RESOLUTION
AUTHORIZING AN AMENDMENT OF THE KANE COUNTY AUTO THEFT
TASK FORCE GRANT AGREEMENT
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS, that Richard B. Helwig, City Manager, be and is
hereby authorized and directed to execute an amendment, on
behalf of the City of Elgin to the Grant Agreement between the
City of Elgin, and the Kane County Auto Theft Task Force, to
extend the term of the agreement to and including December 31,
1994.

SUBJECT: Extension of Kane County Auto Theft
Task Force Grant agreement
PURPOSE
To seek approval for a six month extension of the Kane County
Auto Theft Task Force Grant and to extend the employment con-
tract for the secretary for the Task Force for the same period.
BACKGROUND
em. The Illinois Auto Theft Council, an insurance company funded
agency, provides funding targeting the reduction of vehicle
thefts in Kane County. The City of Elgin has acted as a clear-
inghouse for the grant from the Illinois Motor Vehicle Theft
Prevention Council for the last year. This request is for the
extension of the agreement and employment contract for an addi-
tional six months.
Since last July, one officer from the Elgin Police Department
was assigned with five other area offices to target auto theft
in Kane County and Elgin specifically. The program provides
full funding for the officers salaries, benefits and equipment.
Chief Gruber acts as the program director and must approve all
payments in conjunction with the City' s Finance Director, Jim
Nowicki .
During 1993, the Kane County Auto Theft Task Force recovered 86
of the 158 vehicles documented as stolen or retagged in Elgin.
The total value of the recoveries approximated $823,252 .
There were a total of 117 vehicles recovered in Elgin in 1993 .
(The discrepancy in the figures represents recoveries of vehi-
cles that may have been stolen outside of Elgin or before 1993. )
The employment contract is between the Task Force and Task Force
Secretary Alica Medina but must be approved by the City of Elgin
r' as the fiscal overseers of this project.

FINANCIAL IMPACT
There is no financial impact to the City except any time spent
by city staff processing payment and overseeing the grant pro-
gram. One officer' s salary and one secretary' s salary are fully
reimbursed to the City.
LEGAL IMPACT
None.
RECOMMENDATION
Staff recommends the City Council approve the grant extension
and authorize extension of the attached contract.

Award Agreement MV #94-011
Kane County Auto Theft Task Force
The budget contained in the Grant Application for Agreement MV94-011 is revised per Attachment A, dated
June 3, 1994.
Sections 2 and 5 of Award Agreement MV#94-011 between the Illinois Motor Vehicle Theft Prevention Council
and the City of Elgin are amended to read as follows:
SECTION 2. PERIOD OF PERFORMANCE
This agreement takes effect on November 1, 1993 and expires on December 31, 1994, unless the expiration date
is extended by an amendment to this agreement. The Council will not be responsible for costs incurred before
the effective date, or after the expiration date of this agreement, unless otherwise noted herein.
SECTION 5. PAYMENT
Implementing entities will normally be reimbursed for expenses incurred upon submission of the monthly fiscal
report. The Council recognizes that in some instances the implementing entity may not possess sufficient
resources to support the program described in the award agreement on a reimbursable basis and that individual
programs may require substantial start-up costs. Consequently, implementing entities may request a cash advance
to cover the initial period of the agreement. Such requests must be submitted in writing to the Executive Director
within thirty (30) days prior to the anticipated start date of the funded program and should include the purpose
of the proposed expenditure and the reasons necessitating the advance.
Disbursement of Trust Funds will be made on the basis of expenses and obligations reported on the monthly fiscal
report. Obligations reported on the Fiscal Report will be disbursed only if the payment is to be liquidated within
thirty (30) days of receipt of the state warrant. This report should be submitted monthly unless otherwise
specified in the award agreement. Requests for disbursements of Trust Funds made on fiscal reports that are
submitted later than the specified deadline (see section 8) will be paid only at the discretion of the Council.
Requests for final reimbursement must be received by the Council no later than 45 days after the termination of
the agreement.
The final disbursement of Trust Funds will be made on the basis of expenditures reported in the final financial
status report. This disbursement will be made on the basis of total agreement costs and will not be made until
the Implementing Entity has satisfied any applicable match requirements of the award agreement. Should the
Implementing Entity fail to meet any match required in the agreement, an appropriate adjustment will be made
in the final disbursement.

