ESTABLISHING CHARGES FOR BACTERIOLOGICAL TESTING AND ADOPTING
BACTERIOLOGICAL SAMPLING PROCEDURES
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS, that the fee for bacteriological testing shall be
$25 . 00 per sample, effective August 17, 1992 .
BE IT FURTHER RESOLVED that it hereby adopts a
Bacteriological Sampling Procedures Policy dated July 13, 1992
as the City of Elgin's policy for the bacteriological tests on
all water facilities, a copy of which is attached.

SUBJECT: ADOPTION OF BACTERIOLOGICAL TESTING PROCEDURES
PURPOSE:
This memorandum will provide the Mayor and Council with
information to consider in establishing a Public Works/Water
Department policy concerning the performance of bacteriological
tests on new facilities.
BACKGROUND:
State and Federal law requires that prior to placing any new
water project, such as water mains or towers, into service that
two consecutive "no growth" bacteriological tests shall be
collected. Historically, for Public Works projects we have
accepted private State certified lab analyses as proof of
sterilization to meet these requirements . As the Public
Works/Water Department's laboratory is also State certified to
perform these bacteriological tests, it is proposed that, as per
the attached policy statement, after August 1, 1992, all
bacteriological tests for these new facilities shall be
performed by the Water Department 's laboratory. This will
provide absolute quality assurance of this vital procedure. The
policy outlines all procedures to be followed.
A survey has been conducted of four area laboratories as to
their costs to perform these analyses . These prices range from
$10 to $50 per sample for analyses only. It is proposed that a
fee of $25 per sample be established. Note that this price
recaptures both material and labor costs to perform the analyses
and also that for collection of the sample itself. It is
proposed that this charge be waived on all City contracts .

FINANCIAL IMPACT:
All costs incurred by the Public Works/Water Department for
work on private samples will be recaptured.
RECOMMENDATION:
It is recommended that the attached policy and procedures on
bacteriological testing be adopted. It is also recommended that
the staff be directed to prepare a resolution to establish a
price of $25 p- ' - for bacteriological testing.

BACTERIOLOGICAL SAMPLING PROCEDURES
July 13, 1992
Bacteriological tests on all new Elgin water facilities (water mains,
towers, etc. ) will be performed by the Water Department's laboratory as
per the following:
1. Arrangements for sampling shall be made 24 hours in advance by
notifying the Water Department laboratory at 931-6160.
2. Samples shall be collected and analyzed by Water Department
State certified staff.
3. Two consecutive safe samples (no growth) shall be collected 24
hours apart from each sample site.
4. The number of sample sites shall be determined by the Water
Department.
5. Fees shall be waived on projects funded by the City of Elgin.
