RESOLUTION
APPROVING CHANGE ORDER NO. 4 IN THE CONTRACT WITH
ELGIN BUILDERS, INC. FOR RENOVATION OF LORD'S PARK PAVILION
WHEREAS, the City of Elgin has heretofore entered into a
contract with Elgin Builders, Inc. for the renovation of
Lord's Park Pavilion; and
WHEREAS, it is necessary and desirable to modify the
terms of the contract as is described in Change Order No. 4,
attached hereto.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF ELGIN, ILLINOIS, that Larry L. Rice, City Manager, be
and is hereby authorized and directed to execute Change Order
No. 4, a copy of which is attached hereto and made a part
hereof by reference.

RENOVATION OF THE LORD' S PARK PAVILION
CHANGE ORDER 4
SCOPE: This Change Order No. 4 covers additional work required
to complete construction changes for renovation of the
Lord' s Park Pavilion.
The Contractor for this project is Elgin Builders ,
Inc. , of Elain , Illinois .
REASONS FOR CHANGE:
This Change Order is required for the costs associated with the
items requested by staff to complete the following work.
1 . Removal of a deteriorated portion of the stone wall in the
Basement between the elevator and the toilets .
The circumstance necessitating this change was that upon
demolition of the adjacent work it was found to have lost
its structural integrity. This was an unforeseeable
existing site condition.
2 . Revision of Toilet accessories and amenities .
The reason necessitating this change is that it is in the
best interests of the City . This change was recommended by
the Parks and Recreation Department in order to improve the
day-to-day maintenance and the usability of the toilets .
3 . Provided additional exterior receptacles around the porch.
The reason necessitating this change is that it is in the
best interests of the City . This change was recommended by
the Parks and Recreation Department in order to provide
exterior program flexibility as well as allow for future
decorative lighting .
4 . Remove the existing concrete retaining wall at the north end
of the Pavilion and the adjacent sidewalk .
The reason necessitating this change is that it is in the
best interests of the City. This work would have been apart
of the future landscaping work around the Pavilion, but it
became logical to remove it at this time to coordinate with
the construction of the north stairs of the Pavilion.
5 . Installation of below grade roof drainage piping around the
Pavilion on all sides .
The reason necessitating this change is that it is in the
best interests of the City . This will eliminate a potential
slipping situation as water is emitted from the downspouts
below grade in lieu of on grade. The original design intent
was to maintain the existing downspout location. During the
course of construction, the City staff requested this as an
improvement to the original design.
6 . Removal of weathered and previously damaged porch deck
around the exterior of the Pavilion.
The reason necessitating this change is that it is in the
best interests of the City . This removal cost is based upon
unit costs asked for in the original specifications in
anticipation of potential deck replacement . Original deck
replacement was contemplated in the original contract , but
the exact amount could only be determined once the
rehabilitation was underway .
7 . Structural repairs required to brace and straighten the
roofs of the north and south wings .
The reason necessitating this change is that it was an
unforeseen condition . It was not until the contractor began
work around the perimeter that the condition became
exposed. It is a condition that has existed for decades ,
but remained concealed.
8 . Relocation of the downspout drainage of the round roof on
the west side of the Pavilion. This involves tearoff and
rebuilding the roof pitch and repair of the fascia to
accommodate the revised drainage. This work also includes
related clapboard siding replacement . The City staff and
the Architect requested this change in the roof system to
accommodate the roof runoff in a more efficient and
aesthetic manner.
The reason necessitating this change is that it is in the
best interest of the City. It will bring the downspouts
closer to the majority of the water runoff from the upper
roofs . It will also reduce the visual impact of the
downspout across the face of the brick wall below.

the amount of Ninety Four Thousand Eight Hundred and Ninety Six
and 00/100 Dollars ( $94 , 896 . 00 ) . The new revised contract total
will be One Million Fifty Four Thousand Eight Hundred Sixty One
and 00/100 Dollars ($1 , 054, 861 . 00 ) .
OTHER CONTRACT PROVISIONS: All other contract provisions shall
remain the same.

SUBJECT: Remodeling of the Lords Park Pavilion
PURPOSE
The purpose of this memorandum is to forward to the
Mayor and City Council recommendations concerning remodeling
of the Lords Park Pavilion.
BACKGROUND

Architects Dahlquist & Lutzow prepared plans and specifi-
cations for the remodeling of the pavilion last summer.
Subsequently, a contract was awarded to Elgin Builders for
the construction work which was begun on September 9, 1991 .
Attached is Change Order No. 4 from Dahlquist & Lutzow
regarding the remodeling work. The change order includes
eight items with a total net cost of $94,894 . The most sig-
nificant item in the change order is No. 7, which deals with
increasing the structural stability of the pavilion roofs .
The cost for bracing and repairing the roof systems is
$70,510. The damage to the roof structure, which occurred
over the life of the building, was not apparent until it was
exposed during the remodeling process .
The architects. will be present at the June 10 meeting to
more fully explain the structural problems with the pavilion
roofs and to answer any questions you may have regarding the
change order.
FINANCIAL IMPACT
The change recommended by the architects will result in
a $94, 894 increase in the contract with Elgin Builders from
eft $959, 965 to $1, 064, 859 . There are sufficient funds available
in the 1991 Bond Fund and the 1992 Park budget to finance the
proposed work.

History of Eave Problem
1 . The structural survey in Preservation Plan identified the
overall roof problem. This roof problem began with the
improper design and construction of the upper roof 100 years
ago.
2 . The initial roof stabilization program undertaken prior to
the current construction project took care of the outward
thrust problem caused by the movement of the upper roof in
the large central room.
3 . The intent from the beginning of design was never to
straighten out the building, but leave in the existing
deflection . From a time and financial standpoint , it would
not have been practical to straighten out the building.
4. Since the existing structure was to be left alone,
destructive surveying and testing was not done. The
structural condition of the porch rafters pulling away from
the perimeter beam over the columns was not visible.
5 . Current construction activity provided us the opportunity to
see this "pulling away" condition . Upon close inspection,
it is evident that this condition has been in existence for
a substantial period of time. If the wood members were
properly attached over the years , the ends of the members
would not have weathered. However, the ends show the same
weathering as the adjacent exposed wood surfaces .