The maximum amount of Trust Funds payable under this agreement is $222,135.00. The Implementing Entity
is required to deposit Trust Funds received pursuant to this agreement into an interest bearing bank account, if
permitted by law, separate from any of its other bank accounts or to treat such funds as a separate line item per
its budget and audited financial statements.
All other provisions of the award agreement remain in effect.

CONTRACT
This agreement, made between the KANE COUNTY AUTO THEFT TASK FORCE,
350 North River Street, Aurora, Illinois, and Alicia Medina,
742 Front Street, Aurora, Illinois 60505, hereinafter referred to as
"CONTRACTOR, " provides :
SERVICES : The CONTRACTOR agrees to perform for the KANE COUNTY AUTO
THEFT TASK FORCE in a good and workman-like manner, the following
specific services :
Clerical Assistant (See Attachment A for description)
COMPENSATION: The KANE COUNTY AUTO THEFT TASK FORCE will pay to the
CONTRACTOR the following:
$8 .40 per hour (See Attachment B)
APPROPRIATION: Obligations of the KANE COUNTY AUTO THEFT TASK FORCE
will immediately cease without penalty of further payment being
required if in any fiscal year funding sources are unavailable or
insufficient to fund this agreement .
TERMS : The term of this agreement shall be for the period commencing
July 01, 1994, and shall terminate December 31, 1994 . This agreement
may be terminated for violation of terms or at the will of either
party ten days after the postmark of a notice of termination sent by
registered or certified mail to the other party. Upon termination,
the CONTRACTOR shall be paid for work satisfactorily completed prior
to the date of termination.
WORK PRODUCT: All documents, including reports and all other work
products produced by the CONTRACTOR under this contract shall become
and remain property of the KANE COUNTY AUTO THEFT TASK FORCE.
LAWS OF ILLINOIS : This contract shall be governed in all respects by
the laws of the State of Illinois .
CONTRACTOR agrees to comply with requirements of the Illinois
Purchasing Act (Ill . Rev. Stat . , ch. 127, par. 132 . 1, et seq. ) and in
particular the subcontractor disclosure provisions found at Paragraph
132 . 9d. In addition, CONTRACTOR certifies that he/she is not a State
employee, State officer, family member or other party prohibited by
the provisions of Paragraph 132 . 11-1 from entering into this
contract . Additionally, it is not to be implied or inferred that the
CONTRACTOR nor any person supplied by the contractor to perform the
described tasks, is an employee of the Elgin Police Department, the
City of Elgin, the KANE COUNTY AUTO THEFT TASK FORCE, the Illinois
State Police or any other entity within the KANE COUNTY AUTO THEFT
TASK FORCE.
CONTRACTOR agrees to comply with the prohibitions against
discrimination in public contracts as set forth at Ill . Rev. Stat . ,
Ch. 29, par. 17, et seq. Those provisions are made a part of this
agreement by reference as though set forth in full herein.
CONTRACTOR agrees not to commit unlawful discrimination or any
violation of civil rights as defined in the Illinois Human Rights Act
(Ill . Rev. Stat . , Ch. 68, par. 1-101, et seq. ) , and further agrees to
make affirmative action to ensure that no unlawful discrimination or
civil rights violations occur. The Illinois Human Rights Act is made
a part of this agreement by reference as though set forth in full
herein.
CONTRACTOR agrees to comply with Illinois law relating to Prevailing
Wage as found at Ill . Rev. Stat . , ch. 127, par. 132 . 6-3, and ch. 48,
