HomeMy WebLinkAbout92-0108 League Sewer Construction RESOLUTION APPROVING CHANGE ORDER NO. 1 IN THE CONTRACT WITH LEAGUE SEWER CONSTRUCTION FOR WATER SYSTEM IMPROVEMENTS WHEREAS, the City of Elgin has heretofore entered into a contract with League Sewer Construction for water system improvements; and WHEREAS, it is necessary and desirable to modify the terms of the contract as is described in Change Order No. 1, attached hereto. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS, that Larry L. BACKGROUND: elk On August 28, 1991, the City Council awarded a contract to League Sewer Construction, Addison, for the construction of four water main projects. The attached change order is actually for an overall decrease in the contract price. The additional charges to replace the 30" and 6" diameter storm sewers are from improper location of these two sewers by the City. Items #3 and #4 on the attached change order result from the substitution of seeding along North McLean Boulevard rather than sodding at a substantial savings to the City. This area will be involved in construction again next spring with the installation of the sanitary sewer and the widening of North McLean Boulevard. Therefore, it is felt that sod is not necessary at this time. FINANCIAL IMPACT: There is a net savings of $5,242 to the City for executing this change order. rm. November 7, 1991 Mr. Larry Deibert Director of Water Operations City of Elgin 150 Dexter Court Elgin, IL 60120-5555 Re: Water System Improvements Dear Larry: In regard to the above referenced project, we have requested and received quotes (see attached) from League Sewer Construction for the following items: 1 . 30-inch diameter pipe, BFM #4. This item addresses replacement of an existing 30-inch storm sewer at Todd Farm Drive and Lenoxshire Drive. Based on existing information, the storm sewer followed the curvature of Todd Farm Drive. This was true except at this location where the sewer line was laid in a straight line between manholes. This route therefore conflicted with our water main and required the Contractor to replace the storm sewer with water main grade pipe (to comply with EPA regulations) . The total footage replaced to date is 30 lineal feet. This represents an increase in the contract of $4,500. 2. 6-inch diameter pipe, BFM #4. This item addresses replacement of an existing 6-inch storm sewer on Todd Farm Drive. The piping in question was connected to existing curb inlets and was not visible from our inspection while surveying or from existing City drawings. Th,e total footage replaced to date is 30 lineal feet. This represents an increase in the contract of $1,080. 3. Seeding. This item addresses seeding the area disturbed by construction on the west side of North McLean Boulevard between Todd Farm Drive and Lovers Lane. This method of surface replacement is in lieu of sodding, which was originally specified. Conversations between the City and CDI determined it was feasible to allow seeding due to the fact that North McLean Boulevard is scheduled for major widening after this project is completed. The seeding will provide an acceptable ground cover on an interim basis. The total area, if seeded, will be 0.50 acre. At a proposed cost of $7,000 per acre, this represents a total cost of $3,500. The total area, if sodded, would be 2,387 square yards. At a bid price of $6 per square yard, this represents a total cost of $14,322. Even though items (1) and (2) are an addition to the contract, item (3) will be a cost saving. The cost saving will be realized with the reduced amount of sod actually laid. At this stage of the project, we feel the budget is in good shape and see no reason, at this time, the total bid price will be exceeded. This assessment is based on the knowledge that a total cost reduction for concrete curb and gutter replacement will probably be realized. The original bid quantity was based on the expectation that all of the curb and gutter on Todd Farm Drive would be removed during construc- tion. However, the Contractor was able to preserve almost all of the curb and gutter. This translates into a cost savings to the City of $16 for every foot of curb and gutter that is not replaced. The total bid price for the curb and gutter replacement is $50,000 and the majority of that replacement was scheduled for Todd Farm drive. Therefore, a reduction in the total contract price at the end of the project may be realized. The unit prices enclosed from League Sewer Construction have been reviewed by CDI and we believe they are reasonable. Please "advise whether or not the City concurs. I have also attached a copy of the Change Order Certification form. I took the liberty of filling out the form for review by the Corporation Council . By having the certification reviewed now, the paperwork should be filled out to their satisfaction the first time. Please review this data and advise as to whether or not it is acceptable.
