FOR THE RIVERFRONT IMPROVEMENT PROJECT BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS, that Larry L. Rice, City Manager, be and is hereby authorized and directed to execute a Planning Services Contract Amendment #1 on behalf of the City of Elgin with EDAW, Inc. for the Riverfront Improvment Project, a copy of which is attached hereto and made a part hereof by reference. s/ George VanDeVoorde George VanDeVoorde, Mayor Presented: August 12, 1992 Adopted: August 12, 1992 Vote: Yeas 7 Nays 0 Recorded: Attest: s/ Dolonna Mecum Dolonna Mecum, City Clerk Planning Services Contract Amendment #1 City of Elgin Riverfront Improvement Project The CONTRACT AMENDMENT #1, made as of the day of U1.-`( of 1992, by and between the City of Elgin, Illinois (hereinafter called the CLIENT and EDAW, Inc. , Alexandria, Virginia (hereinafter called EDAW) . WITNESSETH, THAT WHEREAS, the CLIENT and EDAW have previously entered into a Planning. Service Agreement dated the 18th day of March of 1992 for professional services on the design and architecture service for the Riverfront Improvement Project (hereinafter called the PROJECT) for a lump sum of $58,300. Whereas, the Planning Services Contract includes Sections covering Additional Services of EDAW and the Client's Responsibilities and whereas EDAW has identified the following additional services and associated costs: Additional Project Scope 1. At the time the contract with EDAW for the river walk improvements was signed, it was unanticipated that the Public Works/Water Department's Slade Avenue facility would be nearing completion and ready for landscape improvements at a time when the EDAW conceptual plan would be completed. As these two projects are now at a stage when the concepts of the EDAW plan can be incorporated at the Slade Avenue facility, it is in the best interest of the City to coordinate all of the river front improvements. This first aspect of the contract amendment will involve design development. EDAW will develop a landscape plan delineating the walkway, the overlook, a parking area at Spring Street, and the river edge landscaping. Detail plans, elevations, and sections will be provided for the overlook and drinking fountain, including any narrative or interpretive design. $ 3,000.00 2. Contract documents will be developed showing overall site layout, grading, and planting plans for the work based upon review and written comments from the City. These plans will be drawn at a scale of 1 inch equals 20 feet and will serve to fix and describe horizontal and vertical controls for the walkway and overlook as well as species and location of planting. Page 2 Details for pavements, walks, drinking fountain, and seeding will be provided to fully communicate the form, material, and character of the improvements. Based upon EDAW's design development drawings, the engineering firm of Clark Dietz, Inc. , will execute contract documents for the parking lot, vehicular pavements, and coordination of the water and drain lines for the drinking. EDAW will provide one set of Mylar original plans and one set of technical specifications for the work included. These specifications will then be incorporated into an overall project manual developed by Clark Dietz, Inc. One meeting day is included in the work to occur at the 60 per cent stage to facilitate coordination. $ 6,400.00 Total Fee Increase $ 9,400.00 The circumstances making these changes necessary were not foreseeable at the time the contract was signed. Therefore, the City of Elgin and EDAW, Inc. , mutually agree to increase the total contract amount by $9,400 to $67,700, which will not be exceeded without the written approval of the Director of Public Works. In witness whereof, the parties hereto have caused this AMENDMENT to be executed as of the day and year hereinabove set forth. Attest: i /6 C Attest: 1 /i/ lNPi/��' 11 59820715.292 (contract) • (,1,7} Agenda Item No. TO: Mayor and Members of the City Council FROM: City Manager DATE: July 15, 1992 SUBJECT: APPROVAL OF CONTRACT AMENDMENT #1 WITH EDAW FOR RIVER WALK IMPROVEMENTS AT SLADE AVENUE FACILITY PURPOSE: This memorandum will provide the Mayor and Council with information to consider for approval of contract amendment #1 with EDAW for landscape architectural services for phase 1 of the river walk at the Water Department' s Slade Avenue facility. BACKGROUND: The construction of the new Slade Avenue facility is virtually complete with only punch list items needing to be addressed. The demolition of the old facility is also nearing completion. Therefore, it is timely that the landscaping architectural treatment of this facility and improvements to the roadway be designed and completed. A joint effort has been devised whereby the recommendations of EDAW for the river walk as presented in conceptual form to the City Council on April 28, 1992, will be incorporated at the Slade Avenue facility through bid documents prepared by Clark Dietz, Inc. Clark Dietz, Inc. , will also design the civil aspects for the recommended improvements. The specific aspects and documents to be prepared by EDAW are outlined in the attached proposal . FINANCIAL IMPACT: Total fees proposed by EDAW are $9,400 . Funds are available in the Public Works/Water Department' s operating budget for these design services under account #390-991-9919 . Please note that under separate Council memorandum, an amended agreement #5 with Clark Dietz, Inc. , in the amount of $23,000 is also being requested for the Slade Avenue site improvements for a total design fee of $32,400 . eft Page 2 The site development engineering was budgeted in the amount of $50, 000.
