Rice, City Manager, and Dolonna Mecum, City Clerk, be and are hereby authorized and directed to execute an agreement on behalf of the City of Elgin with WVP Corporation for professional construction services in connection with the Area II street and sewer improvements, a copy of which is attached hereto and made a part hereof by reference. s/ George VanDeVoorde George VanDeVoorde, President Presented: June 9, 1993 Adopted: June 9, 1993 Omnibus Vote: Yeas 7 Nays 0 Recorded: Attest: s/ Dolonna Mecum Dolonna Mecum, Secretary CO (L) n ADD Q Agenda Item No. ,4pogAIFD Fl61`': May 25, 1993 MEMORANDUM TO: Mayor and Members of the City Council FROM: Larry L. Rice, City Manager SUBJECT: Additional Professional Construction Engineering Services : Area II PURPOSE: To authorize the Public Works Department to negotiate an Amendment No. 2 with WVP Corporation for construction engineering services on Area II . BACKGROUND: On February 24, 1993, City Council authorized an Amendment No. 1 with WVP Corporation in the amount of $120,000 to provide construction staking services . The original agreement with WVP Corporation was approved by City Council on January 9, 1991 for design engineering services for the Area II project. The intent of the Public Works Department was to provide all construction engineering and inspection services with in-house staff, as follows: 1 . Resident Engineer: one full time field engineer - Steve Pertzborn, Engineer I 2 . Office Engineer: two days per week - Mel Dahl, City Engineer 3. Field Inspector: two full time field inspectors - James Beverly and Michael Morrissy With the press of demands placed upon the Engineering Division, we have been unable to assign the Resident Engineer full time on the project as anticipated. We have been averaging 4 hours per day or at half time. Should the Resident Engineer become sick, or for a summer vacation period, no back-up engineer would be available to fill in at this position. 'Further, we have not been able to accommodate any Office Engineering time with the departure of Mel Dahl . Further, on most occasions, the Contractor has been working more than two field crews (up to five on occasion) , which have resulted in some work of the contractor's activity being uninspected as we have not been able to assign any other additional inspectors for this project. Mayor and Members of the City Council May 25, 1993 e,.. Page 2 In order to ensure that the project receives adequate field and office construction engineering attention and to ensure full time inspection of all construction activity, additional professional construction services are required. To that end we have been in discussions and negotiations with WVP Corporation, the project design engineer, to provide supplemental construction engineering services . At this writing, we have not received their proposal . However, we have, after negotiations on Friday, May 21, 1993, concurred in the need for the following: 1. Ass ' t Resident Engineer: One full time person to work under the City's Resident Engineer -. 2 . Office Engineer: two days per week 3. Field Inspector: one full time ins•ector and one part ti inspector at two and one hal says per week : In addition to the abo e construction engineering requirements, the Contracto , , _ • . Construction, has not provided adequate Construction ------- t = by the contract. No schedule ha been received showing th= contro • g events or the work pat . on • , we are unabl • assess t. - • o•ress of the work with an -e of c••= • - - and we are b i - s - • •etermine projected • - • • sates . Contractually, the construction is to be completed by the end of November. There is no room in the project for any delays without the experience of wintering over uncompleted roadway work. Although the Contractor is responsible for the project scheduling, the City may need to assume scheduling responsibilities in order to protect our interest in maximizing progress and to provide more precise information to residents and City Council on the ,ctual status of the work. Several level o `'‘ scheduling are available for our consideration. WVP orporation, will be available at the May 26, 1993 meeting to resent the costs and expected benefits for the different leve s of scheduling. FINANCIAL IMPACT: Costs have not yet been received from WVP Corporation. However, we expect their construction engineering and field inspection assistance to cost about $225,000 exclusive of additional scheduling activities . It should be noted that the project is about $800,000 less than A originally estimated. le Mayor and Members of the City Council May 25, 1993 Page 3 RECOMMENDATION: Discussion and authorization to negotiate an Amendment No. 2 with WVP Corporation. / ---... ) _ l Larry .
