NOW, THEREFORE, the Agreement is amended as follows : 1 . Article IV. Payments to the Engineer D. The CITY shall make periodic monthly payments to the ENGINEER based upon actual progress, within 30 days after receipt of invoice. Said periodic payments to the ENGINEER shall not exceed the amounts shown in the following schedule and full payment for each task shall not be made until the task is completed and accepted by the DIRECTOR. Phase I - Pre-design $ 15,900 Phase II - Construction Documents $ 17, 800 Bid Phase $ 2,000 Construction Phase $ 25,000 IN WITNESS WHEREOF, the undersigned have placed their hands and seals upon and executed this Amendment to the AGREEMENT in triplicate as though each copy hereof was an original and there are no other oral agreements that have not been reduced to writing in this statement. Rice, City Manager SUBJECT: Riverside Deck Demolition Construction Engineering Services PURPOSE: This memorandum will provide t e Mayor and Council with information to consider confirming he contract with Walker Parking Consultants, Inc. to perform con truction engineering and inspection services for the Riversid Deck. BACKGROUND: The City Council awarded the the engineering contract to Walker Parking Consultants tp prepare plans and specifications for the subject disassembling at their April 22, 1992 meeting. The contract for the disassembling of the eft structure was awarded to Illinois Hydraulic on August 12, 1992 at a cost of $513,000. The work on this project began on August 31, 1992 . The City Council Agenda Memorandum which authorized the Agreement with Walker Parking Consultant's, did not mention the provision of construction engineering selrvices. However, the actual Contract entered into with Walker included construction engineering services. The contract estimated that 252 hours of construction engineering and inspection (would be required. The intent of this memorandum is to bri g to City Council 's attention the utilization of Walker Par ing Consultants for construction engineering services for t e Riverside Parking Deck. Additionally, now that the project has started, we believe that about 450 hours of inspection will be required at a cost of approximately $25,000. FINANCIAL IMPACT: Cost for construction engineering and inspection services is estimated at $25,000 and will be paid for from the 1992 G.O. Rice, City Manager SUBJECT: Riverside Drive Deck Demolit on Structural Engineering Serviles • PURPOSE: This memorandum will provide , he Mayor and Council with information to consider selecting qualified engineer to perform the subject services BACKGROUND: The Center City Plan, prep.:red by Sasaki (sp?) includes the removal of the upper deck of Riverside Drive to open the river front in the downtown arra. The 1992 Capital Budget also includes this work. The staff solicited proposals from qual fied structural engineering firms and received four pro;iosals. The proposals were received from Walker, Inc. , Elgin, H.W. Lochner, Chicago, Alfred Benesch, Chicago and Collins & R ce, Springfield. All of the firms were chosen by the staff beca se of the expertise in structures . Several members of the staff reviewed tie proposals for the work. They included: James Kristiansen, Public Wor' s Director Mel Dahl, City Engineer Gary Miller Assistant Public ' orks Director Mike Turner, Center City Deve opment Coordinator Ralph Ridley, Engineering Sup:-rvisor This group of staff reviewed the propos.: ls and compared such items as the different firms staff to b? assigned to the project, proposed scope of services, pat experience with this type of work and proposed time schedule for the preparation of plans and specifications for the remova of the upper portion of the Riverside Drive parking structure. FINANCIAL IMPACT: The estimated cost o engineering services for the preparation of plans and specif cations to demolish the Riverside Deck ranged from a high of $5 ; , 000 to a low of $35, 100 . Following a meeting with Walker, Inc. , the staff has Mayor and Members of the City Council April 2, 1992 Page 2 negotiated a contract in the amount of $ 5,700 . This increase in the cost of the work is based on an i creased scope of work over the one proposed by Walker, Inc. T ere are sufficient funds in the 1992 General Obligation Bon Fund (392-982-9943) to pay for these services . RECOMMENDATION: It is recommended that the City Council authorize the Mayor and City Clerk to e ecute a contract with Walker, Inc. , for the preparation of Pl.ns and Specifications for the demolition of the Riverside Dri e parking deck for the lump sum contract price of $35,700 .
