BACKGROUND: The Elgin City Council discussed conversion to an AMR system at its January 9 and January 23, 1991, Committee of the Whole meetings. A decision on this issue was tabled from the January 9 to the January 23 meeting when the Water Department was directed on a 7-0 vote to implement this program with development of ordinance changes as necessary and fee schedule modifications . The Council at its regular meeting of February 13, 1991, unanimously passed a resolution authorizing the purchase of these meters for conversion to an AMR system and at its February 27 meeting, passed a resolution establishing Schedule A, Water Meter Price Schedule. At that time, schedules were modified to include the cost of the new AMR meters with the purchase of 1" and 1-1/4" services. However, it has been recently brought to light that a separate fee schedule has not been formally adopted by the Council covering the prices for meters when sold separately. Therefore, the attached Schedule A, Water Meter Price Schedule, has been adjusted to reflect the costs of the AMR meters when purchased separately. Such a situation arises when a developer at the direction of the Council installs service laterals rather than the Public Works Department.
