Helwig, City Managers SUBJECT: Award of Contract for Meter Reading Services PURPOSE This memorandum will provide the Mayor 4nd City Council with information to consider in awarding a contract for meter reading services. BACKGROUND Since early 1991 the Water Department '! has been proceeding with the conversion of water meters t the AMR (automatic meter reading) system. As this system a tomatically collects readings via the telephone, water meter eaders will no long- er be necessary to read meters . This r alization has led to difficulty in the Water Department retai ing meter readers to perform this service. Since 1991 the epartment has inter- viewed 92 applicants for this position. Of the 35 hired, only one remains actively reading meters . , In order to read those accounts not on '1 the new AMR system, the department contacted firms providing these services on a contractual basis . Proposals were re uested of two area firms that provide this service. On ay 6, 1994, one of these firms submitted a proposal. Sinc shortly before the proposals were received, Water Services has, in fact, been providing meter reading services for the City on a trial basis . This has worked most satisfact rily. The attached one-year contract will provide for meter reading services for those meters not yet converted to the AMR system.
