APPROVING CHANGE ORDER NO. 2 IN THE CONTRACT WITH
DAHLQUIST AND LUTZOW ARCHITECTS, LTD. FOR THE
LORD'S PARK PAVILION
WHEREAS, the City of Elgin has heretofore entered into a
contract with Dahlquist and Lutzow Architects, Ltd. for the
Lord's Park Pavilion; and
WHEREAS, it is necessary and desirable to modify the
terms of the contract as is described in Change Order No. 2,
attached hereto.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF ELGIN, ILLINOIS, that Larry L. Rice, City Manager, be
and is hereby authorized and directed to execute Change Order
No. 2, a copy of which is attached hereto and made a part
hereof by reference.

RENOVATION OF THE LORD'S PARK PAVILION
CHANGE ORDER NO. 2
SCOPE: This Change Order No . 2 covers additional work required
to complete the preparation of plans and subsequent
construction administration for the renovation of the
Lord ' s Park Pavilion .
The architect for this project is Dahlquist and Lutzow
Architects , Ltd. , of Elgin , Illinois .
REASONS FOR CHANGE: This Change Order is required for the costs
associated with the items requested by the staff to complete the
following work . The extra work contemplated in this change
order was unforeseen but brought about by the conditions
uncovered as the design work continued :
1 . Remove the entire lower level masonry wall and foundation.
Replace with a new 8" masonry wall of 4" face brock , 4"
concrete block back-up, new steel lintels , and an 8"
concrete foundation with 16" wide concrete footing. Remove
and reinstall existing wood stairs , windows and doors as
required. Install furring and 5/8" gypsum board and 1-1/2"
rigid insulation as originally specified . Delete 2" block
wall facing on bathroom exterior walls only.
The circumstances necessitating the change were
unforeseeable, since it wasn ' t determined until demolition
of the existing floor slab and subsequent excavation had
taken place that there were no footings under the masonry
wall . The foundation wall rested directly on the soil ,
approximately 4 ' -O" below grade. This allowed for movement
in the wall , causing damage to the existing masonry. This
change is in the best interest of the City of Elgin , since
it will provide long term structural integrity to the
masonry wall and foundation.
2 . Remove and replace existing porch columns and bases with new
matching wood columns and appropriate wood bases .
The circumstances necessitating the change were
unforeseeable since it wasn ' t determined until the
demolition process had begun that the columns and bases were
decaying from the inside. The decay was not evident from
the outside . This change is in the best interest of the
City of Elgin, since it will provide for long-term
structural integrity of the porch and roof system.
SUMMARY OF CHANGES IN CONTRACT AMOUNT : The amount of the
contract will be revised as follows :

** The original contract states that the fee for this work
shall be calculated as 8-1/2% of the estimated cost of
construction .
The present contract with Dahlquist and Lutzow Architects , Ltd .
is for $73 , 950 . 00 . By reason of the Change Order No. 2 , the
Contract for the Renovation of the Lord ' s Park Pavilion will be
increased in the amount of Eight Thousand Forty-seven and 38/100
Dollars ( $8 , 047 . 38 ) , the total contract value being Eighty One
Thousand Nine Hundred Ninety-seven and 38/100 Dollars
( $81 , 997 . 38) .

SUBJECT: Remodeling of the Lords Park Pavilion
PURPOSE
The purpose of this memorandum is to forward to the
Mayor and City Council recommendations concerning the remodel-
ing of the Lords Park Pavilion.
BACKGROUND
Architects Dahlquist and Lutzow prepared plan specifica-
tions for the remodeling of the pavilion last summer. Subse-
quently, a contract was awarded to Elgin Builders for the
construction work which was begun on September 9th.
Attached is a report from Dahlquist and Lutzow regarding
the remodeling work. The report includes several recommenda-
tions regarding changes inthe scope of work. Staff has
reviewed the architects' recommendations and concurs with
them. The proposed changes will increase the structural
integrity of the building and improve its operational func-
tion.
The architects are planning to make a brief video presen-
tation on the project at Wednesday's meeting.
FINANCIAL IMPACT
The changes recommended by the architects will result in
a $15,574 increase in the contract with Elgin Builders from
$931,073 to $946,647. There are sufficient funds available
in the 1991 Bond Fund and the 1992 Parks budget to finance
the proposed work.

RECOMMENDATION
It is recommended the architects be directed to prepare
a formal change order for the additional repairs to the pavil-
ion as outline.--21 their February 7, 1992 letter.

Re: Remodeling of the Lord's Park Pavilion
This is a letter informing you of the progress at the Pavilion.
Construction is well underway, with much structural work in the
lower level being accomplished. The new concrete foundation on
the east side is complete and partially backfilled. The brick
wall on the west side has been removed and brick replacement
will start next week. We are on target for completion as
scheduled but have encountered the following field conditions
that we wish to discuss with you:
1 . Existing wood beams under the round porch are rotten and are
in need of replacing. They are concealed above the existing
ceiling and therefore were not evident until the ceiling was
removed. In addition, the existing floor joists in this
area will require additional support by installing joist
hangers at the ends of each joist. The net add cost of this
condition will be $3,900.00.
2. A request by the Parks Department has been to eliminate a
few columns in the meeting rooms in the basement to allow
more usable space in these rooms. A total of 4 columns
would be removed. The remaining columns will need enlarged
footings to support the additional load. In order to do
this, new beams need to be added to carry the additional
load between columns. The net add to the contract would be
$6,797.00,
3. Some concealed existing floor joists and solid wood blocking
under the east side of the building has been replaced due to
being rotten or damaged. The additional work required to
correct this deficiency results in an add of $5,972.00 to
the contract.
4. The electrical contractor has suggested a substitution in
the electrical switchgear manufacturer. By authorizing this
substitution, a cost savings of $500.00 will be credited
back to the City. This substitution has been evaluated, and
we believe this is an acceptable substitution.

5 . A revision in the exterior sewer design has taken place .
The original design was based on the best information
available as to the actual sewer location. No records are
available for this area . The actual location of the sewer
was uncovered through construction and allows a simpler
design method to occur. A new savings of $595 . 00 is
realized by this change .
The extra costs of items 1 - 5 as listed above would result in a
$15, 574. 00 add to the contract. The type of work described
above is normally encountered in a renovation project.
Our recommendation would be to accept the above changes as they
are, mostly matters of structural integrity of the building .
