APPROVING CHANGE ORDER NO. 1 IN THE CONTRACT WITH
ARROW ROAD CONSTRUCTION CO. FOR AREA II STREET AND
SEWER IMPROVEMENTS
WHEREAS, the City of Elgin has heretofore entered into a
contract with Arrow Road Construction Co. for Area II street
and sewer improvements; and
WHEREAS, it is necessary and desirable to modify the
terms of the contract as is described in Change Order No. 1,
attached hereto.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF ELGIN, ILLINOIS, that Larry L. Rice, City Manager, be
and is hereby authorized and directed to execute Change Order
No. 1, a copy of which is attached hereto and made a part
hereof by reference.

AREA II STREET AND SEWER IMPROVEMENTS

CHANGE ORDER NO. 1
SCOPE: This Change Order No. 1 will provide additional items
necessary to complete the project in an acceptable manner.
The general contractor for this project is Arrow Road
Construction Co. from Mount Prospect, Illinois .
REASONS FOR CHANGE: This Change Order is required for the
addition or change in items necessary to complete the storm
sewer system and to control dust.
SUMMARY OF CHANGES IN CONTRACT AMOUNT: The awarded contract
will be changed to include the additional items listed below:

The present contract with Arrow Road Construction Co. is for
$3, 176,663 .90. By reason of this change Order No. 1, the
contract for the Area II Street and Sewer Improvement Project
will be increased in the amount of forty five thousand two
hundred forty five and 50/100 dollars ($45,245 . 50) .
The circumstances which necessitate this change order were not
reasonably foreseeable at the time the contract was signed.
OTHER CONTRACT PROVISIONS: All other contract provisions shall
remain the same.

SUBJECT: Area II Street and Sewer Improvement Project
Change Order No. 1
PURPOSE: This memorandum will provide the Mayor and Members of
the City Council with information to consider authorizing
execution of the subject Change Order.
BACKGROUND: On October 28, 1992 the Board of Local Improvements
awarded a contract to Arrow Road Construction for the Area II
Street and Sewer Improvement Project. During the construction
process, several conflicts with existing utilities such as gas
mains, sanitary sewer services, and telephone lines have arisen,
prompting necessary changes to the storm sewer design. This
includes the need to install 2 ' dia. catch basins in place of
the proposed 4 ' dia. catch basins at several locations and the
lowering of many sanitary sewer service lines. Also, several
existing sanitary sewer manholes have deteriorated to the point
that they need to be reconstructed. This item was not included
in the original contract.
Many complaints have been received from the residents in the
project about the amount of dust that has been generated by the
construction and traffic on the roads. The only way to control
the dust is to spray water on the streets several times during
the day. Dust control was not included in the project
specifications. An item for dust control has also been included
in this change order.
FINANCIAL IMPACT: The installation of 2 ' dia. catch basins in
place of 4 ' dia. catch basins will result in an estimated
decrease of $1,942 .50. The cost to install 6 inch dia. PVC
sanitary sewer is estimated to be an increase of $17,988. The
cost to reconstruct existing structures is estimated to be an
increase of $17,500. The cost for dust control is estimated to
be an increase of $11,700. The total increase in contract price
eft for this Change Order No. 1 is estimated to be $45,245.50.

RECOMMENDATION: It is recommended that the City Council
authorize execution of Change Order No. 1, which will increase
the contract with Arrow Road Construction by an estimated
$45,245.50.
