TO: Mayor and Members of the City Council
FROM: City Manager
DATE: July 1, 1992
SUBJECT: ACCEPTANCE OF THE COMPREHENSIVE WATER MASTER PLAN
PREPARED BY BLACK & VEATCH CONSULTING ENGINEERS
PURPOSE:
This memorandum will provide the Mayor and Council with
information to consider acceptance of the Comprehensive Water
Master Plan as prepared by the consulting engineering firm of
Black & Veatch.
BACKGROUND:
On July 26, 1990, the City Council executed an agreement with
Black & Veatch for the preparation of a comprehensive master
plan for the design of expansions and improvements of the
existing water supply, treatment, and distribution facilities.
The studies and evaluations presented in the master plan
identify and establish capacities of improvements needed to meet
Elgin's water demands through 2010. The scope of the master
plan itself was divided into several phases, including water
requirements, Safe Drinking Water Act assessment, water supply,
water treatment, and water distribution. An executive summary
has been included, which provides a synopsis of the master plan
itself.
Due to the speed at which growth is occurring within the City,
several of the improvements proposed by the master plan
involving water mains and elevated storage tanks have already
been implemented.
FINANCIAL IMPACT:
There is no financial impact upon receipt of this master plan.

RECOMMENDATION:
It is recommended that the City Council accept the
Comprehensive Master Plan as prepared by Black & Veatch.
