FOR THE ELGIN STATE STREET GATEWAY PARK WHEREAS, the City of Elgin has heretofore entered into a contract with Lamp, Inc. for the Elgin State Street Gateway Park; and WHEREAS, it is necessary and desirable to modify the terms of the contract as is described in the Change Order, attached hereto. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN; ILLINOIS, that Larry L. ELGIN, ILLINOIS ELGIN STATE STREET GATEWAY PARK CHANGE ORDERS SCOPE: This Change Order covers additional work required to further weatherproof and protect fountain mechanical and electrical equipment, to provide and install a water meter, and to provide, install and guarantee four new trees, as well as additional site work. The work included the installation of electrical equipment stand and switch, the installation of a concrete transformer pad and conduit, painting of the stainless steel electrical stand, the relocation of a tree uplight, the installation of conduit for a future sign, the painting of the electrical stand, concrete removal, removing and replacing a 5' X 5' area of existing sidewalk, raising an existing manhole to meet proposed grade, dampproofing and waterproofing the pump vault, addition of gravel, the installation of a lockable manhole cover, the installation of tree pit underdrains, install underdrains from all of the shade, ornamental and evergreen trees, the removal of concrete spoils and extra gravel for water line. The contractor for this project is Lamp, Inc. , of Elgin, IL. REASON FOR CHANGE: This change order is required for the costs associated with the items necessary to weatherproof and protect the electrical and mechanical equipment, to paint the electrical stand to match the color of the transformer, to relocate a tree uplight due to field alterations, to install conduit for future sign, to properly drain the tree planting pits that were holding water due to excessive clay, to provide a water meter, to replace four trees that had died due to excessive water in the planting pits, and to cover the costs of additional site work as listed below. Furnish and install: stainless steel electrical equipment stand and a NFR 324 switch; concrete transformer pad and conduit. Paint electrical stand; relocate uplight; install conduit for sign. $ 2,948.00 2. Installation of site drainage system and tree pit area underdrains. Raise existing manhole to meet grade at south end of project. $16,648.00 3. Additional hand work in concrete removals to protect the signal conduit connection to the railroad crossing and remove and replace a 5' X 5' area of existing sidewalk near the railroad tracks $ 351.00 4. Provide and install: manhole frame and lockable cover for pump vault; membrane waterproofing on the top of the pump vault; additional gravel for the base of pump vault to fill voids left by removal of concrete slabs; dampproofing outer walls of pump vault. $ 1,485.00 5. By reason of this Change Order No. 1, the contract for the Elgin State Street Gateway Park will be increased in the amount of Twenty four thousand nine hundred and seventy two and no/100 dollars ($24,972.00) , the total value being three hundred and thirty one thousand, five hundred and seventy five and no/100 dollars ($331,575.00). March 18, 1993 MEMORANDUM TO: Mayor and Members of the City Council FROM: Larry Rice, City Manager SUBJECT: Elgin State Street Gateway (Foundry) Park Change Order No. 1 PURPOSE: This memorandum will provide the Mayor and Council with information to consider Change Order No. 1 to the subject contract with Lamp, Incorporated. BACKGROUND: Council awarded the contract to construct Foundry Park at their August 22, 1991 meeting. The contract included the installation of all of the improvements necessary to provide the City with a gateway park at this site. Work on the site commenced on October 24, 1991 . Construction of the improvements found several problems which had to be addressed at the time of the work. These problems involved drainage, electrical service and construction of the pumping apparatus vault for the fountain. Drainage of the site was found to be a problem because of the clay used to fill the site. The clay fill material was used in order to provide a base for the improvements that would not settle appreciably over the life of the park. The use of clay made the drainage of the park a problem which was solved by installing positive drainage for the landscaping areas. Commonwealth Edison required that a concrete pad be installed to hold the transformer necessary for the service to the park. It was also decided after the construction of the park to relocate the proposed identification sign to the northerly portion of the landscaped area. This decision required that additional conduit be added to the contract. Mayor and Members of the City Council March 18, 1993 Page 2 Because of the problems with water at the site it was decided to waterproof the vault that is now in place to protect the equipment from corrosion and direct water damage. The project is 95% complete and there does not appear to be any further changes that will be necessary for the completion of the work. FINANCIAL IMPACT: The original contract with Lamp, Inc. , is in the amount of $306,603. Change Order No. 1 will increase the contract in the amount of $24, 972 (an 8% increase) . The contract would be increased to $331,575 . There are sufficient funds in the 1992 Project Bond Fund (Acct. 392-0000-795-9332/project 509515) to pay for this extra work. RECOMMENDATION: It is recommended that the Council authorize the City Manager to sign Change Order No. 1 to the contract with Lamp, Inc. , for the Elgin State Street Gateway Park in the amount of $24,972 .
