RESOLUTION
APPROVING CHANGE ORDER NO. 1 IN THE CONTRACT WITH
KOEPLER BROTHERS, INC. FOR GOLF COURSE REHABILITATION
WHEREAS, the City of Elgin has heretofore entered into a
contract with Koepler Brothers, Inc. for Golf Course
Rehabilitation; and
WHEREAS, it is necessary and desirable to modify the
terms of the contract as is described in Change Order No. 1,
attached hereto.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF ELGIN, ILLINOIS, that Richard B. Helwig, City Manager,
be and is hereby authorized and directed to execute Change
Order No. 1, a copy of which is attached hereto and, made a
part hereof by reference.

SUBJECT: Change Order #1 to the Contract With
Koepler Brothers, Inc.
PURPOSE
To provide the Mayor and City Council with information to
consider a change order with Koepler Brothers, Inc. for im-
provements at Spartan and Wing Park Golf Courses .
BACKGROUND
Extensive remodeling of Spartan Meadows and Wing Park Golf
Courses is ongoing. The design and inspection of the project
has been completed by city staff. As of July 15, 1994, Spar-
tan Meadows is approximately 80% complete. When work is
complete at Spartan, Wing's rehabilitation will begin.
The difficult irrigation work at Wing will require additional
work by Koepler Brothers . Change Order #1 includes more
drainage, additional mounding, additional sand trap work and
increased creek and pond work. The cost of the change order
is $25,000.
The existing contract award will be enough to meet the origi-
nal objectives minimally. The extension will provide extra
items that provides both golf courses with added features
improving the quality of the courses .
Courses are already having more play this year due not only
to the improved weather but also the improving condition of
the courses. Thru mid-July, play at Wing Park is up 14% from
last year to just under 20,000 rounds played. At Spartan
Meadows, play is up 18% to 15,660 rounds .
COMMUNITY GROUPS/INTERESTED PERSONS CONTACTED
The Golf Course Advisory Committee and the Parks and Recrea-
tion Advisory Board have been in constant review of this
project.

emk FINANCIAL IMPACT
The overall renovation project has a budget of $750,000 to be
repaid by fees . The earthwork element of the overall project
was awarded to Koepler Brothers, Inc. in the amount of
$350,000 . As of July 6 , 1994, the total project has $57,000
uncommitted. An additional $25,000 contract extension would
come from the uncommitted funds .
LEGAL IMPACT
None.
RECOMMENDATION
It is recommended that a change order be prepared to the
contract with Koepler Brothers, Inc. in the amount of $25,000
for additional improvements to Spartan Meadows and Wing Park
Golf Courses .

CHANGE ORDER NO. 1
SCOPE: This change order No. 1 will provide. additional items
necessary to complete the project in an acceptable manner.
The general contractor for this project is Koepler Brothers, Inc.
REASONS FOR CHANGE: This change order includes more drainage,
additional mounding, additional sand trap work and increased
creek and pond work.
SUMMARY OF CHANGES IN CONTRACT AMOUNT: The awarded contract
will be changed to include the additional items listed below:

SUMMARY OF INCREASES TO CONTRACT QUANTITIES:
The original contract with Koepler Brothers, Inc. is for
$350,000. The cost of adding more drainage, additional mounding
and sand trap work and increased creek and pond work would cost
$25,000 to come from the $57,000 uncommitted project funds.
The circumstances which necessitate this change order were not
reasonably foreseeable at the time the contract was signed.
OTHER CONTRACT PROVISIONS: All other contract provisions
shall remain the same.
