r Agenda Item No.
JULY 20, 1993
TO: Mayor and City Council
FROM: Mr. Larry Rice, City Manager
SUBJECT: Contract for Northern Illinois Police Alarm
System
PURPOSE:
To seek approval for authorizing execution agreement for
mutual police assistance with the Northern Illinois Police
Alarm System, an area police emergency management agency.
BACKGROUND:
While conducting an overview of the City's Disaster Pre-
paredness, the Elgin Police Department learned that the North-
ern Illinois Police Alarm System was expanding to the Elgin
area. This System is a cooperative agreement with various
northern Illinois Police Departments to provide mutual police
assistance in times of need. This program is fashioned around
the Fire Service's NIFERN (Northern Illinois Fire Emergency
Radio Network) .
This agreement formalizes a policy of mutual aid that was han-
dled on a case-by-case basis in the past with non-Fox Valley
communities (a formal mutual aid agreement currently exists
with other Fox Valley Departments) . The formalization of this
agreement with communities to our east, helps insure a uniform
response to emergencies and clearly outlines the duties and
responsibilities of each agency.
FINANCIAL IMPACT:
The fee associated with this service is $200 for the first year
and $100 each subsequent year. This fee is used for mainte-
nance, no ongoing costs for services are involved. In the event
of an emergency, no additional costs will be involved to re-
ceive service. Should the Elgin Police Department be called
upon to send assistance, the City of Elgin would be responsible
for the officers ' salary while temporarily assigned.

benefit the City of Elgin, staff recommends that it be approved
by the City Council.

currences, or man-made occurrences , may result in situations which

a given time. Each community named (Appendix 1) has and does express
its intent to assist its neighbor communities by assigning some of
its manpower and equipment resources to an affected community as

ment is to permit the Police Departments of each community to more
fully safeguard the lives , persons , and property of all citizens .
