HomeMy WebLinkAbout92-0408 Elgin Gang Drug Task Force RESOLUTION AUTHORIZING EXECUTION OF A PURCHASE OF SERVICE AGREEMENT WITH THE ELGIN GANG/DRUG TASK FORCE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS, that George VanDeVoorde, Mayor, and Dolonna Mecum, City Clerk, be and are hereby authorized and directed to execute a Purchase of Service Agreement on behalf of the City of Elgin with the Elgin Gang/Drug Task Force for the provision of a community-wide effort to minimize illegal drug and street gang activities, a copy of which is attached hereto and made a part hereof by reference. s/ George VanDeVoorde George VanDeVoorde, Mayor Presented: April 8, 1992 Adopted: April 8, 1992 Vote: Yeas 5 Nays 2 Recorded: Attest: s/ Dolonna Mecum Dolonna Mecum, City Clerk i PURCHASE OF SERVICE AGREEMENT BETWEEN THE CITY OF ELGIN, ILLINOIS AND THE ELGIN GANG/DRUG TASK FORCE THIS AGREEMENT is made this 10"' day of March, 1992, between the CITY OF ELGIN, ILLINOIS, a municipal corporation, hereinafter referred to as "City", and the Elgin Gang/Drug Task Force, a not-for-profit corporation, hereinafter referred to as "Task Force". WHEREAS, the City has a interest in the minimization of illegal drug and street gang activity in the Elgin area; and WHEREAS, the Task Force is an organization which is committed to the reduction of unlawful drug activity and street gang activity in an effort to combat community deterioration and juvenile delinquency. NOW, THEREFORE, in consideration of the mutual promises contained herein, and other good and valuable consideration, the receipt and sufficiency of which is hereby acknowledged, it is hereby agreed; 1. The Task Force shall provide educational activities for the purpose of raising community awareness and understanding, training area professionals in prevention, intervention, deterrent and suppression strategies and dissuading area youth from involvement in illegal drug or gang activity. Such activity will include, but not be limited to, a professional seminar for personnel in the field and awareness workshops for parents, peers and citizens; 2. The Task Force shall conduct at least one of the aforementioned seminars on or before December 31, 1992; 3. The Task Force shall provide a continuing forum for area law enforcement, social service, educational, religious and community .. groups as well as citizens to discuss, share Information and set priorities for a community-wide effort to minimize illegal drug and street gang activities; which forum shall consist of regularly scheduled meetings of the Task Force Board of Directors, general membership meetings of the Task Force and continuing contact with the Kane County Gang Awareness Task Force; 4. The Task Force shall conduct at least one "awareness workshop" on or before December 31, 1992, which workshops shall consist of the provision. of facilitators and relevant materials to groups interested in the reduction of illegal drug and street gang activity, whether those groups be parents, peers or citizens; 5. The Task Force shall provide support for and technical assistance to other community organizations whose efforts are directed towards illegal drug activity or street gang activity including, but not limited to, alternative activities for at-risk youth, which activities shall include, but not be limited to social, recreational or cultural activities under adult supervision such as open gymnasiums, musical or other entertainment events, group sports events or trips to cultural centers; 6. The Task Force shall submit a report to the city manager which documents attendance, costs, topics and evaluations of educational activities to the City within thirty (30) days following the completion of those activities; 7. The City agrees to provide payment of $10,000 to the Task Force on the following basis: $10,000 payable to the Task Force within thirty (30) days following the execution of this agreement. 8. The City retains all rights to assert any and all claims it may have against the Task Force for breach of any of the terms of this agreement; 9. The City shall be entitled to $10,000 as and for liquidated damages in the event of any breach of any of the terms of this agreement by the Task Force.
