APPROVING CHANGE ORDER NO. 1 IN THE CONTRACT WITH
SZABO CONTRACTING FOR THE BIG TIMBER/TYLER CREEK INTERCEPTOR
WHEREAS, the City of Elgin has heretofore entered into a
contract with Szabo Contracting for Big Timber/Tyler Creek
Interceptor; and
WHEREAS, it is necessary and desirable to modify the
terms of the contract as is described in Change Order No. 1,
attached hereto.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF ELGIN, ILLINOIS, that Larry L. Rice, City Manager, be
and is hereby authorized and directed to execute Change Order
No. 1, a copy of which is attached hereto and made a part
hereof by reference.

BIG TIMBER/TYLER CREEK INTERCEPTOR
CHANGE ORDER NO. 1
SCOPE:. This Change Order #1 covers additional changes in the scope of
work at the Big Timber/Tyler Creek Interceptor that were not reasonably
foreseeable at the time the contract was signed and are in the best
interests of the City. Items covered in this change order are for:
1) temporary bituminous surface replacement, 2) sanitary sewer bore and
jack, and 3) sanitary sewer open cut with granular trench backfill .
This contract for construction is with Szabo Contracting, Elmhurst,
Illinois.
REASONS FOR CHANGE:
•
1. The project was originally designed and bid with the contractor
responsible for replacing the existing pavement, disturbed during
installation of the interceptor sanitary sewer, with a new
bituminous pavement consisting of aggregate base, prime coat,
binder course, and surface course. After design and bid of this
project, the City of Elgin proceeded with separate design and bid
of road improvements on Big Timber Road from Randall Road to North
McLean Boulevard. It was determined that it was in the best
interest of the City of Elgin not to install permanent paving as
part of this contract that was scheduled to be replaced later. It
was further determined that the installation of a two-inch thick
bituminous surface course would allow public use of the roadway
until the proposed road improvements were completed. This will
result in a net deduct from the contract.
2. The project was originally designed and bid with the installation
of the 36-inch diameter sewer installed by open cut methods across
Big Timber Road just west of Lyle Avenue. After the project was
bid, the City of Elgin decided that it would be in their best
interest to bore and jack the interceptor sewer under Big Timber
Road. This will allow Big Timber Road to remain open to traffic
while construction is ongoing, thus minimizing commuter
inconvenience. This will result in a net addition to the
contract.
3. The project was originally designed and bid along a sanitary sewer
easement on the north side of Big Timber Road. Realignment was
necessary due to placement of a new water main in the path of the
new sanitary sewer. The realignment placed the piping beneath a
portion of the NIGAS parking lot. This installation required
granular backfill in lieu of earth backfill . A change order for
this item is necessary because there was no unit price originally
bid for the installation at the depth encountered in this
location. This will result in a net addition to the contract.
SUMMARY OF CHANGES IN CONTRACT AMOUNT: The amount of the contract will
be revised as follows:

1. Add 2,478 sy. of temporary surface replacement, bituminous
concrete (Class I) at $14/sy.
Total Add = $34,692.00
Deduct 2,556 sy of permanent surface replacement, bituminous
concrete (Class I) at $23/sy. (Bid Item 31) .
Deduct = $58,788.00
Total Net Deduct = $24,096.00
2. Add 100 lineal feet of 36-inch diameter sanitary sewer crossing
(bored and jacked) including 48-inch diameter casing at •
$825/1 .f.
Total Add = $82,500.
Deduct 35 1 .f. of 36-inch diameter sanitary sewer, 27 ft. to 30
ft. depth of cut range, backfill method 4 at $300/l .f. (Bid
Item 12) .
Deduct = $10,500.00
Deduct 65 l .f. of 36-inch diameter sanitary sewer, 27 ft. to 30
ft. depth of cut range, backfill method 2 at $237.95/l .f. (Bid
Item 8) .
Deduct = $15,466.75
Deduct 23 sy of permanent surface replacement, bituminous
concrete (Class I) at $23/sy. (Bid Item 31) .
Deduct = $529.00
Total Deduct = $26,495.25
Total Net Add = $56,004.25
Deduct 60 l .f. of 36-inch diameter, sanitary sewer, 21 ft. to
24 ft. depth of cut range, backfill method 2, at $154/l .f.
(Bid Item 6) .
Total Deduct = $9,240.00
Total Net Add = $7,320.00
3. Add 60 lineal feet of 36-inch diameter sanitary sewer, 21 ft.
to 24 ft. depth of cut range, backfill method 4 at $276/l .f.
Total Add = $16,560.
TOTAL NET ADDITIONAL COST = $39,228.25
The original contract with Szabo Contracting was for $1,769,562.50 (one
million, seven hundred sixty-nine thousand, five hundred sixty-two and
50/100 dollars) . With this change order amounting to $39,228.25
(thirty-nine thousand two hundred twenty-eight and 25/100 dollars) , the
total contract will be for $1,808,790.75 (one million eight hundred eight
thousand seven hundred ninety and 75/100 dollars) .
OTHER CONTRACT PROVISIONS: All other contract provisions shall remain
the same. The date for substantial completion of work under the contract
will be September 2, 1992. The date for completion of all work under the
contract will be October 4, 1992.

