RESOLUTION
AUTHORIZING EXECUTION OF AN EMPLOYMENT AGREEMENT WITH
SAM T. RAKSINH
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS, that Larry L. Rice, City Manager, and Dolonna Mecum,
City Clerk, be and are hereby authorized and directed to
execute an employment agreement on behalf of the City of Elgin
with Sam T. Raksinh for his services as a community outreach
worker, a copy of which is attached hereto and made a part
hereof by reference.

EMPLOYMENT AGREEMENT
WHEREAS, the City Council of the City of Elgin
desires to employ Sam T. Raksinh as a Community Outreach
Worker for the City of Elgin pursuant to an agreement between
the City of Elgin and the Elgin YWCA; and
WHEREAS, Sam T. Raksinh is willing to accept
appointment as a Community Outreach Worker for the City of
Elgin upon certain terms and conditions; and
WHEREAS, the employment of Sam T. Raksinh, as a
Community Outreach Worker for the City of Elgin upon the terms
and conditions recited herein, is in the best interests of the
City of Elgin.
NOW, THEREFORE, for and in consideration of the
mutual covenants contained herein, the City of Elgin, a
municipal corporation, and Sam T. Raksinh agree as follows:
1 . That for and in consideration of the salary
established by the City of Elgin as it may be amended from
time to time, and the other terms and conditions contained
herein, Sam T. Raksinh agrees to act as a Community Outreach
Worker for the City of Elgin and to exercise all the powers
and to carry out to the best of his ability all the duties
imposed upon him as a Community Outreach Worker. The
Community Outreach Worker shall:
a. Provide social services to residents of the
City of Elgin with emphasis on those requiring bilingual
Lao assistance.
b. Provide translation/interpretation for
Southeast Asian victims, families and offenders as
assigned.
c. Inform Elgin Southeast Asian refugee
community of victim and witness rights and victim
compensation programs .
d. Assist with domestic violence and child
abuse cases .
e. Provide liaison and referral service with
other community agencies .
f. Conduct youth outreach and provide criminal
justice system diversion through intervention, counseling
and education.
g. Provide intercultural awareness and educa-
tion activities .
h. Maintain detailed files and records .
i . Submit monthly, quarterly and annual reports .
j . Perform other duties as assigned.
2 . The City shall provide the following:
a. A monthly salary in the amount of $1,815 .00
to be paid in equal biweekly installments .

b. All benefits currently provided to Elgin
Management Group "C" employees, except that the Community
Outreach Worker shall not be provided a 401A plan.
3 . Further, the Community Outreach Worker shall be
governed by the City's Personnel Manual, except that the
benefits received shall be those herein identified.
4 . This letter of understanding covers the period
commencing January 18, 1993 through June 30, 1993; provided,
however, that this agreement shall be terminable at will upon
written notice by either party.

MEMORANDUM
TO: Mayor and Members of the City Council
FROM: Larry L. Rice, City Manager
SUBJECT: Employment Contract: Lao Community Outreach
Worker
Purpose
To obtain authorization to enter into an employment con-
tract with Mr. Sam T. Raksinh for the temporary position of Lao
Community Outreach Worker.
Background
On October 14, 1992, the Council authorized the Police
Department to implement the YWCA Crime Prevention Grant program
involving a Laotian outreach worker. Since receiving that au-
thorization, an agreement with the YWCA has been finalized, a
local recruitment effort was conducted, and an individual, Mr.
Raksinh, has been selected for the position through a competi-
tive interview process. Yet remaining is the execution of an
employment contract, after which the outreach efforts can com-
mence.
Financial Impact
The Grant is funded through the Elgin YWCA by the Illinois
Department of Public Aid. All expenditures by the City are
reimbursable through the Grant, and consequently there is no
adverse financial impact.

Recommendation
I recommend that the City Council authorize staff to exe-
cute an employment contract with Mr. Raksinh.
