Helwig, City Manager, and Dolonna Mecum, City Clerk, be and are hereby authorized and directed to execute an extension, on behalf of the City of Elgin, to the Employment Agreement Agreement between the City of Elgin and Nasakhoune Siphengphone to extend the term of the agreement to and including September 30, 1994 . s/ George VanDeVoorde George VanDeVoorde, Mayor Presented: August 10, 1994 Adopted: August 10, 1994 Omnibus Vote: Yeas 7 Nays 0 Attest: s/ Dolonna Mecum Dolonna Mecum, City Clerk EXTENSION OF EMPLOYMENT AGREEMENT THIS AGREEMENT, made and entered into this /hi day ofl� `,/ ;/ , 1994 , by and between the City of Elgin, Illinois a municipal corporation (hereinafter referred to as the "City" ) and the Nasakhoune Siphengphone, WITNESSETH: WHEREAS, the City and Nasakhoune Siphengphone have previously entered into an Employment Agreement effective December 6 , 1993 (hereinafter referred to as the "Employment Agreement; and WHEREAS, said Employment Agreement expired as of June 30, 1994; and WHEREAS, the City has extended through September 30, 1994, a grant agreement with the Y.W.C.A. relating to refugee target assistance; and WHEREAS, the employment of Nasakhoune Siphengphone is related to the servies provided for in the Refugee Target Assistance Grant; and WHEREAS, the parties hereto desire to extend the Employment Agreement through September 30, 1994 . NOW, THEREFORE, it is hereby agreed by and between the parties hereto for and in consideration of the mutual covenants and promises contained within the original Employment Agreement, and for other good and valuable consideration, the receipt and sufficiency of which is hereby acknowledged, that the subject Employment Agreement between the parties is hereby extended up to and including September 30, 1994 . Helwig, City Manager SUBJECT: Lao Community Outreach Grant Extension PURPOSE To request City Council approval to extend the agreement with the Elgin YWCA and the Illinois Department of Public Aid for an additional three months for the Lao Community Outreach Worker under a Crime Prevention grant. BACKGROUND F The City of Elgin has participated with the Elgin YWCA in a grant from the Illinois Department of Public Aid since Janu- ary of 1993. The Elgin Police Department currently employs Nasakhounp sil, rifjpilone as a Community Outreach Worker under the terms of this agreement. Ms. Siphengphone acts as a liaison to the Lao Community. Ms . Siphengphone works out of the juvenile division and has been instrumental in our dealings with Laotian gangs and other Lao community issues. Elgin has the largest population of Lao refugees in the State of Illinois, including the City of Chicago, with more than 3,000 . This grant will extend this work until September 30, 1994, at that time the grant. will expire and the position will terminate. COMMUNITY GROUPS/INTERESTED PERSONS CONTACTED The Elgin Young Women's Christian Association (YWCA) has been working to continue funding for this program. It appears that no additional funding will be available through the YWCA after October 1, 1994 . FINIAL IMPACT The grant provides funding for salary and benefits amounting to $1,904 .91 monthly on a reimbursement basis, with no local share. RECOMMENDATION Because the YWCA Crime Prevention Project Grant has had sig- nificant benefit to the city with very limited financial im- pact, staff recommends that this extension be approved by the City Council .
