RESOLUTION
APPROVING CHANGE ORDER NO. 2 IN THE CONTRACT WITH
ENVIRONMENTAL SCIENCE AND ENGINEERING, INC. FOR
THE POLICE FACILITY SITE
WHEREAS, the City of Elgin has heretofore entered into a
contract with Environmental Science and Engineering, Inc. for
assessment activities and remediation design for 152 North
Spaing Street, the police facility site; and
WHEREAS, it is necessary and desirable to modify the
terms of the contract as is described in Change Order No. 2,
attached hereto.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF ELGIN, ILLINOIS, that Richard B. Helwig, City Manager,
be and is hereby authorized and directed to execute Change
Order No. 2, a copy of which is attached hereto and made a
part hereof by reference.

CHANGE ORDER NO. 2
SCOPE: This Change Order No. 2 coven additional environmental consukk4
servicas associated with the remediadon of contaminated soils at the Police
Facility Site under a contract awarded June 9, 1993.
The Contractor for this pro3-:t is MtAronmemal Scam&Engineering,
Inc. of Chicago,Drinds.
REASONS FOR CHANGE: 'This Change Order is required to complete the following additional
tasks related to the subject site.

ESE personnel will be on-site during the soil removal operations to direct do removal of
Contamui and materials as identified through the subsurface investigations previously performed.
ESE will screen soils with a photolonization detector (PID) which has a non-compound specific
detection limit of one part per million of organic vapor. Based upon the results of PID
measurements, ESE field personnel will direct the excavation contractor to remove those soils
exhibiting corn�a
Once the excavation has progressed to a point where the PID no longer detects organic vapors
and visual observations indicate clean soil conditions,ESE will direct the excavation contractor to
can soil removal activities. ESE will collect soil samples at intervals along the sidewalls and
floor of the excavation. Soil samples will be placed in an iced cooler and shipped to ESE's
Peoria, Illinois laboratory for analysis under Chain of Custody procedures.
If the soil samples confirm that the remaining soils are within clean up objectives for the aloe,
then the excavation work will be complete. If clean soil conditions are not documemed, ESE will
direct the excavation contractor to resume soil removal activities as necessary and warranted
based on the laboratory results.
During the soil remediation program,ESE personnel will observe the Contractor's operations and
procedures to ensure compliant with the specifications. This task will include monitoring the
quantities of soil removed by the excavation contractor and any unit Quantities as gmclfW in the
contract documents. ESE will review soil disposal manifests prior to signature by a
representative of the City. ESE will advise the City of any work performed tint does not

For the purposes of this change order. the estimated quantity of soils to be removed is 5,000
cubic yards, eoinddWg with die excavation contractor's base bid quantity. Tiha servkea will
include a total of ten days (el&hours per day) of on-fit activity.
LSE will not direct the methods or moans of the Contractor's excavation work nor assume
responsibility for the Contractor's Health and Safety program. ESE will prepare a Reahh and
Safety plan for its own personnel is compliance with OSHA requirements.
Task 2 - Soil SBmnle Analysis
Soil samples will be analyzed for the presence of benzene, ethylbenzene, toluene and xylenes
(13ETX) in accordance with USEPA method 8020 and polynuclear aromatics (PNAs) in
accordance with USEPA method 8310. A maximum of 20 soil samples will be analyzed. A total
of six of the 20 samples are anticipated to be analyzed on a rush turnaround basis (48 hours)to
accommodate,the Contractor's field adhedule.
ESE will evaluate bids received from contractors and provide recommendations for award. FM
will attend one pro-construction meeting to schedule and coordinate the planned soil excavation
work with the selected Contractor and City representatives.
ESE will review applications for payment from the excavation Contractor and matte
recommendations for payment.
ESE will make a final inspection of the site to verify &a completion of the Contractor's work and
issue a notice of substantial completion.
ESE personnel will participate in meetings and provide consultation services necessary to
coordinate this aspect of the work with the overall remediation program and implementon of
ft police station construction with the City's Construction Manager and Architecx. A total of
fire meetings are anticipated for this task.

Following the completion of soil excavation field activities and the return of laboratory results,
ESE will prepare documentation summarizing the excavation activities completed, the results of
laboratory analyses, information regarding disposal of contaminated materials, and conclusions
and recommendations. This report will be written so that it can be integrated into the Corrective
Action Completion Report following the completion of other corrective action activities planned
for the site.

SUBJECT: Change Order No. 2 for Soil Remediation Oversight
Services at the Law Enforcement Facility Site
PURPOSE
The purpose of this memorandum is to forward to the Mayor and
City Council Change Order No. 2 for soil remediation over-
sight at the law enforcement facility site.
BACKGROUND
In June of 1993, the City and Environmental Science and Engi-
neering (ESE) entered into an agreement which called for ESE
to determine the extent of contamination on the police facili-
ty property and to develop a methodology to remediate the
site.
Environmental tests were done and a Corrective Action Plan
was submitted to the- Illinois Environmental Protection Agency
(IEPA) in November of 1993. IEPA reviewed the submittal and
required additional borings and monitoring wells to be placed
on the site.
Change Order No. 1 was approved in March of 1994 . The change
order authorized the additional soil boring and monitoring
wells. It also included funds for developing specifications
for the removal of 5,000 cubic yards of soil from the site as
well as funding for the preliminary design of the in-ground
remediation system. The change order was for $44,496 . It
brought the total contract amount to $87,335.00.
Change Order No. 2 is required to complete the following
additional tasks related to the site:

tor and City representatives .

tion Contractor and make recommendations for payment.

notice of substantial completion.
ESE personnel will participate in meetings and provide
consultation services necessary to coordinate this as-
pect of the work with the overall remediation program
and implementation of the police station construction
with the City' s Construction Manager and Architect. A
total of three meetings are anticipated for this task.
Task 4 - Report Preparation
Following the completion of soil excavation field activi-
ties and the return of laboratory results, ESE will
prepare documentation summarizing the excavation activi-
ties completed, the results of laboratory analyses,
information regarding disposal of contaminated materi-
als, and conclusions and recommendations . This report
will be written so that it can be integrated into the
Corrective Action Completion Report following the comple-
tion of other corrective action activities planned for
the site.
FINANCIAL IMPACT
The change will result in a $24,725 increase in the contract
with ESE from $87,335 to $112,060. The costs associated with
the soil remediation oversight should be eligible for reim-
bursement from IEPA LUST funds. Expenses related to this
project will be charged to the 1991 G.O. Bond Fund
(391-0000-795-92 .32, Project 039503) , budgeted for site devel-
opment and preparation.
