HomeMy WebLinkAbout93-52 Resolution No. 93-52 RESOLUTION APPROVING CHANGE ORDER NO. 4 IN THE CONTRACT WITH SZABO CONTRACTING FOR THE BIG TIMBER/TYLER CREEK INTERCEPTOR WHEREAS, the City of Elgin has heretofore entered into a contract with Szabo Contracting for the Big Timber/Tyler Creek interceptor; and WHEREAS, it is necessary and desirable to modify the terms of the contract as is described in Change Order No. 4, attached hereto. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS, that Larry ]. ELGIN, ILLINOIS BIG TIMBER/TYLER CREEK INTERCEPTOR CHANGE ORDER NO. 4 SCOPE: This Change Order No. 4 covers additional changes in the scope of work at the Big Timber/Tyler Creek Interceptor that was not reasonably foreseeable at the time the contract was signed and are in the best interest of the City. The items covered in this change order are for 1) sanitary sewer manhole and 2) additional cost for sanitary sewer tunneling. This contract for construction is with Szabo Contracting, Elmhurst, Illinois. REASONS FOR CHANGE: Item 1. The project was originally designed and bid with the installation of the 36-inch diameter sewer located in a straight east-west alignment from MH#16 to MH#26. After the project was bid, the route had to be changed to accommodate location conditions dictated by the owner of the Valley Creek property. The new route, agreed to in the signed easement, parallels the north bank of Tyler Creek from MH#16 to MH#24 (Lyle Avenue to Randall Road) . The numerous changes of direction with the new route resulted in the addition of a manhole in a depth range which were not contemplated in the original bid. The alignment change is in the best interest of the City in order to allow the Safety Kleen Corporation to connect their new facility in an expedient manner. This will result in a net addition to the contract. Item 2. The project was originally designed and bid with the installation of the 36-inch diameter sewer installed by bore and jack method with a 48-inch diameter casing beneath the C&NW and Metra RR tracks at the Big Timber Commuter Station on Lyle Avenue. After the project was bid, an exploratory excavation on the south side of the tracks revealed wet sand with 4-8 inch diameter cobble stone in the direct path of the bore and jack. These soil conditions would prevent the casing pipe from remaining at the proper elevation. The soil conditions encountered were not discernible from the contract documents or site inspection. It was decided that in order to ensure the pipe could be installed at the correct elevation, a larger diameter casing was needed. Due to the presence of the 4-8 inch diameter cobble stone, the City of Elgin decided it would be in their best interest to install the 60-inch casing with the tunneling method instead of bore and jack with the 48-inch diameter casing. The tunneling method with the 60-inch diameter casing will also allow the Safety Kleen Corporation to connect their new facility in a timely manner. Add one (1) 6-foot diameter manhole, 6-ft. to 9-ft. depth range at $3,000/ea. Total Add = $3,000.00 Item 2. Add 170 lineal feet of 36-inch diameter sanitary sewer crossing (tunnel) including 60-inch diameter casing at $445/l .f. Total Add = $75,650.00 TOTAL NET ADDITIONAL COST = $78,650.00 The original contract with Szabo Contracting was for $1,769,562.50 (one million, seven hundred sixty-nine thousand, five hundred sixty-two and 50/100 dollars) . Previous change orders amounted to $153,736.35 (one hundred fifty-three thousand, seven hundred thirty-six and 35/100 dollars) . With this change order amounting to $78,650.00 (seventy-eight thousand, six hundred fifty and 00/100 dollars) , the total contract will be for $2,001,948.85 (two million, one thousand, nine hundred forty- eight and 85/100 dollars) . We recommend using a 60" Tunnel Boring Machine (THM) to construct the tunnel. However, the water table must be 1 foot below the invert of the casing in order to avoid the loss of overburden. The advantages of using the TEM include: 1. Its partially closed face can limit the inflow of wet flowing sands. 2. it is much faster than hand mining. 3. It can control line and grade much more easily than auger boring. We are willing to construct the tunnel using a TEM for $50 more per foot than our hand mine rate. • Very truly, L. J. Keefe, Sr. President i • • Agenda Item No. +1.416-41,"6.)-1 February 4, 1993 MEMORANDUM TO: Mayor and Members of the City Council FROM: City Manager SUBJECT: Big Timber/Tyler Creek Interceptor Sewer Change Order No. 4 PURPOSE: This memorandum will provide the Mayor and Council with information to consider the subject Change Order No. 4 to the contract with Szabo Contracting, Inc. BACKGROUND: The work on the crossing of the Metra and Chicago & NorthWestern Railroad tracks was stopped based on the soils materials encountered on the south side of the right-of-way and between the tracks. The material encountered in the area of the tracks includes 6" to 12" diameter cobbles that make the traditional jack and auger planned for this area not possible. The contractor has requested that he be allowed to use a 60" casing and a mining machine. This method will take less time and will enable the contractor to cut through the rock referenced above. In addition to the above, the realignment of the sewer through the Valley Creek property made it necessary to add a manhole at a depth not contemplated in the original bid. A price was obtained from the contractor and it is in line with the prices of manholes of similar depths. Change Order #4 and copies of correspondence from the contractor are attached for your consideration. FINANCIAL IMPACT: The additional cost for the machine mining and new manhole will increase the cost of the contract by $78,650. The current cost of the contract is $1,923,298.85. The proposed new cost would be $2,001,948.85. r • MAYOR AND MEMBERS OF THE CITY COUNCIL February 4, 1993 PAGE 2 RECOMMENDATION: It is recommended that the City Council direct the City Manager and City Clerk to execute Change Order No. 4 for the Big Timber/Tyler Creek Interceptor Sewer contract with Szabo Contracting in the amount of $75,650.
