FOR THE NORTHWEST AREA WATER TRANSMISSION LINE, PHASE 2 WHEREAS, the City of Elgin has heretofore entered into a contract with Gluth Bros. Construction, Inc. for the Northwest Area Water Transmission Line, Phase 2; and WHEREAS, it is necessary and desirable to modify the terms of the contract as is described in Change Order No. 1, attached hereto. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS, that Larry L. Items covered in this change order are for additional material and additional work provided by Gluth Bros . Construction, Inc. This contract for water main construction is with Gluth Bros . Construction, Inc. , of Woodstock, Illinois . REASONS FOR CHANGE: 1 . A portion of the scope of work for this project included the installation of a 24-inch water main from the point of new Todd Farm Drive intersecting with Big Timber Road west to the booster pump station at Lyle Avenue. In connecting this 24-inch main to the existing piping at the booster station, it was noted that the pipe needing to be connected to was 12 inch, rather than 16 inch as previously shown on the plans . This necessitated installing 12-inch tapping sleeve and valve rather than the planned 16-inch. This work then also involved the installation of 12-inch water main pipe rather than the planned 16-inch. Additionally, as this location is already full of buried utilities, there was not room enough for the installation of a six-foot valve vault; therefore, a five-foot valve vault was installed. This change order also includes cost for the additional labor and extra effort required because of the physical constraints of the location. 2 . In the final adjusted quantities as installed, there were several deducts due to as found conditions during installation. The most notable of these was the decision not to do pavement replacement or restoration as the Big Timber sewer and road widening project immediately followed the installation of this water main. Therefore a significant savings of approximately $15,000 was saved on this project. SUMMARY OF CHANGES IN CONTRACT AMOUNT: The amount of the contract will be revised as follows : TOTAL VALUE OF CONTRACT ITEMS INSTALLED $254, 154 . 00 TOTAL EXTRAS $ 19, 053 . 66 TOTAL VALUE OF CONTRACT $273,207 . 66 • ELGIN, ILLINOIS NORTHWEST AREA WATER TRANSMISSION LINE, PHASE 2 CHANGE ORDER #1 Page 2 The original contract with Gluth Bros . Construction, Inc. , was for $264,305 (two hundred sixty-four thousand three hundred five dollars) . Net increase to this contract is for $8, 902 . 66 (eight thousand nine hundred two and 66/100 dollars) . OTHER CONTRACT PROVISIONS : All other contract provisions shall remain the same. CONSTRUCTION, INC. , FOR THE INSTALLATION OF BIG TIMBER WATER MAIN PURPOSE: This memorandum will provide the Mayor and Council with information to consider in approving change order #1 and for final acceptance of the contract with Gluth Bros . Construction, Inc. , for the installation of the Big Timber water main. BACKGROUND: On December 18, 1991, the Council awarded a contract to Gluth Bros. Construction, Inc. , for the installation of a 24-inch water main along Big. Timber Road approximately from Lyle Avenue west to Randall Road and east from the Lyle Avenue booster station in Big Timber Road to the new connection with Todd Farm Drive. Installation of this main has been completed, inspected, and tested, and it was turned into service on approximately April 13, 1992 . Attached is change order #1 for minor quantity adjustments made to this contract and also for additional work performed under force account. Acceptance of this change order will finalize this contract. FINANCIAL IMPACT: The contract was awarded in the amount of $264, 305; change order #1 is for $19,053.66 . However, with a reduction in certain contract quantities totaling $10, 151, the actual contract cost increase is $8,902 .66, for a final contract amount of $273,207.66 . Monies were budgeted under appropriation #410-997-9906 in the amount of $630,000 for this project. r •, '' Page 2 RECOMMENDATION: It is recommended that City Council approve change order #1 as well as final request payment #3 in the amount of $45,459 .06 and to accept the' as completed.
