The lagoon dredged is the most southeasterly one adjacent to Bode Road . The contractor for this project was Plote, Inc . of Elgin. REASONS FOR CHANGE: At two locations in the lagoon there was above normal depth of silt deposits . This was not detected during the survey work . Manager Date 3/4/88 April 5, 1988 MEMORANDUM TO: Mayor and Members of the City Council FROM: City Manager SUBJECT: Change Order No.1 , Excavation and/or Dredging of Upper Lagoon at Lord' s Park PURPOSE: This memorandum will provide the Mayor and Council with information for considering the attached Change Order. BACKGROUND: There was a long delay after the award of the Middle Dam to G.F. Structures to start the repair work. This delay was due to the excessive flow of water through the gate. Without diverting the flow of water, it was impossible to pour the concrete for the floor slab and the wing walls. After the lagoon project was awarded, it became evident that without another outlet, the dredging operation would be ham- pered. The flow line at the gate is one and one half foot higher than the proposed low point of the lagoon after dredging. A decision was made to install a diversion pipe west of the Middle Dam. The contractor agreed to install the pipe for only the cost of the material. FINANCIAL IMPACT: The original contract with Ed R. Beltz Excavating & Grading, Inc. was for $61 ,717 .00 . With this Change Order, the project cost will be increased by $1 ,978 .00 to a total of $63 ,695 .00 . There is $75,000 .00 budgeted for this project in the 1988 Parks Maintenance Budget. RECOMMENDATION: It is recommended that the City Council author- ize the execution of Change Order No. 1 for the Excavation and/or Dredging of Upper Lagoon in the amount of $1 ,978.00. A copy of the Change Order is attached for your consideration. ames J4iprok, City Manager SA:do Attachment 3 -J EXCAVATION AND/OR DREDGING OF UPPER LAGOON AT LORD'S PARK ELGIN, IL CHANGE ORDER NO. 1 SCOPE: This Change Order No. 1 covers the dredging of the Upper Lagoon at Lord' s Park. The lagoon being dredged is the second one north from Bode Road. The contractor for this project is Ed R. Beltz Excavating & Grading, Inc. of South Elgin. REASONS FOR CHANGE: There was an excessive amount of water, a combination of surface run off from points north and the spring water at the lagoon. The flow line at the only outfall, the Middle Dam, which is under repair is one and one half foot higher than the proposed low point of the lagoon. Due to the situation described above it became a necessity to install a pipe to drain the water. Without this pipe there would have been a collection of water inside the lagoon and this would have hampered the dredging operation. Also, G.F. Struc- tures, contractor for the repair of the Middle Dam was not able to do the repair work due to the continuous flow of water through the gate. It would have been impossible to pour the concrete for the floor slab and the wing wall without diverting the water away from the Middle Dam. Due to the ease and convenience of the dredging operation, Ed. R. Beltz agreed to install the 15 inch PVC pipe for only the cost of material. It was installed west of the Middle Dam. The pipe will be capped at the north end. When the lagoon is dredged next time, the cap will simply be removed to drain the lagoon. SUMMARY OF CHANGES IN THE CONTRACT: The amount of the contract will be revised as follows: ITEM ADD 15 Inch PVC Pipe to drain water from Upper Lagoon $1 ,978.00 to lower Lagoon, Material Only, Lump Sum TOTAL $1 ,978 .00 Net addition to contract $1 ,978 .00 The original contract with Ed R. Beltz Excavating & Grading, Inc. was for $61 ,717.00. By reason of this Change Order No. 1 , the contract for the dredging of the Upper Lagoon will be increased by One Thousand Nine Hundred and Seventy Eight Dollars ($1,978.00) to a total of Sixty Three Thousand Six Hundred Ninety Five and 00/100 Dollars ($63,695.00) .
