APPROVING CHANGE ORDER NO. 11 IN THE CONTRACT WITH
WIL-FREDS FOR THE SLADE AVENUE WATER FACILITY
WHEREAS, the . City of Elgin has heretofore entered into a
contract with Wil-Freds for the Slade Avenue Water Facility;
and
WHEREAS, it is necessary and desirable to modify the
terms of the contract as is described in Change Order No. 11,
attached hereto.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF ELGIN, ILLINOIS, that Larry L. Rice, City Manager, be
and is hereby authorized and directed to execute Change Order
No. 11, a copy of which is attached hereto and made a part
hereof by reference.

SLADE AVENUE PUMPING FACILITY
CHANGE ORDER NO. 11
SCOPE: This Change Order #11 covers additional changes in the scope
of work at the Slade Avenue facility that were not
anticipated under the original contract for the work and are
in the best interests of the City. Items_ covered in this
change order are for: 1) electrical conduit rerouting and 2)
plumbing modification.
This contract for construction is with Wil-Freds Construc-
tion, Inc. , of Naperville, Illinois.
REASONS FOR CHANGE:
1. Change Proposal #32 is for additional pipe, pipe
fittings, and a double check valve required by the cross
connection control ordinance on fire protection
services. This item was noted upon review by the City's
Bureau of Inspection Services as not being provided for
due to oversite by the City in the original bid
documents.
2. Change Proposal #33 is for labor and extra material
necessary to reroute electrical conduits in the meter
shop so that they would not pass directly under the
skylights as originally shown. This modification cleans
up and makes the skylight area more attractive and
functional . This design defect was not noticed by the
City during original plan review.
SUMMARY OF CHANGES IN CONTRACT AMOUNT: The amount of the contract will
be revised as follows:

TOTAL NET ADDITIONAL COST $5,888.06
The original contract with Wil-Freds Construction, Inc. , was for
$3,694,400.00 (three million, six hundred ninety-four thousand, four
hundred dollars) . Previous change orders amounted to $194,659.63 (one
hundred ninety-four thousand, six hundred fifty-nine and 63/100
dollars) and, with the change order amounting to $5,888.06 (five
thousand, eight hundred eighty-eight and 6/100 dollars) , the total
contract will be for $3,894,947.74 (three million, eight hundred
ninety-four thousand, nine hundred forty-seven and 74/100 dollars) .

OTHER CONTRACT PROVISIONS: All other contract provisions shall remain
the same. The date for substantial completion of work under the
contract will be December 12, 1991. The date for completion of all
work under the contract will be August 11, 1992.

SUBJECT: CHANGE ORDER #11 WITH WIL-FREDS CONSTRUCTION FOR THE
SLADE AVENUE FACILITY
PURPOSE:
This memorandum will provide the Mayor and Council with
information to consider authorizing Change Order #11 with
Wil-Freds Construction for modifications to the Slade Avenue
facility.
BACKGROUND:
During the review of the plans for the Slade Avenue facility,
it was noted by the Bureau of Inspection Services that a check
valve had been overlooked on the fire protection system. Change
Proposal #32 is for the additional pipe, pipe fittings, and the
check valve required by the City's cross connection control
ordinance on fire protection systems.
As this facility was being built, it was noted that several
electrical conduits located in the roof area of the meter shop
would pass beneath the skylights on an internal wall. To make
this area more attractive and leave the skylights unblocked, it
was decided to reroute these conduits. Change Proposal #33 is
for the material and one-half the labor involved in this
rerouting. An agreement was reached with Althoff Industries to
split labor costs for this project.
FINANCIAL IMPACT:
Due to favorable bid conditions on a recent water main project,
there are sufficient funds in the Water Department's operating
account to pay for this change order in the amount of $5,888.06 .

It is recommended that the City Council approve this Change
