HomeMy WebLinkAbout94-11 Resolution No. 94-11 RESOLUTION AUTHORIZING EXECUTION OF AN EMPLOYMENT AGREEMENT WITH JEFF GRUBB BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS, that Robert O. Malm, Interim City Manager, and Dolonna Mecum, City Clerk, be and are hereby authorized and directed to execute an employment agreement on behalf of the City of Elgin with Jeff Grubb for his services as an assistant golf professional, a copy of which is attached hereto and made a part hereof by reference. s/ George VanDeVoorde George VanDeVoorde, Mayor Presented: January 12, 1994 Adopted: January 12, 1994 Omnibus Vote: Yeas 7 Nays 0 Attest: s/ Dolonna Mecum Dolonna Mecum, City Clerk EMPLOYMENT AGREEMENT WHEREAS, the City Council of the City of Elgin desires to employ Jeff Grubb as an Assistant Golf Professional of the City of Elgin; and WHEREAS, Jeff Grubb is willing to accept appointment as an Assistant Golf Professional of the City of Elgin upon certain terms and conditions; and WHEREAS, the employment of Jeff Grubb, as an Assistant Golf Professional for the City of Elgin upon the terms and conditions recited herein, is in the best interests of the City of Elgin. NOW, THEREFORE, for and in consideration of the mutual covenants contained herein, the City of Elgin, a municipal corporation, and Jeff Grubb agree as follows : 1 . That for and in consideration of the annual salary established by ordinance of the City of Elgin as it may be amended from time to time, and the other terms and conditions contained herein, Jeff Grubb agrees to act as an Assistant Golf Professional of the City of Elgin and to exercise all the powers and to carry out to the best of his ability all the duties imposed upon him as an Assistant Golf Professional . The Assistant Golf Professional shall: a. Be responsible to the Head Golf Professional . b. Supervise the merchandising operation of the golf shops. Train staff in sales of merchandise. c. Supervise the concession operation of both golf shops . d. Supervise and schedule individual and group lessons with the appropriate instruction as agreed to by the Head Golf Professional . e. Help plan promotions for the golf course. f. Help organize and administer leagues, tournaments, programs and work with high school golf teams . g. Help develop, evaluate, recommend and manage procedures that will inform and direct the public regarding proper golf etiquette, rules and regulations. h. Help maintain the cleanliness of golf carts and pull carts and administer the rental program. i . Perform other duties as directed by the Head Golf Professional . 2 . The City shall provide the following: a. Per annum base rate of $17,325 .00 effective January 4, 1994, to be paid in equal biweekly installments throughout the year. b. Receives all receipts for his golf lessons (both individual and group except for junior lessons) . c. Benefit package which shall include: 1) fully paid comprehensive group major medical insurance for the Assistant Golf Professional; 2) enrollment in Page 2 of 3 i the Illinois Municipal Retirement Fund (including Social Security) ; 3) one ( 1) day off each week. 3 . Further, the Assistant Golf Professional shall be governed by the City's Personnel Rules and Regulations, except that the benefits received shall be those herein identified. 4 . This letter of understanding covers one ( 1) golf season, extending from February 1st through the 23rd day of December, 1994 . 5 . This employment agreement may be terminated by either party, and nothing contained herein shall be construed to create anything other than an employment at-will agreement. Maim, Interim City Manager SUBJECT: Golf Professional Contracts PURPOSE To request the City Council's approval of the Golf Profession- al's and Assistant Golf Professional 's contracts. BACKGROUND • For the past four years the Golf Professional has operated Irk with a one-year contract. These contracts for 1994 represent the same contract with the exception that the Golf Professional would be working a 12- month season rather than 10-1/2 months as in the past. Sig- nificant expansion of responsibilities along with extensive winter activities necessitates year-round management of the golf courses (full details are attached) . The Golf Professional's per annum base rate is annualized from $42,000 to $48,000 (no increase in rate) and the Assis- tant Golf Professional 's per annum base rate is increased 5% from $16,500 to $17,325. FINANCIAL IMPACT The per annum base rates of $48,000 and $17,325 will be accom- modated in 1994. RECOMMENDATION It is recommended that the City Council approve the Golf Professional's and Assistant Golf Professional's contracts for 1994. 4:11k Mi . Bell as the Golf Professional of the City of Elgin; and WHEREAS, Richard A. Bell is willing to accept appointment as the Golf Professional of the City of Elgin upon certain terms and conditions; and WHEREAS, the employment of Richard A. Bell, as Golf Professional of the City of Elgin upon the terms and conditions recited herein, is in the best interests of the City of Elgin. NOW, THEREFORE, for and in consideration of the mutual covenants contained herein, the City of Elgin, a municipal corporation, and Richard A. Bell agree as follows: 1. That for and in consideration of the annual salary established by ordinance of the City of Elgin as it may be amended from time to time, and the other terms and conditions contained herein, Richard A. Bell agrees to act as Golf Professional of the City of Elgin and to exercise all the powers and to carry out to the best of his ability all the duties imposed upon him as Golf Professional. The Golf Professional shall be responsible for the management of the programs and course play at Spartan Meadows and Wing Park Golf Courses. The Golf Professional shall: •r , 4!' a. Be responsible to the Director of Parks and Recreation. b. Work with City Human Resources Department and the Parks and Recreation Director, to hire, train, evaluate, schedule, discharge and supervise seasonal part-time employees, such as starters, rangers, instructors, and attendants. c. Keep accurate financial records and demonstrate sound fiscal control of both pro shops and related operations in order that the maximum revenue could be generated. (1' d. Purchase, control and supervise the merchandising operation of the pro . shops. Train staff in sales of merchandise. e. Prepare an annual budget making recommendations on the operational needs of Spartan Meadows and Wing Park Golf Courses to the Director of Parks and Recreation. f. Supervise concession operation of both courses. Ensure that pro shop food areas meet all health and sanitary requirements. g. Supervise and schedule individual and group lessons with the appropriate instruction. h. Plan promotions for the golf course. C Page 2 of 5 4!" i. Develop, evaluate, recommend and manage procedures that will inform and direct the public regarding proper golf etiquette, rules and regulations. k. Administer the Visa and Mastercard system. 1. Maintain the cleanliness of golf carts and pull carts and administer the rental program. m. Perform other duties as directed by the Director of Parks and Recreation. !!' 2. The City shall provide the Golf Professional with clubhouse facilities in good physical condition and shall include the necessary furnishings, equipment, floor covering, and utilities for operation. 3. The City shall provide the following: a. Personnel, except golf lessons. b. Full accounting and purchasing systems for maintenance of records. c. Support and publicity for promotions, tournaments, leagues and other related golf activities and programs. d. Benefit package which shall include: 1) fully paid comprehensive group major medical insurance for the professional and dependents; 2) enrollment in the Illinois Municipal Retirement Fund (including Social Security) ; 3) fully paid life insurance coverage for professional (Group 8) ; 4) one ( 1) day off each week; 5) a bank of thirty (30) days of sick leave; 6) conference and educational expenses as approved; 7) three (3) week vacation; 8) Days off may be substituted at the Golf Professional 's discretion, for City observed holidays that are worked (Memorial Day, 4th of July, etc. ) 4. Further, the Golf Professional shall be governed • by the City's Personnel Rules and Regulations, except that the benefits received shall be those herein identified. 5.
