Elgin, Illinois 60120 Dear Mr. Sarro : In reference to the Galion Model 104 Motor-Grader that the city is dispensing of, I am prepared to make an offer of Two Thousand and Fifty Dollars , ($2,050 .00) for the above mach- ine. My offer is based on apprassals from .equipment dealers in the area . These appraisals ranged from $1,800 to $2,500 and were from Mr. Glen Hantsman of Hart Tractor Co . Phone (708) 542-9079, and Mr. Jim Bond of Howell Tractor and Equipment Co. Phone (815 ) 262-5978. Helwig, City Manager SUBJECT: Sale of Obsolete Equipment PURPOSE The purpose of this memorandum is to obtain Council approval for the sale of obsolete Public Works equipment. BACKGROUND Last fall, the City Garage and Public Works Department at- tempted to sell a number of surplus or obsolete vehicles and equipment through the sealed bid process. As noted in the attached Bid Memorandum from your November 17, 1993 meeting, we did not receive any bids- on two pieces of Public Works equipment ( Items 6 & 7 on the bid tabulation sheet) ; we fur- ther noted in that memorandum that we would bring any future offers on those unsold pieces to Council for your considera- tion. Attached is a firm offer of $2050 for the 1965 Galion Model 104 Road Grader from James Taylor Construction of Huntley. Based upon the range of the two appraisals, its age (nearly 30 years old) , its present condition (vandals have broken virtually all windows & lights) , and since there has been no other interest in this unit, staff considers this offer to be reasonable and recommends that it be sold. FINANCIAL IMPACT The money received from the sale of this surplus property would be placed in the Equipment Replacement Fund under Reve- nue Acct. #601-0000-584-0000. r LEGAL IMPACT None. Maim, Interim City Manager SUBJECT: Bids #93-086 & #93-087 Purchase of Used Compact Sedans and Sale of Surplus Vehicles PURPOSE The purpose of this memorandum is to award a contract for the purchase of used compact sedans and obtain Council approval for the sale of surplus vehicles and equipment. BACKGROUND A total of thirty-three area automobile dealers and other inter- ested parties were solicited and eleven bids were received for the purchase of two (2) used compact sedans and the sale of seven (7) surplus vehicles and equipment as detailed on the attached bid tabulation sheet. While separate offers were solicited for the outright sale of the surplus vehicles and equipment, the automobile dealers were also permitted to offer on the four automobiles as trade-ins in • our effort to maximize their value; this strategy paid off as the highest offer for these units came from Suburban Ford who submitted the low bid on the two used compact sedans, which will . be placed in non-emergency, administrative use. Coupled with the outright sale of the surplus 1974 GMC sewer truck to the highest bidder, the City has reducted its overall fleet by three vehicles. Although no bids were received for the two pieces of surplus Public Works equipment at this time, the city will continue to make these two units available for sale and will bring any offers for them to Council for your considera- tion. Also enclosed for Council's information is a memorandum from the Garage Manager and Public Works Department recommending disposal of the sewer truck, the roller, and the grader. V • Purchase of Used Sedans & Sale of Vehicles • Page 2 November 11, 1993 • • FINANCIAL IMPACT A total of $57,000 had been originally budgeted for the replace- ment of 6 administrative sedans; following a re-review by the Garage Manager, the decision was made to replace only. 2 of these units and sufficient funds remain in the Equipment Replacement Fund for this purhcase (Acct #601.9040-796-9148 Project #699701 and 299701) . While the trade-in value for the 4 compact sedans and the sale of the sewer truck, the City's net cost for the 2 replacement se- dans is $12, 174. RECOMMENDATION The recommendation is two-fold: a) To award a contract to the overall, low bidder, Suburban Ford Inc. , for a total net price of $14,274 .00 for the purchase of two (2) used 1993 Ford Tempos ($16,174) less the trade-in value for the four (4) compact sedans ($1900-) . Agent FROM: Wayne Schultz, Assistant Street Superintendents 1$ SUBJECT: Disposal of Obsolete/Surplus Equipment PURPOSE: The purpose of this memorandum is to ask you to proceed with the disposal of unusable equipment. BACKGROUND: Attached is .a memorandum dated 5/06/91 approving the disposal of vehicles number 144, 130 and 120. Vehicle #144 (City Inventory No. 1941) , is a 1974 GMC truck with a sewer jet machine on the. back. Vehicle #130 (City Inventory No. 5400) , is a 1965 Galion Road Grader Model 104. Vehicle #120 (City Inventory No. 5620) , is a 1970 Ingram 10 Ton 3-Wheel Roller. FINANCIAL IMPACT: We would recommend minimum bids on these pieces of equipment be set as follows: #144 1974 GMC $ 500 #130 1965 Galion Road Grader $5,000 #120 1970 Ingram Roller $2,500 CONCLUSION: All three of these pieces of equipment are in operating condition with the exception of the sewer jet portion of truck #144 .
