RESOLUTION
AUTHORIZING EXECUTION OF AN AGREEMENT WITH
THE ILLINOIS DEPARTMENT OF TRANSPORTATION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS, that George VanDeVoorde, Mayor, be and is hereby
authorized and directed to execute an agreement on behalf of
the City of Elgin with the Illinois Department of Transporta-
tion for the adopt-a-highway program, a copy of which is
attached hereto and made a part hereof by reference.

Dear Mr. Miller:
Enclosed is your copy of the approved Adopt-A-Highway
Determination of Adoptability form. The Approved location
for adoption is:
ILL 31 - South City Limits to US 20
Also enclosed for your reference, is a copy of HB 2741
which lists the responsibilities of participants in the
Adopt-A-Highway program.
Please note that Adopt-A-Highway identification signs
shall be mounted on separate posts, at least 200 feet from
any existing highway sign and shall not block the view of
any highway sign.

AGREEMENT
The CITY OF ELGIN (Sponsoring Jurisdiction) and
BLUE KNIGHTS ILL 2 (Group) , recognize the need for litter
free highways and are entering into this Agreement in an effort to
contribute toward maintaining litter free highways.
By signature below, the Group acknowledges the hazardous
nature of the work and agrees to the terms and conditions set by
the Sponsoring Jurisdiction and the Illinois Adopt-A-Highway Act.
The Group and its volunteers and agents shall assume all
responsibility for, and hold the State of Illinois and the
Sponsoring Jurisdiction (including their officials, employees and
agents) harmless from, any and all claims or actions resulting
from the Group' s volunteers' or agents' work in the program,
except for the negligent acts of the State of Illinois and the
Sponsoring Jurisdiction (including their agents or employees) .
Members of the Group are jointly and severally bound by the
terms and conditions of this Agreement. The Group and the
Sponsoring Jurisdiction will fulfill their respective responsibili-
ties as set forth in Sections 25 and 30 of the Illinois Adopt-A-
Highway Act. A copy of those sections is attached as an appendix
and is expressly incorporated by reference.
The Sponsoring Jurisdiction recognizes and approves the Group
as the adopting organization for RT 31 FROM RT 20 TO SOUTH CITY LIMITS.

ity of picking up litter on this section for a period of time
beginning MAY 1 , 1993 and ending MAY 31 , 1995.

OF ADOPTABILITY
The municipality of THE CITY OF ELGIN , hereinafter termed the
Sponsoring Jurisdiction, requests concurrence of the Illinois Department
of Transportation, that the below listed section(s) of non-freeway State
highway(s) are safe for adoption in the Sponsoring Jurisdiction's
Adopt-A-Highway program.

The Sponsoring Jurisdiction agrees to ab!de with all of the requirements
of the Illinois Adopt-A-Highway Act and to ensure that participating
groups likewise abide with the requirements of the Act. Further, the
Sponsoring Jurisdiction agrees to abide with the Adopt-A-Highway Sign
Standards printed on the reverse side of this sheet. The Sponsoring
Jurisdiction also agrees to secure written commitments from participating
groups to hold the State and the State's agents or employees harmless
from any and all claims or action resulting from the program.

Dear Mr. Miller:
Thank you for your March 19, 1993 application for Adopting
A Highway.
One of the requirements is the application must be
signed by the City's Mayor. I am therefore returning
the forms to you, and request that you obtain the Mayor's
signature and return it to Mr. Joseph McDermott, Traffic
Engineer for District 1, at the above address. We will
then take final action and return it to you.
Your cooperation in this matter would be most appreciated.
