Rice, City Manager SUBJECT: Employment Contract: Lao Community Outreach Worker Purpose To obtain authorization to enter into an employment con- tract with Mr. Sam T. Raksinh for the temporary position of Lao Community Outreach Worker. Background On October 14, 1992, the Council authorized the Police Department to implement the YWCA Crime Prevention Grant program involving a Laotian outreach worker. Since receiving that au- thorization, an agreement with the YWCA has been finalized, a local recruitment effort was conducted, and an individual, Mr. Raksinh, has been selected for the position through a competi- tive interview process. Yet remaining is the execution of an employment contract, after which the outreach efforts can com- mence. Financial Impact The Grant is funded through the Elgin YWCA by the Illinois Department of Public Aid. All expenditures by the City are reimbursable through the Grant, and consequently there is no adverse financial impact. rft.
