Helwig, City Manager SUBJECT: Area III Improvement Project Survey PURPOSE This memorandum is intended to provide updated results of the Area III survey. BACKGROUND After reporting to the City Council in April, staff was asked to see if the participation could be increased. In addition (1114. to neighbors on both sides of the issue attempting to encour- age responses, a second follow-up mailing was sent to non-re- spondent property owners using Kane County property records . Cook County records are available only on microfiche at the Hanover Township office on an individual property basis and were not pursued. COMMUNITY GROUPS/INTERESTED PERSONS CONTACTED The updated results of the survey for the entire area (Exhib- it A) show 209 responses with 114 in favor and 95 opposed. There is a potential 295 addresses (Exhibit B) giving a 71% response rate. When first reported to the Council there were 144 responses -- 65 in favor and 79 opposed. The City Council also expressed interest in the effect of renters responding. Of the ten people saying they were rent- ers, nine said yes and one said no. Streets with perhaps the worst roads and the biggest drainage problems are those in the study area east of and including Sherwood Avenue. In addition, Elma Avenue is a bus route. One of the City's large parks, Trout Park, is adjacent to Trout Park Boulevard. For the area east of Sher- wood, a 110-84 majority responded (of 278 properties) in favor of the project. FINANCIAL IMPACT A revised financial estimate was prepared for the surveyed area east of Sherwood Avenue. That estimate is engineering -of $285,000 in 1995, construction/inspection of $3 . 295 mil- lion in 1996 for a total of $3.580 million. If 60% were deemed public benefit, the City' s cost in is estimated to be approximately $2 . 150 million with an additional $1 .430 mil- lion from private assessments . If directed, staff would begin planning for this project as the next Special Assessment project. Scheduling of the project would be a part of the five-year financial plan. RECOMMENDATION ""' Given that this project would greatly improve a neighborhood that is one of the last without streets built to urban stan- dards, it recommended that the five-year financial plan anticipate budgeting for engineering 'of this project in 1995 . Pearson, Budget/Public Information Officer SUBJECT: Area III Input from Mr. Wacker One clarification is already needed for the preliminary costs provided to the Council and to the residents . Legal and interest reserve should have been calculated as 12% of the entire project cost rather than just the construction costs. Using the same projections, the total rough order of magni- tude for the project cost goes up by $65,000 to $3,360,000 . Private Assessment estimates would need to accordingly be revised. Please keep in mind that the estimated Private Assessment is shown using a simple 40% rate. In reality, all storm water and sanitary sewer work is public benefit and would not be a part of the private assessment. Attached you will find Mr. Dennis Wacker's letter to you dated August 6 . Mr. Wacker is responding to my letter inform- ing all addresses we have in Area III know about the upcoming City Council meeting. I also supplied a copy of the same agenda memorandum to all in the survey area. As you requested, a few comments on Mr. Wacker's letter fol- low, using his outline: 1. Cost All discussions on cost have been prefaced with the disclaimer that these are very rough "order of magnitude projections" . No engineering work has yet been accom- plished from which more accurate cost estimates can be prepared. The worksheet (Attachment A) used for the latest financial impact inflates costs by 5% per year. However, we do have the recent experience with Area II as a guide. That guide is actual costs to the property owners and to the City. In the original letter dated February 1, we said the Area II property assessments "'" ranged between $3,600 and $4,500 per 50 foot lot front- age. In the next paragraph, given the uncertainties of making projections, we said the annual cost for a ten- Richard B. Helwig August 8, 1994 Page 2 year period would be approximately $500 to $600 per year, based on a 50 foot frontage. The estimate from April to August was amended to add almost 1,500 linear feet for Sherwood Avenue, increasing the estimated cost. We've attempted at all times in this process to make valid assumptions and provide a reasonable and accurate estimate at all times. 2 . Discrepancies a. I 've attached copies of all the Luda responses received to date. My response when the issue came up that night in April was that we would take anoth- er look at the tally. Review of those responses that are attached reverifies the totals recently reported. Mr. Wacker or anyone is welcome to re- view the survey cards and compare them to the tally sheet. Parkway Avenue - All along, we've used the color- coded map to track responses (attached, green for yes and blue for no) . This map provides a good illustration of the subject area with known address- es, including vacant lots . Those addressed shown on Stuart do total 61 . The same applies to Parkway. A copy of the response from the Church of the Breth- ren in the affirmative is also attached. b. No vote is currently recorded for Coleman School . My records do not list them as being on the origi- nal mailing list, although they should have re- ceived the follow-up letter. I will have these sent right away.
