TO: Mayor and Members of the City Council
FROM: Richard B. Helwig, City Manager
SUBJECT: Adopt-A-Highway Agreements
with IDOT, City of Elgin and
Zonta Club of Elgin
PURPOSE
To provide the Mayor and City Council with information to
consider authorizing the Zonta Club of Elgin to adopt a sec-
tion of state highway in Elgin, under the sponsoring jurisdic-
tion of the City of Elgin.
BACKGROUND
The State of Illinois passed legislation dated 9-16-92 cited
as the Illinois Adopt-A-Highway Act. This program allows
private citizens to support local anti-litter efforts by
allowing groups to adopt a section of highway for the purpose
of litter collection.
The City was contacted by the Zonta Club of Elgin. They
proposed adopting Route 58, from Hiawatha Drive to the east
City Limits.
An agreement with IDOT is required and a copy is attached for
your consideration. The Mayor' s signature is required on
behalf of the City. An agreement between the City and the
Zonta Club of Elgin is also attached for consideration. This
agreement requires the signature of the City Manager.
The Adopt-A-Highway program has been successful in Illinois,
as well as throughout many states in the nation. Such a
program would greatly improve the quality of life in our
community. This is the fifth agreement to be processed per
the attached summary sheet which provides a status report on
the overall program in Elgin.
