HomeMy WebLinkAbout94-33 Resolution No. 94-33 RESOLUTION APPROVING CHANGE ORDER NO. 1 IN THE CONTRACT WITH CENTRAL BLACKTOP CO. , INC. FOR THE SLADE AVENUE FACILITIES ROADWAY IMPROVEMENT • WHEREAS, the City of Elgin has heretofore entered into a contract with Central Blacktop Co. , Inc. for the Slade Avenue facilities roadway improvement; and WHEREAS, it is necessary and desirable to modify the terms of the contract as is described in Change Order No. 1, attached hereto. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS, that Robert O. Malm, Interim City Manager, be and is hereby authorized and directed to execute Change Order No. 1, a copy of which is attached hereto and made a part hereof by reference. s/ Robert Gilliam Robert Gilliam, Mayor Pro Tem Presented: February 9, 1994 Adopted: February 9, 1994 Omnibus Vote: Yeas 6 Nays 0 Attest: s/ Dolonna Mecum Dolonna Mecum, City Clerk SLADE AVENUE FACILITIES ROADWAY IMPROVEMENT Change Order #1 SCOPE: Change order 11 covers additional changes in the scope of the Slade Avenue facilities roadway contract that were not reasonably foreseeable at the time the contract was signed and are in the best interests of the City. Items covered in this change order are: 1. Abandoned electric manholes, 2. Plug sewer lines, 3. Revise overlook drinking fountain for wheelchair accessibility, 4. Modifications to the overlook foundation, 5. Install handrail at overlook, 6. Landscaping and top soil in lieu of aggregate shoulders, and 7. Brick masonry in lieu of Astra Glaze for the entry sign. This contract is with Central Blacktop Co. , Inc. , LaGrange, Illinois. REASONS FOR CHANGE: 1. During excavation of the lower road, two abandoned electrical manholes and two lines were discovered that required capping and filling with sand. These items were not included in the original contract. This results in a net addition to the contract. 2. Also during excavation of the lower road two abandoned sewer manholes and two lines were discovered that required capping and filling with sand. This item was not included in the original contract. This results in a net addition to the contract. 3. The project was originally designed and bid with a standard drinking fountain. In order to comply with the Illinois Accessibility Code, the drinking fountain was modified to make it wheelchair accessible. This results in a net addition to the contract. 4. Due to the change in elevation and unsuitable soil found at the overlook site, additional work, including excavation, stone, dewatering, concrete, and backfill, was required. This results in a net addition to the contract. 5. As constructed there exists a five- to six-foot drop off the river side of the overlook to the river. For safety purposes a handrail was installed. This results in a net addition to the contract. 6. The roadway was originally designed with aggregate shoulders but was deleted and changed to seeding due to future maintenance consideration and the park-like future use. Additionally, the City of Elgin no longer requires aggregate shoulders. The net effect is a savings of $9,875.00. 7. ENTRY SIGN: 7.1 The entry sign was originally designed using glazed masonry block. As maintenance problems were foreseen, this was changed to brick matching the existing facility. This results in a credit of $1,000.00. SLADE AVENUE FACILITIES ROADWAY IMPROVEMENT Change Order #1 Page 2 7.2 The project was originally designed with a partial block foundation. This was redesigned to a total concrete foundation. This results in an additional cost to the contract. 7.3 The original design did not provide for a coping cap on the entry sign. A coping cap was needed to keep the water from entering between the brick. This results in an additional cost to the contract. With change order #1 amounting to a credit of $2,910.00 (two thousand nine hundred ten and 00/100 dollars) and actual measured in place quantities, the final revised contract amount is $232,590.05 (two hundred thirty-two thousand, five hundred ninety and 05/100 dollars) , a savings of $45,269.20 when compared to the bid amount. OTHER CONTRACT PROVISIONS: TIME OF COMPLETION: Landscaping has not been completed due to weather conditions. As a result, the final completion date has been rescheduled to June 20, 1994. However, the project is substantially completed in accordance with the contract conditions. All other contract provisions shall remain the same. Maim, Interim City Manager SUBJECT: Approval of Change Order #1 for the Slade Avenue Facility Roadway Improvements PURPOSE This memorandum will provide the Mayor and Council with information to consider in authorizing Change Order #1 for the Slade Avenue facility roadway improvements and request an extension for project completion. r BACKGROUND The City Council awarded the contract for the construction of the Slade Avenue facility roadway improvements to Central Blacktop Co. , Inc. , of South Elgin, on August 11, 1993. Change Order #1 covers some minor changes in the construction of the subject project that were not reasonably foreseeable at the time the contract was signed and are in the best inter- ests of the City. Change Order #1 is attached. The extension until spring is requested to coincide with the optimal season for planting grass. FINANCIAL IMPACT The initial contract was awarded for $277,859.25 (Project #409045, Acct. #392-00-00-795.92-32) . Change Order #1 amounts to a credit of $2,910.00. With this change order and other actual measured in place quantities, the final revised amount of the contract is $232,353.80, amounting to a savings of $45,505.45 over the initial contract amount.
