard B. Helwig for his services as City Manager of the City of Elgin, a copy of which is attached hereto and made a part hereof by reference. s/ Robert Gilliam Robert Gilliam, Mayor Pro Tem Presented: March 9 , 1994 Adopted: March 9, 1994 Omnibus Vote: Yeas 5 Nays 0 Attest: s/ Dolonna Mecum Dolonna Mecum, City Clerk EMPLOYMENT CONTRACT In consideration of the compensation and other considerations made by the City of Elgin, Richard B. Helwig agrees to act as City Manager for the City of Elgin and to carry out to the best of his ability all the duties imposed upon that office by the statutes of the State of Illinois and the ordinances of the City. 1. This agreement is for an indefinite term and may be terminated by Richard B. Helwig upon the giving of notice, in writing, to the Council at least twenty-eight (28) days before, but not more than forty-five (45) days before the effective date of said notice of termination, unless otherwise agreed by City. This contract may be terminated by City acting through its corporate authorities . 2 . Richard B. Helwig shall commence employment on April 11, 1994 at an annual salary of $109,659 .00. 3. The City shall, in addition to employer annual contributions to the Illinois Municipal Retirement Fund, provide for and contribute the sum of $7,500.00, in total, as deferred compensation allocated as directed by Richard B. Helwig to qualified retirement plans. 4 . The City shall pay to Richard B. Helwig $350. 00 per month as an automobile allowance. 5. The City shall pay all expenses associated with moving Richard B. Helwig's furniture, household goods, and personal possessions to Elgin; Richard B. Helwig shall obtain three estimates of moving expenses from reputable experienced movers and employ the lowest qualified bidder for such purposes . 6 . City shall pay Richard B. Helwig the sum of $800 .00 per month as a temporary housing allowance for a period of three months following his commencement of employment. 7 . Upon termination of employment from the Office of City Manager by City, Richard B. Helwig shall receive as severance pay an amount equal to one half of his annual base salary. 8. Richard B. Helwig shall be entitled to four weeks of vacation. 9 . Except as modified by the terms and provisions as provided above, Richard B. Helwig shall be entitled to all other benefits and privileges afforded to Class A management level employees under applicable ordinances of the City of Elgin, including health insurance, vacation and sick leave and participation in the Illinois Municipal Retirement Fund. IN WITNESS WHEREOF, the City of Elgin has caused this agreement to be executed by its Mayor and duly attested by its City Clerk; Richard B.
