AUTHORIZING EXECUTION OF A PURCHASE OF SERVICE AGREEMENT WITH
NEIGHBORHOOD HOUSING SERVICES OF ELGIN
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS, that Larry L. Rice, City Manager, be and is hereby
authorized and directed to execute a Purchase of Service
Agreement on behalf of the City of Elgin with Neighborhood
Housing Services of Elgin for the development of the Save Our
Streets organization, a copy of which is attached hereto and
made a part hereof by reference.

PURCHASE OF SERVICE AGREEMENT
between
Neighborhood Housing Services and the City of Elgin
WHEREAS, the City of Elgin is committed to the revitalization and
redevelopment of certain areas within the city limits;
WHEREAS, Neighborhood Housing Services of Elgin, is incorporated to
provide revitalization assistance to certain areas within the city
limits;
WHEREAS, the City of Elgin and Neighborhood Housing Services of
Elgin wish to work cooperatively to revitalize target neighborhoods
as delineated by Neighborhood Housing Services.
NOW, THEREFORE it is agreed by the City of Elgin and Neighborhood
Housing Services that:
The City of Elgin, will contribute $25,300 to the Neighborhood Housing Services
during the 1992 calendar year based upon the following performance criteria:
1) For the continued development and stabilization of the SOS (Save Our Streets)
neighborhood organization composed of residents of the Neighborhood Housing
Services target neighborhood, the City of Elgin shall pay Neighborhood Housing
Services the lesser of $25,300 or actual expenses related to the development of
said organization. Such payment will be compensation for the activities outlined
in the Strategic Plan for Self-Reliance for 1992. These activities would include
but would not be limited to: Model Block initiatives, area clean-up activities,
neighborhood identification initiatives, seasonal projects, monthly meetings,
identification and training of neighborhood leaders, membership recruitment which
includes organizational newsletter, mailing/postage, development and distribution
of informational materials, children's activities, coordination of City services
to maximize neighborhood involvement and support (i .e. tree trimming, street
cleaning, trash pick-up, .
2) In order to continue to be eligible for payment, NHS will submit to the City
quarterly performance reports which will summarize neighborhood organizational
efforts, housing rehabilitation work, loan production and other NHS activities.
Payments to be made within 30 days of billing date (quarter end) .
Billing Dates: January 15, 1992 - $3,000
March 30, 1992 - $3,325
June 30, 1992 - $6,325
September 30, 1992 - $6,325

SUBJECT: NHS Purchase of Service Agreement
PURPOSE
The purpose of this memorandum is to forward to the
Mayor and City Council a purchase of service agreement (PSA)
with Neighborhood Housing Services of Elgin (NHS) .
BACKGROUND
Last year the City Council agreed to contribute $27,100
to NHS for various community development activities as well
as neighborhood projects and programs. In the 1992 budget
process, NHS requested a contribution of $25,300 for this
year. A proposed PSA with NHS for the use of these funds
is attached. To be eligible for payment NHS will submit to
the City Council quarterly performance reports which will
summarize neighborhood organizational efforts, housing reha-
bilitation work, loan production, and other community develop-
ment activities.
FINANCIAL IMPACT
There is $25,300 budgeted in the Non-Departmental sec-
tion of the budget for the NHS contribution.
RECOMMENDATION
It is recommended the City Council authorize the City
Manager to execute the purchase of service agreement.