SUBJECT: Big Timber/Tyler Creek Interceptor Sewer
Change Order No. 1
PURPOSE: This memorandum will provide the Mayor and Council
with information to consider Change Order No. 1 to the contract
with Szabo Contracting for the Big Timber/Tyler Creek
Interceptor Sewer.
eft BACKGROUND: The work on this project started in May, 1992 and
included the closing of Big Timber Road along with North
McLean. As the work was finished in Big Timber Road a concrete
patch was to be installed in the roadway cut and then
asphalted. Based on the extended period of time it took to get
out of Big Timber Road, it was decided to delete the concrete
repairs and place 2" of asphalt in the roadway to get the road
open. The delays to the project were because of the
contaminated soils the contractor found in the area of the Amoco
station at Big Timber and McLean. The permanent repair to Big
Timber Road will be accomplished by adding the concrete repair
by change order to the existing contract with Palumbo, Inc. , the
contractor doing the Big Timber and McLean widening projects .
The cost to change from a permanent concrete repair to a two
inch asphalt temporary repair results in a credit to the City of
Elgin of $24,096 .00 .
The contract for the interceptor sewer was bid and awarded to
install the new 36" sewer in an open cut across Big Timber Road
west of Lyle Avenue. Upon review of the soils and the
disruptions to traffic should the roadway be closed it was
decided to request that the contractor jack and auger under Big
Timber at that location. The public meetings held with
residents emphasised the augering under Big Timber in lieu of
open cutting.

The cost to auger under Big Timber Road in lieu of open cutting
will result in an additional cost to the City of $60,843 .50 .
With the installation of the interceptor in the easements along
the north side of Big Timber Road it was necessary to add trench
backfill through the area of the N. I . Gas property. This was
necessary to retain the integrity of their driveway and parking
lot.
The cost to substitute trench backfill in lieu of original
material will result in an additional cost to the City of
$7, 320. 00.
A detailed letter from Clark Dietz, Inc. , consultant for this
project, is attached for your consideration.
risk FINANCIAL IMPACT: The additional cost for Change Order No. 1
is $44,067 .50. The cost adjustment is explained further
explained in the attached letter from Clark Dietz . There are
adequate funds available in the 1991 G.O. Bond project fund to
pay for this additional work (391-997-9920)
RECOMMENDATION: It is recommended that the City Council
authorize City Manager to execute Change Order No. 1 to the
contract with Szabo Contracting for the Big Timber/Tyler Creek
Interceptor Sewer in the amount of $44, 067 .50 .
A copy of the change order is attached for your consideration.

Dear Mr. Ridley:
In regard to the above referenced project, we have requested and
received quotes (see attached) from Szabo Contracting for the following
items:
1 . Temporary Bituminous Pavement. This item addresses installation
of a two-inch thick bituminous surface course as a temporary
roadway in lieu of the permanent pavement as bid. The upcoming
roadway construction project will be providing a new pavement and
it was determined that there was no need to install permanent
pavement at this time on this contract, only to have it removed at
a later date. The approximate cost of the permanent pavement is
$58,788. The approximate cost of the temporary pavement is
$34,692. Therefore, the net deduct of this item is approximately
$24,096.
2. Big Timber Bore and Jack. This item addresses installation of the
36-inch diameter sewer by bore and jack method instead of open
cut. Discussions with City personnel revealed that since Big
Timber Road is a major access road, open cut installation of the
sewer pipe would create a traffic nightmare. This discussion and
decision was made after the project was bid and awarded. The
approximate cost of the bore and jack installation is $82,500. By
installing the pipe by bore and jack method, an equivalent length
of open cut pipe installation will be deducted. The approximate
cost deduct for this item is $21,127.50. Bituminous paving for
Big Timber Road would also not be required resulting in a deduct
of approximately $529.00. Therefore, the net addition for this
item is approximately $60,843.50.
3. This item addresses the addition of a unit price line item for
pipe installed beneath the NIGAS parking lot with BFM #4. The
approximate cost is $16,560_ An equivalent amount of BFM #2 pipe
installation will be deducted. The approximate cost deduct for
this item is $9,240. Therefore, the net addition for this item is
approximately $7,320.
