RESOLUTION
AUTHORIZING' EXECUTION OF A PURCHASE OF SERVICE' AGREEMENT WITH
ELGIN PROUD AND BEAUTIFUL, INC.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS, that George VanDeVoorde, Mayor, and Dolonna Mecum,
City Clerk, be and are hereby authorized and directed to
execute a Purchase of Service Agreement on behalf of the City
of Elgin with Elgin Proud and Beautiful, Inc. for
anti-littering, solid waste and beautification activities , a
copy of which is attached hereto and made a part hereof by
reference.

• PURCHASE OF SERVICE AGREEMENT
CITY OF ELGIN, ILLINOIS/ELGIN PROUD AND BEAUTIFUL, INC.
1 . On this day of 1993, the City of
.Elgin, Illinois, a municipal corporation (hereinafter referred
to as "City" ) , and Elgin Proud and Beautiful, Inc. (hereinafter
referred to as "EPB" ) , in consideration of the mutually agreed
upon covenants contained herein, and for other good and valu-
able consideration the sufficiency of which is hereby acknowl-
edged, do hereby enter into this agreement for the purchase of
certain services, as stipulated below.
2 . City hereby agrees to pay to EPB the sum of $8, 000 .
3 . EPB hereby agrees to provide the following services on
or before December 31, 1993 :
A. Set specific plans and guidelines for 1993
activities .
B. Maintain database of volunteers .
C. Meet monthly to finalize specific project
details of locations, date, budget prepara-
tion, etc.
D. Select target volunteer groups to assist
with projects .
E. Act as "coordinator" for specific projects .
F. Conduct "Earth Day" promotions such as a
"Trash Bash" and an "Adopt-A-Highway" pro-
gram.
G. Conduct a KAB luncheon or breakfast during
Keep America Beautiful Month (April) .
H. Perform a Planting Project on September 18
or 25 to improve a designated location aes-
thetically by planting trees and landscaping.
I . Develop survey instrument to be administered
to business leaders to assess their aware-
ness of and support for EPB activities .
J. Develop survey instrument to be distributed
at Elgin Expo or printed in the Elgin Spirit
community newsletter.
K. Identify activities/projects which warrant
news releases and write copy for same.
L. Prepare two EPB Newsletters .
M. Prepare articles for the Elgin Spirit commu-
nity newsletter.
N. Prepare for Expo ' 93 :
1 . Overall theme.
2 . Contest/Prizes .
0. Provide informational updates for Elgin City
Council and Elgin Area Chamber of Commerce
as appropriate.
P. Develop plan for annual fundraising appeal
with appropriate timelines and follow-up ac-
tivities .
Q. Develop a major fundraising activity.
R. Research possibilities of Foundation and/or
Grant funding.
S. Field test preschool curriculum. Following
field testing, assist with revisions to cur-
riculum.
T. Prepare curriculum for presentation to Keep
America Beautiful as a joint publishing ven-
ture (KAB should publish and market national-
ly) .
Failure to perform the above services to the reasonable satis-
faction of the Mayor of City shall result in a termination of .
this agreement and the refund of the $8, 000 consideration,
(plus reasonable costs and attorney' s fees, in the event City
is required to litigate to retrieve said funds) as and for liq-
uidated damages .

MEMORANDUM
TO: Mayor and Members of the City Council
FROM: City Manager
SUBJECT: Purchase of Service Agreement With
Elgin Proud and Beautiful, Inc.
PURPOSE: The intent of this memo is to provide details on the
subject agreement for approval .
BACKGROUND: The City of Elgin has contributed funds to Elgin
Proud and Beautiful (EPB) for several years . This year funds
are again available through the Boards and Commissions section
of the budget.
This payment is structured as a Purchase of Service Agree-
ment and attached is a copy of same which outlines a list of
proposed EPB activities which we believe will benefit the City
during the coming year. Several of the services listed in this
agreement are associated with involvement by the Elgin Leader-
ship Academy.
FINANCIAL IMPACT: The contribution to EPB by the City as budg-
eted in 1993 amounts to $8, 000.
RECOMMENDATION: It is recommended that the Purchase of Service
Agreement with Elgin Proud and Beautiful, Inc. be approved.
