TO: Mayor and Members of the City Council
FROM: Richard B. Helwig, City Manager
SUBJECT: Adopt-A-Highway Agreements
with IDOT, City of Elgin and
Noon Kiwanis Club of Elgin
PURPOSE
To provide the Mayor and City Council with information to
consider authorizing the Noon Kiwanis Club of Elgin to adopt
a section of state highway in Elgin, under the sponsoring
jurisdiction of the City of Elgin.
BACKGROUND
The State of Illinois passed legislation dated 9-16-92 cited
as the Illinois Adopt-A-Highway Act. This program allows
private citizens to support local anti-litter efforts by
allowing groups to adopt a section of state highway for the
purpose of litter collection.
The City was contacted by the Noon Kiwanis Club of Elgin with
a proposal to adopt Route 31, from the Soo Railroad Overpass
(south of Big Timber Road) to Kimball Street.
An agreement with IDOT is required and a copy is attached for
consideration. The Mayor's signature is required on behalf
of the City-. An agreement between the City and the Noon
Kiwanis Club of Elgin is also attached for consideration.
This agreement requires the signature of the City Manager.
The Adopt-A-Highway program has been successful in Illinois,
as well as throughout many states in the nation. We believe
such a program will greatly improve the quality of life in
our community. This is the fourth agreement to be processed
per the attached summary sheet.