par. 39s-3, et seq. The provisions of those statutes are made a part
of this agreement by reference as though set forth in full herein.
CONTRACTOR certifies, by signature, that he/she has not been
convicted of bribery or attempting to bribe, nor has made an
admission of guilt, as defined and described at Ill . Rev. Stat . ,
ch. 127, par. 132 . 10-1 .
CONTRACTOR certifies, by signature, that he/she is not in default on
an educational loan as defined and provided at Ill . Rev. Stat . ,
ch. 127, par. 3553 .
CONTRACTOR certifies, by signature, that he/she has not been barred
from contracting with a unit of State or local government as a result
of a violation of Section 33E-3 or 33E-4 of the Criminal Code of
1961 .
CONTRACTOR agrees that the Equal Employment Opportunity Clause, as
found at 44 Ill . Adm. Code 750, Appendix A, and required by 44 Ill .
Adm. Code 750 . 10, is made a part of this agreement by reference as
though set forth in full herein.
CONTRACTOR certifies, by signature, that he/she will not engage in
the unlawful manufacture, distribution, dispensation, possession, or
use of a controlled substance in the performance of the contract as
defined and provided at Ill . Rev. Stat . , ch. 127, par. 152 .311 .
CONTRACTOR and any person supplied by the CONTRACTOR to perform the
described tasks, shall agree to submit fingerprints and/or other
identifying information, including any necessary waiver for the
release of information in order to permit the KANE COUNTY AUTO THEFT
TASK FORCE to conduct a background investigation prior to service.
The KANE COUNTY AUTO THEFT TASK FORCE shall retain the right not to
accept the CONTRACTOR or any person supplied by the CONTRACTOR
based on information developed during the background investigation.
It shall be the CONTRACTOR' s duty to procure all necessary permits or
licenses to comply with all state, county and municipal laws,
ordinances and regulations, if any, in order to perform the work to
be done, and the CONTRACTOR shall hold the KANE COUNTY AUTO THEFT
TASK FORCE and the participating agencies, their agents and/or
employees, harmless for all damages of any nature whatsoever, which
the KANE COUNTY AUTO THEFT TASK FORCE and the participating agencies
may suffer as a result of the CONTRACTOR' s breach of contract . The
CONTRACTOR shall assume full responsibility for persons he/she
employs, and agree to indemnify and hold the KANE COUNTY AUTO THEFT
TASK FORCE harmless from all liability and expenses, including
attorney' s fees, accidents or injuries occurring to such employees or
to other persons or for damages to property due to the actions of
his/her agents or employees so furnished by the CONTRACTOR.
CONTRACTOR certifies, by signature, that he/she will provide a drug
free workplace as required by the Illinois Drug Free Workplace Act at
Ill . Rev. Stat . , ch. 127, par. 132 .311, et seq.
CONTRACTOR agrees to comply with the Americans with Disabilities Act
(ADA) (42 U.S .C. 12101, et seq. ) and all pertinent regulations
promulgated to enforce this Act (28 C.F.R. 35 . 130) , which prohibit
any qualified individual with a disability from being denied the
benefits of aid, services, programs, or activities of a public
entity, either directly or through contractual arrangements .
CONTRACTOR agrees to comply with Public Act S7-991, which requires
that every contract for the provision of goods or services shall
provide that the CONTRACTOR shall maintain records and documentation
for a minimum of five (5) years after contract completion.

