ACCEPTING THE PROPOSAL OF DIXON ASSOCIATES FOR
HISTORIC DOCUMENTATION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS, that Larry L. Rice, City Manager, be and is hereby
authorized and directed to accept the proposal on behalf of
the City of Elgin and Dixon Associates for historic documenta-
tion services relative to the Farm Colony property, a copy of
which is attached hereto and made a part hereof by reference.

DESCRIPTION OF WORK TO BE PERFORMED
The project requests Level I Documentation of the area
originally known as the "Farm Colony" at the Elgin Mental
Health Center. The subject of .the documentation is to include
three brick dormitory buildings, a power plant/utility
structure, a water tower, the foundation remains of a
greenhouse and barn structures.
The documentation is to consist of measured drawings,
photographs and written data providing a detailed record which
reflects the property's significance. In this Level I
Documentation, the following summarizes the basic contents as
required by the Illinois Historic Preservation Agency:
1. DRAWINGS: A full set of measured drawings is to be
developed depicting existing conditions. - Included in
the documentation for the Farm Colony is to be a site
plan, floor plans of each level of one dormitory
building, elevations, wall and whole building sections
and construction details of the dormitory building.
Other buildings to be documented in this manner include
the power plant/utility structure, the water tower -and
the foundation remains of the greenhouse. The barn
structures are to be incorporated into the site plan,
but individual drawing documentation is not to be
included as part of the work. Field notes are to be
prepared at the site, recording dimensions as the
primary source materials for use in developing measured
drawings. Measured drawings are to be ink on HABS
standard 24" x 36" mylar sheets.
2. PHOTOGRAPHS: Photographs are to be produced using
black and white film in a 4" x 5" negative format,
documenting all exterior elevations, views of
representative interior spaces and close up views of
architectural details. 5" x 7" prints of all negatives
will be produced on archivally stable fiber-based paper
and mounted on 8-1/2 x 11 archival boards. A scale
stick will be used as a measurement reference in each
large format photograph. 35mm black and white
negatives will be shot to provide a field record using
informal photography. Wide angle photos of the entire
site will be provided to place the structures in a
context with the surrounding -area.
( 3. WRITTEN DATA: A written history and architectural
description of the property and buildings is to be
prepared based on primary reference sources. An
assessment of the reliability and limitations of the
sources used will be included.- Within the written
history, statements shall be footnoted as to their
sources. The written data shall include a methodology
section specifying the name of the researcher, date of
research and sources searched. The document is
expected to be approximately 25 to 30 pages in length.

FARM COLONY DOCMNTATION
FIELD RECORDS
Field records include notes of measurements taken at the Farm
Colony buildings. Each structure is to be accurately sketched
in plan and elevation. These sketches will become the basis
for the field notes. Buildings will be documented with the
following field measurement drawings:
Location map on reduced scale site plan
Floor plan of each level (only one of three
dormitory buildings will be documented
with difference in the other two noted)
Roof plan
Elevation of each exterior side. of each
building (6 elevation drawings of
only one dormitory building)
Section to show ceiling heights (shown in
section/elevation at dormitory building)
Construction detail section (2 minimum
per building)
Field records also will include 35mm black and white
photographs showing all elevations of each building at the
Farm Colony with at least twelve detail photographs.
Photographs will be recorded on photo identification sheets, a
National Park Service standard form.
Field records (sketches, negatives and photographic proof
sheets) will be kept in a field notebook and will be submitted'
with the final NABS format measured drawings and photographs.
All photographs will meet archival standards of the large
format (formal) photographic documentation.
LARGE FORMAT PHOTOGRAPHS
Photographs for formal documentation will be taken with Kodak
Plus-% black and white film with a Sinar-f, 4x5 view camera,
primarily using a Schneider Symmar-S f5.6, 210mm lens and a
Rodenstock Grandagon f4.5, 90mm lens. All film developing and
print processing will meet archival standards. Black and
white -prints will be provided at a 5" x 7" size mounted on
8-1/2 x 11 archival boards with two prints per view. The
following views are to be provided:

2 interior views of one building only
2 detail views of one building only

Measured drawings complement the formal HABS documentation of
large format photographs and written history and description.
The drawings are to consist of 24" x 36" mylar sheets with
preprinted title blocks and borders. Ink is to be used for
all the drawings. The following drawings are to be prepared
for this NABS documentation of the Farm Colony:

WRITTEN DATA
History: A written report will be prepared to document the
significance of the Farm Colony and each structure. The
ultimate purpose of the research and historical report is to
develop an understanding of the significance of the site and
individual structures into a context.
Description: A written description of each structure will be
provided as part of the HAGS documentation of the Farm Colony.
The existing appearance of each structure will be documented
in writing. -Important characteristics of the three dormitory
buildings, the outbuilding, the extant foundations, the power
plant, water tower and the overall site will be identified and
defined. These characteristics will include architectural
elements such as massing, form, scale, colors, textures and
materials, which are concerned with the three dimensional
qualities of each structure.
The description of each structure will include the dimensions
as well as its shape, materials and fenestration. The roof
shape and materials will be described. The structural systems
will be discussed and any significant features will .receive
special mention.

Preservation Services, Illinois Historic Preservation Agency for the
Farm Colony on McLean Boulevard in Elgin is fixed at $14,080.00.

SUBJECT: Fox Bluff Corporate Center - Historic Documentation
PURPOSE
To present a proposal for preparing historic documenta-
tion of the Farm Colony/Fox Bluff Corporate Center property.
BACKGROUND
• The City is required to provide for a Level One documen-
tation of the Farm Colony/Fox Bluff Corporate Center property
under the terms of the Memorandum of Agreement with the Illi-
nois Historic Preservation Agency and the Army Corps of Engi-
neers . The purpose of this documentation is . to create a
permanent historic record of the structures and use of the
property. This documentation is required before the front
eighteen acres of property can be marketed for sale.
Three proposals were received for performing this docu-
mentation. Staff and a representative from the Illinois
Historic Preservation Agency met with the firms to answer
questions and clarify issues before final submission. A
comparison of proposed fees for this project by firm is at-
tached. The lowest fee was submitted by Mike Dixon Associ-
ates . The work will take approximately 90 days .
FINANCIAL IMPACT
The fee for the work proposed by Mike Dixon Associates
is $14,080 .
