July 8, 1994
TO: Mayor and Members of the City Council
FROM: Richard B. Helwig, City Manager
SUBJECT: Lao Community Outreach Grant Extension
PURPOSE
To request City Council approval to extend the agreement with
the Elgin YWCA and the Illinois Department of Public Aid for
an additional three months for the Lao Community Outreach
Worker under a Crime Prevention grant.
BACKGROUND
F The City of Elgin has participated with the Elgin YWCA in a
grant from the Illinois Department of Public Aid since Janu-
ary of 1993. The Elgin Police Department currently employs
Nasakhounp sil, rifjpilone as a Community Outreach Worker under
the terms of this agreement.
Ms. Siphengphone acts as a liaison to the Lao Community. Ms .
Siphengphone works out of the juvenile division and has been
instrumental in our dealings with Laotian gangs and other Lao
community issues. Elgin has the largest population of Lao
refugees in the State of Illinois, including the City of
Chicago, with more than 3,000 . This grant will extend this
work until September 30, 1994, at that time the grant. will
expire and the position will terminate.
COMMUNITY GROUPS/INTERESTED PERSONS CONTACTED
The Elgin Young Women's Christian Association (YWCA) has been
working to continue funding for this program. It appears that
no additional funding will be available through the YWCA
after October 1, 1994 .
FINIAL IMPACT
The grant provides funding for salary and benefits amounting
to $1,904 .91 monthly on a reimbursement basis, with no local
share.

oek LEGAL IMPACT
The extension agreement will be submitted to the Legal Depart-
ment for review.
RECOMMENDATION
Because the YWCA Crime Prevention Project Grant has had sig-
nificant benefit to the city with very limited financial im-
pact, staff recommends that this extension be approved by the
City Council .
Respectfully submitted,
