APPROVING CHANGE ORDER NO. 12 IN THE CONTRACT WITH
WIL-FREDS CONSTRUCTION, INC. FOR THE SLADE AVENUE FACILITY
WHEREAS, the City of Elgin has heretofore entered into a
contract with Wil-Freds Construction, Inc. for the Slade
Avenue Facility; and
WHEREAS, it is necessary and desirable to modify the
terms of the contract as is described in Change Order No. 12,
attached hereto.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF ELGIN, ILLINOIS, that Larry L. Rice, City Manager, be
and is hereby authorized and directed to execute Change Order
No. 12, a copy of which is attached hereto and made a part
hereof by reference.

SLADE AVENUE PUMPING FACILITY
CHANGE ORDER NO. 12
SCOPE: This Change Order #12 covers additional changes in the scope
of work at the Slade Avenue facility that were not reasonably
foreseeable at the time the contract was signed and are in
the best interests of the City. Items covered in this change
order are for: 1) plumbing modification and 2) electrical
transformer/switchgear relocation.
This contract for construction is with Wil -Freds Construc-
tion, Inc. , of Naperville, Illinois.
REASONS FOR CHANGE:
1. Change Proposal #19 is for supplying and installing a
by-pass vareameter for the water meter testing equipment
which is of a different model number and manufacturer
than specified in the contract documents. This item was
noted upon review by the City's Water Department during
shop drawing review and is due to oversight by the City
in the original bid documents. This change proposal
will allow for testing of large water meters and also
includes a material credit for the originally specified
equipment.
2. Change Proposal #36 is for additional labor and material
incurred for the installation of concrete pads, fencing,
and contour regrading for the 5 KV outdoor lineup. The
design of this facility was completed and bid accepted
prior to completion of utility company engineering.
Thus the location and other details of the design were
unknown at the time of the bid. The final ComEd
engineering required that additional larger transformers
be added. The original design was also based on
utilization of the existing ComED substation yard.
ComEd, in their review, determined that the transformers
would not fit in the existing substation area, thus
necessitating a larger area.
SUMMARY OF CHANGES IN CONTRACT AMOUNT: The amount of the contract will
be revised as follows:

TOTAL NET ADDITIONAL COST $11,007.73
The original contract with Wil-Freds Construction, Inc. , was for
$3,694,400.00 (three million, six hundred ninety-four thousand, four
hundred dollars) . Previous change orders amounted to $200,547.69 (two
hundred thousand, five hundred forty-seven and 69/100 dollars) and,

with the change order amounting to $11,007.73 (eleven thousand, seven
and 73/100 dollars), the total contract will be for $3,905.955.42
(three million, nine hundred five thousand, nine hundred fifty-five and
42/100 dollars) .
OTHER CONTRACT PROVISIONS: All other contract provisions shall remain
the same. The date for substantial completion of work under the
contract will be December 12, 1991. The date for completion of all
work under the contract will be August 11, 1992.

Dear Butch:
We request your review of the attached information pertaining to the
referenced item.
Transformer placement necessitated grading revisions shown on the attached
sketch. This required import and placement of clay above the original
proposed grade.
Using cross sections and a tally sheet, 374 cubic yards of clay were required.
374 cy placed and compacted @ $8.50/cy = $3,179.00

SUBJECT: CHANGE ORDER #12 WITH WIL-FREDS CONSTRUCTION FOR THE
SLADE AVENUE FACILITY
PURPOSE:
This memorandum will provide the Mayor and Council with
information to consider authorizing change order #12 with
Wil-Freds Construction for modifications to the Slade Avenue
facility.
BACKGROUND:
Change proposal 19 is the result of a review of shop drawings
by the City's Water Department. During this review, it was
noticed that a test indicator for the water meter testing
equipment had been specified for only a single flow range. As
this indicator is for the large meters, it was determined that a
dual range indicator would be more appropriate; therefore, this
change is for the replacement of a single range indicator with a
dual range indicator (the ranges are from 0 to 100 gallons per
minute and from 0 to 500 gallons per minute) .
Change proposal 36 is for additional labor and material incurred
for the installation of concrete pads, fencing, and fill and
grading required for the 5 KV transformer's lineup. The design
of this facility was completed and bids accepted prior to final
engineering review by Commonwealth Edison. Initially, there was
adequate space within Commonwealth Edison's substation for the
originally designed units. However, in June 1991, approximately
six months into construction, final engineering plans were
received from Commonwealth Edison indicating that adequate space
was notavailable within their existing substation.
Consequently, a new transformer site was required.

With dual feeds to the facility required, the new transformer
site work involved earthwork and grading, four new and larger
concrete pads for transformers and switch gear (note that the
costs for two pads are not in this change order #12 as they were
included in the original base contract) , and fencing of the new
site.
Please refer to the attached change order #12 for additional
information.
FINANCIAL IMPACT:
Additional cost incurred due to change proposal #19 is
$511 .70 . Cost incurred from change proposal #36 is $10,496.03.
The net total being $11,007. 73. There are sufficient funds in
the Water Department's contingency fund to cover this additional
expense.
RECOMMENDATION:
It is recommende that the City Council approve change order
#12 with W' 1-F - struction in the amount of $11,007 . 73.
