HomeMy WebLinkAbout91-1106 Wil-Freds Change Order 8 RESOLUTION APPROVING CHANGE ORDER NO. 8 IN THE CONTRACT WITH WIL-FREDS CONSTRUCTION FOR THE SLADE AVENUE WATER FACILITY WHEREAS, the City of Elgin has heretofore entered into a contract with Wil-Freds Construction for the Slade Avenue water facility; and WHEREAS, it is necessary and desirable to modify the terms of the contract as is described in Change Order No. 8, attached hereto. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS, that Larry L. The certification should recite the particular reasons for the determination made. • Identify circumstances, etc. , as required above: Change Proposal #10. A credit issued due to a change from rigid conduit to Schedule 40 PVC conduit for site electrical routing. It was in the best interest of the City to accept an equivalent pipe material at a cost savings. Change Proposal #27. Additional time and material incurred for the installation of two - 4" PVC conduits. The conduits will be utilized to supply permanent electric power to the new facility. The conduit's installation was not within the contemplation of the contract due to the fact that Com Ed had not provided the information during the design stage. The design of this facility was completed and bid accepted prior to completion of utility company engineering. Thus the location and other details of the design were unknown at the time of the bid. The final C. E. Co. engineering required that underground service be supplied; reference the attached Commonwealth Edison Co. service entrance location sketch and paragraph 4.08 of Information and Regulations for Supply of Electric Service, Commonwealth Edison Company, Illinois Commerce Commission #9, March 19, 1989. The ,rovision of additional electrical equipment was not within the contemplation of the contract due to the fact that the additions were requested during shop drawing review by the City. Protection provided by this electrical equipment is in the best interest of the City. This protection is for 6 wells and 5 pumps,• the cost of repairing one well once approaches the cost of this change. These changes include: a. Addition of a control panel in the pump room for starting and stopping pumps. b. Addition of solid state phase reversal , under-voltage and over-voltage protection at all deep well and service pump motor controllers. c. Addition of voltmeters and ammeters at all deep well controllers. The City's requests were addressed by letter dated 3/25/91 and during shop drawing review on 3/21/91. These controls would be disabled when the selectors in the electric room are in the remote position and would respond as the MCC start/stop buttons do when in the local position. This panel could be located on the wall adjacent to corridor 005 near the outside corner for proximity to all pumps. Per Dennis King 's comments, the City of Elgin would like to have solid state phase reversal , under-voltage and over-voltage protection added to all deep well and service pump motor controllers. In addition the city wants voltmeters and ammeters added to all deep well controllers. This work should be combined with the proposed addition of the auxiliary service pump control panel in the pump room. SCOPE OF WORK: a) Design additional controls, metering and protection. b) Prepare any additional specifications for the added work. c) Create a new drawing for the auxiliary control panel . d) Revise existing control wiring diagrams. e) Revise equipment submittals. EFFORT: JWW 10 hrs JWB 40 hrs AUTOCAD 12 hrs NOTE: I am holding the GE MCC and 5KV submittals, because this proposed work will affect them. 2. The Commonwealth Edison Company 's metering department would like to have the 2000 amp building service transformer secondary fused switches eliminated , and cable limiters installed in their place. This is acceptable to us. This will require deductive change order from the contractor . NOTE: The deletion of these switches will allow the sub-station extension pad to be reduced in size. The General Electric Company and our lead electrical engineer. Mr. Jack Willis, have reviewed the 5KV power distribution design. They have decided it would be in the client 's best interest to delete the 5KV neutral conductor throughout the distribution system. This will reduce the 5KV cable quantity by 1/4. This change will require the contractor to ground the secondary side of the transformer instead of the primary side. If this change is acceptable to the City of Elgin , the contractor will need to prepare a deductive change order. i • 111 Agenda Item No. !S; LOf E(C 9 � �O�q(LD FE81• TO: Mayor and Members of the City Council FROM: City Manager DATE: September 4, 1991 SUBJECT: SLADE AVENUE FACILITY CHANGE ORDERS PURPOSE: This memorandum will provide the Mayor and Council with information to consider in authorizing change orders to the existing contract for construction of the new Slade Avenue facility. BACKGROUND: On September 26, 1990, a contract was awarded to Wil-Freds Construction for construction of a new water facility for the Slade Avenue site. These improvements are essential in order to replace this outdated, deteriorated facility and maintain the well and pumping functions that are a vital part of the City's water system. During construction several items were encountered requiring change due to unidentified piping, design inadequacies, code requirements, and Commonwealth Edison requirements. The two change orders, #7 and #8, deal with three items each. The first item for change order #7 is for the additional work created by breaking an existing, hidden, unrecorded pipe that filled an excavation with river water. The second item is for the removal of existing, hidden piping that was not shown on any records and which interfered with the building foundation. The third item is for adding a fire rated ceiling in the lower level of the building to meet City code requirements. Oak Page 2 The first item for change order #8 is a credit for a change from rigid to PVC conduit. The second item is the addition of conduit to support the reconfiguration of the incoming power by Commonwealth Edison Co. The third item is for the modification of all well and pump controllers to add the solid state protection usually required for this type of equipment. FINANCIAL IMPACT: Quotes have been obtained from Wil-Freds Construction for the change orders described above. Change Order #7 - Unrecorded Piping, Ceiling $ 5,868. 10 Change Order #8 - Conduit, Electrical Protection $42,679 .50 TOTAL $48,547 .60 The contract with Wil-Freds for construction of this project, including $78,990 for change orders 1 through 6, is $3,773, 390. The Water Department's 1991 mid-year budget estimate contains $4,099,015 for this project.
