HomeMy WebLinkAbout93-273 Resolution No. 93-273 RESOLUTION APPROVING CHANGE ORDER NO. 1 IN THE CONTRACT WITH BGS/HYDRODYNAMICS FOR REMEDIATION WORK ON SOUTH GROVE AVENUE WHEREAS, the City of Elgin has heretofore entered into a contract with BGS/Hydrodynamics for remediation work on South Grove Avenue; and WHEREAS, it is necessary and desirable to modify the terms of the contract as is described in Change Order No. 1, attached hereto. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS, that Robert 0. H. MARTIN SITE 210 SOUTH GROVE AVENUE CHANGE ORDER NO. 1 SCOPE: This Change Order No. 1 covers additional work required to complete remediation at the former D. H. Martin Site under contracts awarded on May 26, 1993 and June 9, 1993 . The Contractor for this project is BGS/Hydro-dynam- ics of Ottawa, Illinois . REASONS FOR CHANGE: This Change Order is required for the costs associated with the items requested by staff to com- plete the following work. 1 . Removal of concrete piers in AST area. Due to the vertical extent of contamination in the above- ground storage tank area, it was necessary to remove the concrete piers that supported the aboveground storage tanks . 2 . Removal of additional 550 cubic yards of soil from AST area. Based upon visual inspection, exploratory trenching and installation of soil borings, an additional 550 cubic yards should be removed in addition to the original estimate of 350 cubic yards . The excavation will be subsequently backfilled as part of this item. 3. Removal of additional 300 cubic yards of soil from UST area. Based upon visual conditions during UST removal and an additional soil boring, an additional 300 cubic yards should be removed in addition to the original estimate of 150 cubic yards to remove contaminated soil . The excavation will be subsequently backfilled as part of this item. Malm, Interim City Manager SUBJECT: Change Order No. 1 for Remediation Work at the Former D. H. Martin Site (210 South Grove Avenue) PURPOSE The purpose of this memorandum is to forward to the Mayor and City Council Change order No. 1 for the additional remediation work at the former D. H. Martin Site (site) at 210 South Grove Avenue. BACKGROUND ATEC Associates, Inc. (ATEC) was awarded a project to prepare plans and specifications for the removal of three underground storage tanks and nine aboveground storage tanks at the site. The plans and specifications prepared by ATEC addition- ally included the removal and disposal of 150 cubic yards of soil from the underground storage tank area, and 350 cubic yards of soil from the aboveground storage tank area. Subse- quently, a contract was awarded to BGS/Hydrodynamics for the project. Attached is Change Order No. 1 from BGS/Hydrodynamics regard- ing the additional remediation activities. The change order includes three items with a total net cost of $59,209 .50 . ATEC will be present at the meeting of October, 13, 1993 to provide an update on the remediation work and to answer any questions you may have regarding the change order. FINANCIAL IMPACT The change recommended by ATEC will result in a $59,209 .50 increase in the contract with BGS from $44,974 .50 to $104, 184 .00. A portion of the remediation activities ( Item 3) should be eligible for reimbursement from the Illinois leaking underground storage tank fund. Change Order No. 1 - D. H. Martin Site • October 8, 1993 Page 2 Expenses related to this change order will be charged to the Risk Management Fund. It is anticipated that when proceeds from the gaming revenues are available, the Risk Management Fund will be reimbursed.
