FOR THE SLADE AVENUE PUMPING FACILITY WHEREAS, the City of Elgin has heretofore entered into a contract with Wil-Freds Construction, Inc. for the Slade Avenue Pumping Facility; and WHEREAS, it is necessary and desirable to modify the terms of the contract as is described in Change Order No. 13, attached hereto. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS, that Larry L. Items covered in this change order are for repairs to Reservoir No. 1 only in lieu of repairs to Reservoir Nos. 1 and 2, as bid. This contract for construction is with Wil-Freds Construction, Inc. of Naperville, Illinois. REASONS FOR CHANGE: 1. Bid Item 12. Restoration of Concrete Wall and Roof Slab, including removal of 1/2" to 2-1/2" of deteriorated concrete. The unit price bid per square yard is $150.00. The unit price proposed per square yard is $226.03. The increase in the unit price is due to a determination during shop drawing review, that the material specified was not acceptable for the intended application. The material and installation specification was provided to the City of Elgin and Clark Dietz, Inc. for inclusion in the project contract documents prior to bidding, and without CDI design review, by Consoer, Townsend & Associates, Inc. Since the repairs will be made only at Reservoir No. 1, the quantity will decrease from a bid amount of 50 square yards to an estimated quantity of 18 square yards. This will result in a net deduct from the contract. 2. Bid Item 13. Restoration of Concrete Wall and Roof Slab, including full depth removal of deteriorated concrete. The unit price bid per square yard is $500.00. The unit price proposed per square yard is $766.10. The increase in the unit price is due to a determination during shop drawing review, that the material specified was not acceptable for the intended application. The material specification was provided to the City of Elgin and Clark Dietz, Inc. for inclusion in the project contract documents, prior to bidding and without CDI design review, by Consoer, Townsend & Associates, Inc. Since the repairs will be made only at Reservoir No. 1, the quantity will decrease from a bid amount of 50 square yards to an estimated amount of 22 square yards. There was no quantity or unit price bid for this item. The unit price proposed per lineal foot is $27.74. The estimated quantity is 600 lineal feet. This change order item is in addition to Bid Item 17. , Epoxy Grout of Cracks in Concrete Wall and Slabs of Reservoir. The addition of this bid item is due to a determination during shop drawing review, that the material specified was not acceptable for application to wall repairs below water level . The material specified was provided to the City of Elgin and Clark Dietz, Inc. for inclusion in the project contract documents, prior to bidding, and without CDI design review, by Consoer, Townsend & Associates, Inc. The repairs will only be performed at Reservoir No. 1. Since there was no bid unit price item, the change proposal is for 600 lineal feet at a unit price of $27.74 per lineal foot. This will result in a net increase to the contract. SUMMARY OF CHANGES IN CONTRACT AMOUNT: The amount of the contract will be revised as follows: ITEM 1. Previous change orders amounted to $211,555.42 (two hundred eleven thousand, five hundred fifty-five and 42/100 dollars) and, with the change order amounting to $5,066.74 (five thousand, sixty-six and 74/100 dollars), the total contract will be for $3,911,022.16 (three million, nine hundred eleven thousand, twenty-two , and 16/100 dollars) . BACKGROUND: The construction contract awarded to Wil-Freds on September 26, 1990, included repairs to the two 1-million and one 2-million gallon reservoirs at the Slade Avenue facility on a per unit basis . These repairs were specified in a report submitted to the Water Department in April 1989 by the engineering firm of Donohue & Associates. Donohue' s recommendations for the repairs were initially incorporated into a design and bid specifications package prepared by Consoer Townsend & Associates . Unfortunately, when the department bid the reservoir repairs independently, no bids were received. Therefore, the Consoer Townsend specifications were incorporated with the Clark Dietz bid package for the overall Slade Avenue facility improvements . The bid unit prices for repairs of all three reservoirs at that time was estimated at $78,650. Inspection of the one 1-million gallon reservoir currently out of service has revealed that initial estimates for lineal footage needing the various repair applications were underestimated. Also, as included in this change order, two repair materials previously considered have been rejected and substitute material recommended. Additionally, another item has been recommended for repairs to cracks below the water line. This item was not addressed in initial specifications. The attached change order provides further information considering the recommended material and unit price changes. Page 2 Due to the increase in the repairs required to the out-of-service reservoir, repairs will be made only to this reservoir now. Cost estimates would bring the repairs for this reservoir to that anticipated in the initial contract. The 1989 report recommended the replacement of the two-million gallon reservoir ultimately, and repairs were considered a temporary solution until a replacement could be constructed. It is anticipated that the demolition and replacement of the two-million gallon reservoir at Slade will be included in the 1993 budget. Included in that bid package will be repairs for the remaining one-million gallon reservoir. FINANCIAL IMPACT: The net additional cost covered by this change order is $5,066 . 74 .