DESCRIPTION OF DUTIES:
Distinguishing Features of Work:
Under direction, performs a variety of complex, specialized clerical
information and assistance, typing, record processing and secretarial
and general office support functions . Work involves related steps,
processes and/or methods requiring application of agency policies and
procedures and the exercise of initiative and judgment in
distinguishing among variables and identifying applicable standards;
determines work methods and procedures to complete assignments;
provides information/assistance to explain or clarify rules,
processes or procedures; may serve as a lead worker to a small or
moderate staff engaged in difficult and responsible clerical work.
Illustrative Examples of Work:
1 . Types complex charts, statistical reports, documents, forms,
memoranda and letters including legal, medical and psychological
terminology where an understanding of specialized terms is
required to ensure clarity and accuracy; determines proper
format and modes of address; proofreads for appropriate
punctuation, grammar, spelling, capitalization and typographical
errors, composes and types correspondence and responds to inqui-
ries requiring knowledge of agency operations, eligibility rules
and regulations; ensures responses are clear and concise; oper-
ates such common office equipment as word processing terminals,
typewriters, copy machines and personal computers.
2 . Provides clerical office support as a secretary to a unit super-
visor and professional staff; types a variety of correspondence,
reports or other information from handwritten hard copy, prere-
corded or voice dictation; composes and types routine correspon-
dence and responds to inquiries requiring general knowledge of
program operations; signs ledgers or other documents as autho-
rized or in the absence of the manager, may certify documents
signed by others with public notary seal; prepares and maintains
such records and reports as time attendance; prepares and main-
tains filing systems, sorts, and delivers incoming mail; sched-
ules appointments; makes travel and meeting arrangements; pre-
pares expense claims .
3 . As a central unit word processing operator, transcribes
previously recorded dictation from a variety of sources; types
the full range of documents including complex technical terms
and involving formatting in the production of records, reports,
correspondence, charts and graphs; edits materials correcting
typographical errors, spelling, grammar and punctuation.
4 . As a receptionist in the Agency' s executive office, greets high
level government officials, legislators, representatives of the
press and others; responds to inquiries of a non-technical
nature in person or by phone, exercising discretion in judgment
in referring sensitive issues, complex technical matters and

5 . May serve as a designated lead worker to a small or moderate
staff engaged in difficult and responsible clerical work; exer-
cises limited supervisory responsibility; provides guidance and
direction to staff in fulfilling clerical office support
functions; assigns and reviews work ensuring established methods
and procedures are maintained; provides input to the supervisor
concerning performance of assigned staff .
6 . Prepares and maintains complex, highly specialized records and
reports; reviews and verifies claims, applications for licenses
or permits, contracts and similar documents, employing judgment
in applying governing policies, rules, regulations and
procedures; makes involved mathematical calculations, compiles
and assembles data; prepares complex special or summary reports;
develops methods and forms to improve the processing and control
of records; prepares and maintains spreadsheet or database files
to maintain records and produce reports not requiring an
extensive knowledge of the application program or procedural
command language; provides information concerning available
services or clarifies processes and procedures to clientele,
vendors and others; determines needs and makes routine
operational decisions to assure compliance.
7 . Follows oral and written instructions gaining experience and
knowledge in and applying evolving automated office equipment
and technology to complex tasks .
8 . Performs other duties as required or assigned which are
reasonably within the scope of the duties enumerated above.
Desirable Requirements
- Requires knowledge, skill and mental development equivalent to
completion of high school and two years of office experience.
- Requires extensive knowledge of office practices, procedures and
programs .
- Requires extensive knowledge of composition, grammar, spelling
and punctuation.
- Requires working knowledge of basic mathematics .
- Requires elementary knowledge of Agency programs, rules and
regulations .
- Requires ability to follow oral or written instructions .
- Requires ability to operate commonly used manual and automated
office equipment and perform routine maintenance .
- May require license as a notary public.
- Requires skill in typing accurately.
- May require possession of an appropriate valid driver' s license.
- May require skill in taking dictation accurately.
ATTACHMENT B
Compensation:
It is hereby agreed that the Illinois State Police will pay the
contractor the sum of $8 .40 per hour for ten months to be disbursed
twice monthly. Payment shall not exceed $7, 000 . 00 for the
contractual period. The contractor is hereby notified that no other
benefits are afforded and that the terms of this contract do not
provide group life or health insurance benefits .
